How to Troubleshoot Website Access Problems Across Devices and Networks

Compare sites, browsers, devices and networks to narrow down why a website will not open—before changing DNS or deleting browsing data.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start by checking whether the problem affects one website or many, then compare browsers, devices and networks. Each comparison narrows the likely cause; none proves it on its own. Avoid changing DNS or deleting browser data until simpler checks point that way.

First, check the URL and how many sites fail

  1. Check the spelling of the web address, including the domain and any https:// prefix, then reload the page.
  2. Open a second, unrelated website. If it loads, the problem may be specific to the first site, its address or its DNS. Google Chrome Help notes that when other sites open normally, one site may be the cause: Chrome’s guidance for website errors.
  3. If several sites fail, check the internet connection before focusing on any one website. Google’s advice is: “If the issue affects multiple websites, check your internet connection.” Chrome Help

A website can be unavailable or under maintenance, but device settings, security software, browser extensions or stored data, and modem or router problems can also prevent access. The comparison checks below help distinguish these possibilities.

Check the device, network and Wi-Fi sign-in

Confirm that the device is connected to Wi-Fi or Ethernet and that other apps can reach the internet. Check that the modem and router appear to be powered and working. If possible, compare Wi-Fi with a wired Ethernet connection; this is only an option if the device and router support it, and some devices need an adapter.

On a cafe, hotel, airport or other public Wi-Fi network, access may require accepting terms or signing in through a captive portal. If a certificate warning appears, Google Chrome Help suggests opening an http:// page to reach the sign-in portal. Do not bypass a certificate warning to load the site; first confirm that you are on the intended network and complete its sign-in process.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5)
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

If many sites remain unavailable, restarting the modem or router may help. If the connection still fails, contact the internet service provider (ISP) or the network administrator, especially on a managed work or school network. Google lists connection, device, firewall or antivirus, router, browser and website issues among possible causes: Chrome Help troubleshooting steps.

Compare browsers before clearing data

Try the same address in Chrome Incognito. If it works there, an extension or stored browsing data may be involved; Incognito is a comparison, not proof of the cause.

  1. Update Chrome and restart it.
  2. If Incognito works, return to a regular window and disable extensions.
  3. Turn extensions back on one at a time, checking the site after each change, to identify whether one is involved.
  4. If the issue remains, consider clearing browsing data such as history, cookies and cached files. This can sign you out of websites or remove saved site state.
  5. Check whether firewall or antivirus software is blocking the connection. Change security settings only if you understand the effect; do not leave protections disabled as a workaround.

These are Chrome-specific instructions from Google Chrome Help. If another browser is involved, use that browser’s own help for its exact settings and labels.

Use comparisons to narrow the likely layer

What you observe What it may indicate Next check
One site fails; other sites work A site-specific problem, incorrect URL or domain/DNS issue Verify the address and error; check the site owner’s status information or contact the owner.
Many sites fail on one device A device, browser, connection, sign-in portal or DNS issue Check the connection and portal, then compare another browser or device.
The site works in Incognito An extension or stored browsing-data issue is possible Disable extensions and re-enable them individually; consider clearing browsing data afterward.
A site works on one network but not another The failing network, its sign-in portal, filtering or DNS may be involved Check the network’s access rules and compare another site or device on that network.
A hostname fails but a fixed-IP test works DNS configuration or name resolution may be involved Check DNS settings and recent resolver or domain changes.
Hostname and fixed-IP tests both fail A broader network or reachability problem is possible Restore any DNS setting you changed, retest and contact the ISP or network administrator if failure persists.

These patterns are clues, not definitive diagnoses. A failure on several devices or networks can add useful context, but does not by itself establish whether the cause is a website, service or network.

Read the exact browser error as a clue

Chrome’s error descriptions point to different checks, but an error code alone does not identify the responsible device or service. Google’s descriptions are collected in Chrome’s page-error guidance.

  • ERR_NAME_NOT_RESOLVED: the hostname may not exist or may have a different IP address. Check the URL; if it is correct, DNS may be involved.
  • ERR_INTERNET_DISCONNECTED: the device is not connected to the internet. Check Wi-Fi, Ethernet and any sign-in requirement.
  • Connection timed out: the connection may be slow, or the page may be busy. Compare another site and, if available, another network.
  • Connection reset: the connection was interrupted. Instability, an outdated browser, a VPN or security software may be involved.
  • Network changed: the device disconnected or moved to another network while loading. Check the active connection and reload.
  • Connection refused: the page rejected the connection or access may be blocked.
  • Empty response: the page sent no data and may be down.
  • Certificate or HTTPS warning: check the address and, on public Wi-Fi, complete its sign-in portal. Do not bypass the warning to continue.

Test DNS only when the symptoms point to it

DNS translates a domain name into the address used to connect to a site. Google describes it as “an important part of the web’s infrastructure, serving as the Internet’s phone book.” A stale cached answer can follow a domain’s DNS or registrar change, but DNS can also be affected by a captive portal, router malware, an ISP or network blocking, or problems with the domain’s own DNS setup. Some domain-side problems, including DNSSEC validation, authoritative nameserver or delegation issues, require action by the domain operator rather than the visitor. See Google Public DNS troubleshooting.

A hostname-versus-fixed-IP comparison is a controlled test, not a general browsing method: many websites rely on hostnames and may not work correctly when opened by IP address. Google’s DNS setup guide describes the comparison and cautions that setup steps vary by operating system and network equipment: Google Public DNS setup guide.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Record your current DNS server settings before changing anything.
  2. Compare the hostname with a fixed-IP test only when you have a suitable IP address for that site or service. If the IP test works and the hostname does not, DNS resolution or configuration becomes more plausible.
  3. If both fail, restore the previous DNS settings and test again. If access remains unavailable after rollback, investigate broader network settings and contact the ISP or network administrator.

Changing to a public DNS resolver is not a universal fix. Google recommends DNS configuration changes only for people proficient with system configuration. For a domain-level check, Google’s Public DNS diagnostic page can show DNS answers and comments. More technical checks include nslookup on Windows and dig on macOS or Linux, along with resolver comparisons or traceroute tests described in Google’s troubleshooting guide.

Give support a useful report

When basic comparisons do not resolve the issue, record the details that distinguish a browser problem from a device, network or site problem:

  • The exact URL and full browser error text or code.
  • Whether one site or several are affected.
  • The device, operating system and browser, including whether Incognito behaves differently.
  • The connection used, such as home Wi-Fi, Ethernet, mobile data or public Wi-Fi, and whether a sign-in portal appeared.
  • Whether the same site works in another browser, on another device or on another network.
  • Recent changes, such as a browser update, VPN, security setting or DNS change, and the result of any rollback.

For a DNS problem, Google advises including command output or diagnostic-page text when asking for help. Share that information with the site owner for a one-site failure, or with the ISP or network administrator when broader connectivity or DNS appears to be involved. The relevant Google guidance is Public DNS troubleshooting.
