If SSH is unavailable, use the hosting provider’s web or serial console to inspect the server.
1. Confirm the VPS and its address
Start in your provider’s control panel. Check that the VPS is running and that its public IP address is the one in your SSH command. An address can change after events such as a reinstall or data-center move; Hostinger documents those cases for its own service, but provider procedures vary: Hostinger’s SSH troubleshooting guide.

If you connect by hostname, check that DNS resolves to the intended current IP. A stale address can send your client to the wrong server—or to no server at all.

2. Interpret the exact error
The message is a useful clue about which layer to check next. It does not, by itself, prove a specific cause.

These interpretations follow the diagnostic guidance from Google Cloud, Oracle Cloud Infrastructure, and Microsoft. Network behavior can differ by provider, so confirm with a port test and server-side inspection where possible.
3. Test the actual SSH port
Port 22 is common, but an administrator may configure SSH to use another port. Check the port in your SSH command and server configuration, then test that same port from the client. A successful TCP test proves reachability from that client to that port; it does not prove the username or key will authenticate.

Replace 22 with the configured SSH port when it differs. The Oracle examples are platform-specific illustrations of a broader reachability check: OCI SSH troubleshooting; see also Microsoft’s SSH connection guidance.

SSH traffic may be blocked before it reaches the VPS or by the VPS itself. Check each applicable control rather than assuming one firewall setting covers them all:

- Provider network controls: inspect the provider firewall, security group or security list, and any public/private subnet boundary. If the VPS has no public route, it may require an approved bastion or proxy path.
- VPS firewall: confirm the operating-system firewall allows the configured SSH port.
- Client network: check whether a workplace, school, router, or other network restriction blocks outbound SSH.
- Port consistency: if SSH uses a custom port, allow that same port in both provider-level and host-level rules.
Provider firewall controls are separate from the VPS firewall; either can prevent access. Avoid leaving SSH open to every source as a permanent fix. Microsoft recommends restricting access to trusted IP addresses where possible: Microsoft SSH connection issues. Google Cloud and Oracle describe platform-specific firewall and network checks in their respective guidance: Google Cloud SSH troubleshooting and OCI SSH troubleshooting.
5. Check whether the SSH daemon is listening
If the port test fails, or network rules look correct, inspect the server through the provider console. Confirm that the SSH daemon is running and listening on the expected address and port. A server that is still booting, a stopped or misconfigured daemon, or a port mismatch can all make SSH unavailable.

Commands depend on the operating system and installed version. Do not run Windows OpenSSH commands on a Linux VPS. For Windows OpenSSH, Microsoft documents checking the service with Get-Service -Name sshd, checking the listener, validating configuration with sshd -t, and restarting the service after a valid configuration change. For Linux, use the distribution’s service manager and configuration conventions through the console. OpenSSH configuration options and defaults can differ among distributions and versions; consult the installed system’s manual rather than assuming a setting is universal. The Linux man-pages reference for sshd_config and Debian’s trixie manual both caution that DEBUG-level logging can expose user privacy and is not recommended for routine use.

6. If the port answers, troubleshoot authentication
When the service is reachable but returns Permission denied, focus on login configuration rather than network access.
- Verify the username for the VPS image and provider. Usernames vary; a provider’s
rootexample is not a universal default. - Confirm your SSH client is selecting the intended private key and that it corresponds to a public key authorized for that account.
- Check server-side authentication policy and logs for the rejection reason. Use the provider console if you cannot access logs over SSH.

7. Use the provider console when SSH is down
A web console, serial console, or equivalent out-of-band access can let you inspect service state, configuration, and logs even when an SSH session cannot be established. The available option depends on the provider and instance. Hostinger documents dashboard web-console access, while Google Cloud documents serial-console access for diagnosing daemon problems: Hostinger console guidance and Google Cloud serial-console guidance.
If the instance has no direct public route, use only the provider-approved access path, such as a configured bastion or proxy, rather than exposing a private server broadly. Once console access is available, return to the relevant step above: network rules for an unreachable port, daemon state for a refused connection, or account and key settings for permission errors.
