If RD Web Access fails to load after a Chrome or Edge update and shows “Unable to display RD Web Access” or “An unexpected error has occurred that is preventing this page from being displayed correctly”, check whether browser policy has disabled XSLT. Microsoft says the RD Web Access interface uses client-side XSLT to render its pages; on Windows Server 2016, 2019, 2022 and 2025, disabling that feature in Edge or Chrome can leave the portal unable to render. Re-enabling XSLT is a temporary workaround. First make sure your symptom is a rendering failure rather than a sign-in, certificate or session-launch problem.
What the Chromium-related RD Web Access failure looks like
The documented failure occurs before the portal can present its normal RD Web Access interface. Instead of a usable resource list or sign-in workflow, the browser displays “Unable to display RD Web Access”, commonly followed by Microsoft’s text: “An unexpected error has occurred that is preventing this page from being displayed correctly.”

Microsoft Support KB 5130994 applies this rendering issue to Windows Server 2016, Windows Server 2019, Windows Server 2022 and Windows Server 2025. The KB was originally published on October 6, 2026. Microsoft explains that “RD Web Access uses client-side XSLT processing to render the web interface.” If an Edge or Chrome policy disables XSLT, the transformation does not run and the existing interface may fail to render.

Separate a rendering failure from other RD Web Access problems
Changing browser rendering policy will not repair a bad certificate, a failed sign-in, or an RD Gateway problem. Use the first observable symptom to select the right branch.
- Blank or broken portal with “Unable to display RD Web Access”: inspect the browser’s XSLT policy and apply the documented workaround.
- The sign-in page never renders, but the exact error is different: record the complete message and check the web server, authentication configuration and browser console before changing XSLT.
- You can sign in and see resources, but a resource will not connect: investigate the RD Gateway and RD Broker certificates and required updates; this is not an XSLT rendering fault.
- The HTML5 client opens with a security warning: verify the certificate trust chain and the name on the certificate, rather than changing Chromium policy.
- The legacy portal lacks “Connect to a remote PC”: that can be the older ActiveX compatibility issue described by Microsoft, which is distinct from the newer XSLT-disabled failure.
Capture the browser name, server operating-system version, exact text, whether the sign-in page appears, and whether resources are listed. Those observations prevent a rendering workaround from masking a separate deployment fault.
Check whether policy disabled XSLT
Microsoft’s diagnostic hinge is the browser policy value named XSLTEnabled. The value is machine policy, so an administrator should apply it through the organization’s change and policy process. A local registry change can be useful for a controlled test, but centrally managed policy may overwrite it.
Apply the temporary Edge workaround
- Sign in to the affected Windows computer with an account that can make an elevated machine-policy change.
- Open Command Prompt as administrator.
- Run the following command exactly:
reg add "HKLMSOFTWAREPoliciesMicrosoftEdge" /v XSLTEnabled /t REG_DWORD /d 1 /f- Close every Edge window, start Edge again, and revisit the RD Web Access URL.
- Confirm that the portal now renders. If the error is unchanged, undoing or replacing unrelated policies is unlikely to help; return to the symptom split above and inspect the next failure layer.
Apply the temporary Chrome workaround
- Open an elevated Command Prompt under your organization’s approved administrative procedure.
- Run:
reg add "HKLMSOFTWAREPoliciesGoogleChrome" /v XSLTEnabled /t REG_DWORD /d 1 /f- Exit all Chrome windows, launch Chrome again, and test the RD Web Access portal.
- If the machine is domain-managed, verify that the resulting policy is accepted by the organization’s browser configuration. A later policy refresh can replace a local test value.
Use the registry path that belongs to the browser being tested; do not add both values merely because both browsers are installed. The commands set a DWORD value of 1, which re-enables the XSLT feature required by the current RD Web Access interface.
Verify the result and control the temporary exception
Test one browser at a time so the outcome is unambiguous. Record the original symptom, the browser, the computer or policy scope, the administrator who made the change and the time of the test. After restarting the browser, load the same fully qualified RD Web URL and check whether the exact rendering message has disappeared. A successful page load strongly supports the policy diagnosis; it does not validate authentication, Gateway routing or Broker certificates.
If a domain policy manages Edge or Chrome, configure the equivalent setting through Group Policy rather than relying on a workstation-only registry edit. A policy refresh may replace a local value, and another administrator may not know why the exception exists. Keep the change limited to the affected browser and population, document its owner and review date, and remove or revise it when Microsoft’s permanent fix and your organization’s validation process permit. Do not make the exception global simply because both browsers are installed.
If re-enabling XSLT does not change the page, stop expanding the exception. Confirm that the command wrote the key for the browser actually used, that all browser processes were closed and restarted, and that the URL and displayed error still match the KB scenario. Then collect console evidence and investigate authentication, web-server behavior or another deployment change.

Choose an access path while Microsoft’s fix is pending
Microsoft describes XSLT re-enablement as temporary and says it is working on a fix, without giving a delivery date. The same KB lists two alternate ways for users to reach their desktops while the existing interface is affected.

Choose based on how quickly users need access, whether the HTML5 client is already deployed, and whether your security policy permits a temporary browser exception or IE mode. Do not downgrade or freeze Chrome or Edge solely on the basis of this KB. Microsoft’s documented choices are the temporary policy setting, the HTML5 client and Edge IE mode.
Use the HTML5 Remote Desktop client
Open the client
When the client has been deployed, the example Microsoft path is:

Users sign in, select a published desktop or application, and start the session in the browser. Microsoft also documents a Settings action that lets a user download an RDP file instead of keeping the session in the browser.
The web-client setup guide covers deployment and connection behavior. Treat older prerequisites in that guide as items to verify against the requirements for your current deployment rather than assuming that an earlier installation checklist is unchanged. The HTML5 route is an alternate access path, not an automatic repair for a missing or misconfigured web-client deployment.
Fix a certificate warning at the HTML5 URL
A warning at the HTML5 address is a certificate validation issue, not evidence that XSLT is still disabled. Microsoft’s web-client guidance says to verify both of these conditions:
- RD Web Access presents a publicly trusted certificate.
- The server name in the URL matches the name on the certificate.
Use the RD Web role’s FQDN consistently. A certificate issued to a short host name, an internal alias or a different public name will not satisfy browser name validation even when the web service itself is responding.
Interpret a client that lists resources but cannot connect
If the HTML5 interface loads and resources appear, stop altering browser rendering policy. Check the RD Gateway’s trusted public certificate and confirm that required updates are installed. For the specific message “an unexpected server authentication certificate was received”:

- Confirm that the matching certificate is assigned to the RD Broker role.
- Re-import the corresponding
.cercertificate into the web-client deployment. - Test the same published resource again after the certificate assignment and import are complete.
A successful resource list proves that the portal rendered; it does not prove that the Gateway, Broker and session-host certificate chain is correct.

Configure Edge IE mode when legacy compatibility is required
IE mode is useful when the RD Web URL depends on legacy behavior. In Edge Settings, open the Default browser section and enable the setting that allows sites to be reloaded in Internet Explorer mode. Add the RD Web URL to the IE mode pages list, save the entry, and restart Edge if it requests a restart. Then open the portal again.
On the first visit, Edge may ask for permission to use ActiveX. Microsoft notes that allowing it enables the portal to use the signed-in user’s credentials for single sign-on. Apply this only to the required RD Web URL and only where your security and compatibility policy permits it.
Microsoft’s older compatibility guidance attributes a missing Connect to a remote PC tab in a legacy RDWEB scenario to ActiveX, which Edge did not support in that scenario. That symptom should lead to IE mode or Enterprise Mode compatibility testing, not to a conclusion that the newer XSLT policy fault is present.

The portal fails immediately after a browser policy rollout
A user reports the exact “Unable to display RD Web Access” message, no resource list appears, and the failure occurs only in Edge after a policy deployment. Check the Edge XSLTEnabled value, apply the temporary setting through the approved process, restart Edge and retest. If the page returns, document the exception and plan an alternate route or permanent remediation rather than treating the result as proof that every browser update is defective.
The page loads but a published desktop will not start
Do not reapply the XSLT command. Because the portal rendered and resources are visible, inspect the RD Gateway and Broker certificate chain, required updates, thumbprint and certificate assignment. If the message identifies an unexpected server authentication certificate, follow the thumbprint comparison and .cer re-import sequence.
The HTML5 URL shows a browser security warning
Check the public trust of the RD Web certificate and confirm that the FQDN in the address is the name covered by that certificate. Switching to IE mode or enabling XSLT does not correct name mismatch or an untrusted issuer. Resolve the certificate issue at the RD Web role and then retest the same URL.
Collect evidence before escalating
Capture HTML5 client support information
For a problem that occurs inside the HTML5 client, use About > Capture support information > Start recording. Reproduce the failure, choose the command to stop recording, and download RD Console Logs.txt. Give the log to the team responsible for the web client, Gateway and Broker configuration together with the exact time of the test.

In Edge, press F12 to open developer tools and inspect the browser console while loading the RD Web URL. Record policy or script errors, the page URL, and whether the error occurs before or after authentication. Console evidence is especially useful when the registry value is present but the visible symptom does not match the KB’s documented message.

Keep a reproducible test record
- Browser name and whether it is Edge or Chrome.
- Windows Server release: 2016, 2019, 2022 or 2025, where applicable.
- Exact portal URL and whether it uses the RD Web role FQDN.
- Exact on-screen wording, including the phrase “Unable to display RD Web Access” when present.
- Whether the sign-in page, resource list and session launch each work.
- Whether the test was made before or after restarting the browser following the policy change.
This sequence tells an escalation team whether it is looking at client-side rendering, certificate validation, authentication, Gateway routing or Broker session negotiation.

Assuming every post-update outage is XSLT
A browser update can coincide with unrelated certificate expiry, policy deployment or Gateway changes. The XSLT workaround is justified by the recognizable rendering message and a policy check, not by the calendar date of an update alone.
Changing both browser policies without a test
Set the value for the affected browser, restart that browser and retest. Limiting the change makes the result attributable and avoids broadening a temporary exception unnecessarily.

Leaving a temporary exception undocumented
Record the machine-policy change, affected browser, date, administrator and rollback plan. Microsoft describes the setting as temporary while a fix is in progress; it should therefore be reviewed when the organization receives updated guidance.
Using IE mode to hide a certificate problem
IE mode can provide compatibility for a legacy page, but it does not make an untrusted certificate trustworthy or correct an RD Broker thumbprint mismatch. Resolve certificate validation and role-assignment errors in their respective components.
Confusing ActiveX and XSLT symptoms
ActiveX explains a particular legacy missing-tab behavior. XSLT-disabled policy explains the newer portal-rendering error. The two can coexist in an environment, but they require different tests and different compatibility decisions.
Recommended administrator runbook
- Have the user reproduce the failure and copy the complete error text.
- Classify the failure as portal rendering, sign-in, certificate validation, resource listing or session launch.
- For the documented rendering message, identify whether Edge or Chrome is affected and check the corresponding

- Restart the affected browser and retest the same RD Web URL.
- If the portal still cannot render, collect F12 console output and stop changing unrelated policies.

- For HTML5 certificate warnings, correct public trust and FQDN name matching.
- For listed resources that will not launch, validate the RD Gateway and RD Broker certificates, thumbprint and certificate import.
- Track the temporary XSLT exception and remove it when Microsoft’s permanent fix and your organization’s validation process allow.
What to remember
The current Microsoft-documented Chromium failure is narrow: RD Web Access can stop rendering when Edge or Chrome policy disables the client-side XSLT used by the existing interface. On the affected Windows Server releases, the recognizable “Unable to display RD Web Access” message points to that policy check. Re-enabling XSLT can restore the page temporarily, while the HTML5 client and Edge IE mode provide alternate access paths. Once resources are visible, move on to certificate and connection diagnostics instead of continuing to change browser rendering settings.
