Steam reviews can look incomplete for two different reasons: store filters and ranking affect what you see or what counts toward a score, while API filters and pagination affect what a request returns. Check the store settings if the score or review list looks unexpected; check the endpoint, filters, cursor and HTTP response if an API query stops short.
First, identify what looks incomplete
A game’s aggregate review score, the reviews shown on its store page, and the reviews returned by an API request are not necessarily the same set. Steam applies different rules to scoring, display and retrieval, so a mismatch alone does not show that reviews were deleted.

- Score: Which reviews Steam includes when calculating the displayed rating.
- Store list: Which individual reviews Steam selects and ranks for display.
- API results: Which reviews match a request’s filters and the pages retrieved by its cursor.
If the store score seems incomplete
Review the off-topic setting
Steam Support says the default review score excludes reviews written during periods Steam classifies as “off-topic.” You can change this in Review Score Settings in your store preferences to include all reviews. This changes the score’s scope; it does not establish that Steam removed the excluded reviews. See Valve’s User Reviews FAQ.
Check the language scope
Steam may calculate the score using reviews in the viewer’s language when there are enough reviews in that language. If there are not, it uses reviews in all languages. Steam does not state a numeric threshold in its FAQ, so there is no reliable count to use as a cutoff. The language scope can also make the displayed score differ from a view based on all languages.

Account for purchase type
For paid games, only reviews from players who purchased the game on Steam count toward the review score. The visible list and the aggregate score therefore may not cover the same set of posted reviews, particularly when the list includes reviews from other purchase types.
If the store review list looks incomplete
Store-page reviews are selected and sorted, not necessarily presented as an exhaustive chronological list. Steam says helpfulness votes and a system intended to identify informative reviews influence which reviews are shown and their order. A review that does not appear near the top may still exist; ranking is different from score inclusion and from API pagination.
If a Steam reviews API query returns too few results
Use the current endpoint and paginate with its cursor
Steamworks marks the legacy /appreviews endpoint as deprecated and documents IUserReviewsService/GetAppReviews as its replacement. For a new integration, use the current method and its documented request and response format: Steamworks: User Reviews.

cursorin the response and pass that returned value into the next request. Do not assume a page number or invent a cursor. - When building a URL, URL-encode cursor characters.

The documented maximum is 100 reviews per page; the default is 20. These are page-size limits, not a statement about the total number of reviews available.

Do not use Helpful sorting to exhaust the review set
Helpful sorting is designed to find useful reviews, not to provide a dependable chronological traversal. Steam documents that this sort can widen day_range until it finds results. Use Recent or Updated for cursor-based retrieval through the available results.
Check language and review filters
An empty languages field means English; use all to request every language. Also verify the requested purchase type and review type. A query restricted to one language or one kind of review can legitimately return fewer results than an unrestricted query.

Inspect other request filters that can narrow the matching set: date range, date exclusion, minimum or maximum playtime, Steam Deck use, operating system, CPU, GPU, device type, helpfulness quality ranking and off-topic filtering. Compare the actual request parameters with the set you intend to retrieve.
Check response status and rate limits
Steam documents anonymous response caching for up to 10 minutes. Requests without a publisher key associated with the app share a lower rate limit; an associated key raises that limit. A rate-limited request returns HTTP 429. Check the HTTP status before treating a short or stale response as a complete result set.

Update clients built for the deprecated endpoint
The current method differs from the legacy endpoint in several ways. Its parameters are passed in input_json; language is provided as a list named languages; the response no longer includes a success field, so check HTTP status; and the response provides total_matching and day_range_used. A client that expects the old field names or success flag can misread otherwise valid results.
When these checks do not explain the problem
The documented score rules and API settings explain many differences in scope, ranking and retrieval. They do not establish a universal fix for Steam client loading problems, local network failures or account-specific moderation actions. If the score settings, language, purchase scope or request parameters do not account for the result, investigate those issues separately rather than assuming a review filter caused them.
