These labels describe different aspects of protection and use different systems, so SPF, PA grades, and European UVA labeling are not directly interchangeable.
What does SPF mean?
SPF compares the amount of ultraviolet exposure needed to cause sunburn when sunscreen is applied with the amount needed without it. The U.S. Food and Drug Administration (FDA) says the SPF value indicates the level of sunburn protection a product provides. SPF primarily reflects protection against UVB, the rays that cause most sunburn.

SPF is not a clock or a promise that you can stay in the sun a set number of hours. Actual exposure varies with factors such as time of day and location, and the label does not predict an individual’s burn time. FDA consumer guidance recommends choosing a broad-spectrum sunscreen with SPF 15 or higher and following its directions. FDA consumer guidance on sunscreen

What does Broad Spectrum mean in the United States?
For U.S. sunscreen products covered by FDA labeling rules, “Broad Spectrum” is a qualified claim: a product must pass the FDA’s test to use it. The test measures coverage across UVA and UVB. The FDA compliance guide specifies that the in-vitro test must demonstrate a critical wavelength of at least 370 nm. That threshold is a test criterion, not an SPF rating or a promise of equal protection against every kind of UV exposure. FDA Small Entity Compliance Guide
#1 Best Overall

- Lightweight sunscreen lotion: Designed for fast, even application, with a lightweight sunscreen lotion formulated to leave skin feeling non-greasy

FDA consumer guidance says non-broad-spectrum products, and broad-spectrum products below SPF 15, carry a warning limiting the shown use to sunburn prevention. This is a U.S. label rule; do not assume another country uses the same claim or test.
What does PA++++ mean?
PA, short for Protection Grade of UVA, is a Japanese UVA-protection indicator shown with plus signs. Japanese Ministry of Health, Labour and Welfare material gives examples from PA+ through PA++++. More plus signs indicate a higher labeled PA grade, but PA is not another way of writing SPF: it grades UVA protection, whereas SPF is centered on sunburn protection.

The ministry material establishes the grades and their general meaning, but not the exact numerical cutoff for each grade. Avoid assigning a particular PPD threshold to PA+, PA++, PA+++, or PA++++ based on this labeling information. Japanese Ministry of Health, Labour and Welfare material on SPF and PA

The European Commission describes a standardized UVA logo as indicating that a sunscreen offers the minimum UVA protection recommended under its framework. The 2006 Commission recommendation specifies a UVA protection factor of at least one third of the labeled SPF and also sets a 370 nm critical-wavelength criterion. These are European recommendation criteria, not a conversion formula for Japanese PA grades or proof that a European logo is identical to the U.S. Broad Spectrum claim. How should you compare sunscreen labels?
Compare products on the claims and directions used in their own market rather than treating different UVA systems as equivalent. For example, when comparing a broad-spectrum SPF 30 sunscreen with an imported product, check the SPF on both, then identify the second product’s UVA indicator and the system behind it.
- Identify the market’s UVA claim: a U.S. Broad Spectrum claim, a European UVA logo, or a Japanese PA grade each has its own meaning.
- Read the SPF separately: it indicates sunburn protection and does not translate a PA grade into an equivalent number.
- Check water-resistance wording: in the United States, the label may specify 40 or 80 minutes of tested protection while swimming or sweating.
- Follow the product directions: check application and reapplication instructions, including what to do after swimming or sweating.
There is no single “best” rating independent of the person, use, and labeling system. The label is most useful when you read the SPF, the market-specific UVA indicator, and the use directions together.

What do water resistance and reapplication directions tell you?
Water resistance is a separate label detail from SPF and UVA grades. FDA guidance says U.S. water-resistance claims correspond to 40 or 80 minutes of tested protection during swimming or sweating; sunscreen cannot be labeled “waterproof” or “sweat proof.” Follow the product’s directions, including reapplying at least every two hours and after swimming or sweating as directed. FDA consumer guidance on sunscreen
Apply sunscreen liberally to uncovered skin. FDA guidance gives one ounce as the amount an average-size adult or child needs to cover the body evenly. Sunscreen is one part of sun protection: use shade and protective clothing, and consider a broad-brim hat and sunglasses as well.

How can you use the label without overreading it?
- Treat SPF as a sunburn-protection measure, not extra time in the sun.
- Read “Broad Spectrum” as an FDA-qualified U.S. claim when it appears on a U.S. product.
- Read PA plus signs as a Japanese UVA grade, not an SPF equivalent.
- Interpret European UVA symbols under the European recommendation rather than as interchangeable marks.
- Use water-resistance and reapplication directions for how to apply and renew protection; use shade and clothing alongside sunscreen.
