To troubleshoot a Claude Code limit, first identify which credential the session is using, then match the warning to the meter and billing account for that route. A subscription allowance, an Anthropic API limit, a cloud-provider quota, a gateway policy, and a session’s context window are different things—and each has a different place to check.
1. Identify which account or credential Claude Code is using
The active authentication route determines who measures usage and where charges or limits appear. Claude Code can use a Claude.ai subscription, an Anthropic Console API credential, a supported cloud provider, or a gateway. Don’t assume a Claude.ai plan is the meter for a session just because you also have a subscription.

- Claude.ai subscription: Sign-in through a Pro, Max, Team, or Enterprise account uses subscription plan allowances.
- Anthropic Console: An API credential routes usage to the owning Console organization and workspace, where API usage is billed and controlled.
- Cloud provider: Amazon Bedrock, Google Cloud’s Agent Platform, and Microsoft Foundry route usage and billing through their respective provider accounts.
- Gateway: A gateway may forward requests using an organization-managed credential and apply its own attribution, budget, or rate policies.
Check how Claude Code was authenticated and whether a gateway credential is configured. An active gateway credential variable or apiKeyHelper can replace the subscription login credential for requests, so the account owning the forwarded credential is billed per token. Configuring only a gateway base URL does not, by itself, replace the subscription credential.
2. Classify the warning before retrying
An HTTP 429 is not a diagnosis on its own. Anthropic’s API error reference distinguishes request/token throttling from spend caps, and Claude Code context warnings are a separate issue. The response details and headers help identify which case applies.

Why a throttling 429 can happen even when an average looks acceptable
Anthropic measures Messages API rate limits by requests per minute, input tokens per minute, and output tokens per minute for each model class. The API uses a token bucket algorithm, so capacity replenishes continuously rather than at a single fixed reset time. Bursty traffic can exceed available capacity even when a longer-period average appears to be within a limit. For an exceeded request or token limit, follow the response’s retry-after value rather than guessing a cooldown.
3. Check usage in the right place

4. Troubleshoot in a reliable order
- Record the exact symptom. Note the full error text, HTTP status if shown, response details, and any
retry-afterheader. Don’t treat a context warning or a stale usage snapshot as an API 429. - Verify the route. Identify whether the session uses subscription login, an Anthropic API key, cloud-provider credentials, or gateway credentials. Check for a configured credential variable or
apiKeyHelper. - Open the matching usage surface. Use
/usagefor subscription plan usage, Console Usage for Anthropic API billing, provider controls for cloud billing, or gateway reporting for gateway policies. - Apply the recovery indicated by the error. For a throttling response, wait the returned interval. For a spend cap, review the relevant billing or administrator control. For a context warning, inspect or compact the session context.
- Check the CLI installation if behavior or commands seem inconsistent. Run
claude --versionto record the installed version andclaude doctorto diagnose installation issues. Native installations update in the background; Homebrew, WinGet, and Linux package-manager installations require manual updates by default. Release-channel availability can affect when a version reaches an installation.
5. Compare limits only within the same route
When several Claude Code deployments are available, compare who authenticates the session, who owns the meter, and where the recovery signal comes from. A subscription allowance is not directly comparable to an API rate limit: their units, scope, and periods differ.

Exact plan allowances, API tiers, workspace limits, reset times, and current incidents depend on the live account and service state. Check those current surfaces rather than relying on a universal quota or reset time.
