When a Claude request fails in Amazon Bedrock, first capture the exact AWS error code and HTTP status, then check the identity making the call, account-level access prerequisites, and the endpoint and API operation. An access denial, Anthropic first-use requirement, malformed request, and temporary capacity problem need different fixes; granting broader IAM permissions will not solve them all.
Start by recording the complete failure
Before changing a policy or retrying, record the response and the context in which it occurred. AWS error codes are more useful than a generic application message such as “Claude unavailable.”

- HTTP status, AWS error code, and full error message
- Operation used:
InvokeModel,Converse, or the Anthropic Messages API - Model ID, AWS account, and Region
- Endpoint hostname and the identity or credential profile used for the request
Compare the response with AWS’s Troubleshooting Amazon Bedrock API Error Codes. Access failures, request errors, and capacity or quota responses follow different paths.

For AccessDeniedException (HTTP 403), verify the identity that actually made the request—not just the user or role whose policy you recently edited. Confirm the active AWS profile or role and that any temporary credentials have not expired. AWS identifies missing permission for the requested action and expired temporary credentials as possible causes.

- Your favorite music and content – Play music, audiobooks, and podcasts from Amazon Music, Apple Music, Spotify and others or via Bluetooth throughout your home.
- Alexa is happy to help – Ask Alexa for weather updates and to set hands-free timers, get answers to your questions and even hear jokes. Need a few extra minutes in the morning? Just tap your Echo Dot to snooze your alarm.
- Keep your home comfortable – Control compatible smart home devices with your voice and routines triggered by built-in motion or indoor temperature sensors. Create routines to automatically turn on lights when you walk into a room, or start a fan if the inside temperature goes above your comfort zone.
- Do more with device pairing – Fill your home with music using compatible Echo devices in different rooms, or create a home theatre system with Fire TV.
- Say goodbye to drop-offs and buffering - With eero Built-in, Echo Dot doubles as a mesh wifi extender, adding up to 1,000 sq. ft. of wifi coverage to your existing eero network.
For NotAuthorized, review the caller’s IAM permissions and the role’s trust relationship. Also look for explicit restrictions in organizational policies, including service control policies (SCPs). If the message concerns iam:PassRole, the caller may lack permission to pass the specified role to Bedrock; check that role and the relevant pass-role authorization rather than adding inference permissions indiscriminately. AWS’s Troubleshooting Amazon Bedrock identity and access guide covers these identity and authorization checks.
Match inference permissions to the endpoint
The IAM action namespace depends on the endpoint. For requests sent to bedrock-runtime, the required inference permission is commonly bedrock:InvokeModel and/or bedrock:InvokeModelWithResponseStream, depending on the operation. Requests through bedrock-mantle use actions in the bedrock-mantle: namespace, such as bedrock-mantle:CreateInference. A policy granting actions for one endpoint does not automatically authorize calls to the other. Scope policies to the intended model or resource, and check for explicit denies and organization-level restrictions.

Resolve Anthropic first-use and Marketplace requirements
FTUFormNotFilled
AWS maps FTUFormNotFilled to HTTP 404. For Anthropic models, it means the required first-use submission of intended-use details has not been completed. Anthropic first-time customers submit the use-case details once per AWS account or, in an organization, once through its management account; the form asks for intended-use information and a website URL. A submission made by the management account is inherited by other accounts in that AWS Organization. AWS says this requirement does not apply to Anthropic models accessed through bedrock-mantle.

- CUSTOMIZABLE SMART CLOCK - See time, weather, and song titles at a glance, control smart home devices, and more. Personalize your display with your favorite clock face and fun colors.
- BIG VIBRANT SOUND - Enjoy rich sound with clear vocals and deep bass. Just ask Alexa to play music, podcasts, and audiobooks. See song titles and touch to control your music.
- EASE INTO THE DAY - Set up an Alexa routine that gently wakes you with music and gradual light. Glance at the time, check reminders, or ask Alexa for weather updates.
- KEEP YOUR HOME COMFORTABLE - Control compatible smart home devices. Just ask Alexa to turn on lights or touch the screen to dim. Create routines that use motion detection to turn down the thermostat as you head out or open the blinds when you walk into a room.
Follow AWS’s Request access to models instructions for the account and model in question.
Marketplace activation
For serverless models with AWS Marketplace product IDs, first-use automatic enablement may require the caller to have aws-marketplace:Subscribe, aws-marketplace:Unsubscribe, and aws-marketplace:ViewSubscriptions. If the caller lacks them, an authorized administrator may need to enable the model once. These Marketplace subscription permissions are not required for inference after the model has been enabled. AWS also requires a valid payment method for applicable Marketplace purchases.

Allow the documented Marketplace subscription processing interval to complete before treating a pending activation as a new IAM failure. The applicable model, account, and Region can affect availability and access requirements, so verify the live AWS model-access page for the target.
Check endpoint, authentication, and API version together
Claude Messages requests can use different Bedrock endpoints, and endpoint choice affects authentication, headers, and IAM actions. AWS recommends the bedrock-runtime endpoint for new applications in its reviewed Messages API documentation; do not assume a URL, credential type, or policy intended for one endpoint will work with the other. Check AWS’s Inference using Anthropic Messages API documentation for the current endpoint and Region details.

These errors point to client setup or request construction rather than a general lack of Claude access:
IncompleteSignature(HTTP 400): check that the SDK supports Bedrock, credentials are configured correctly, and any manually constructed signature is valid.InvalidClientTokenId(HTTP 403): the supplied certificate or access-key ID is not recognized. Check for stale or incorrect keys.InvalidAction: verify that the operation name is spelled correctly and supported by the API being called.ValidationError: compare the request’s parameters and values with the API reference for that specific operation; a required field may be missing or a value may violate its constraints.
Use the exact AWS error and the reference for the operation in use before changing permissions. A 403 status alone does not establish that an IAM policy is the cause.

AWS documents ServiceUnavailable (HTTP 503) as temporary service load or capacity, and overloaded_error (HTTP 529) as temporary model capacity. For these transient service or model faults, retry with exponential backoff and random jitter; follow Retry-After if a 529 response includes it.
ThrottlingException (HTTP 429) instead indicates an account quota or rate-limit issue. Investigate the relevant quota or rate settings rather than treating it as an IAM denial or repeatedly applying a capacity-error retry strategy.
