Command Prompt cannot universally or legitimately bypass an Internet filter. It can diagnose DNS, gateway, proxy, Winsock, TCP/IP, and other local problems on a Windows computer you own or are authorized to administer. If a school, workplace, router, ISP, identity system, or security gateway is enforcing the block, the correct solution is an administrator-approved review or allow-list exception—not an evasion command.
The procedures below apply to Windows 10, Windows 11, and supported Windows Server releases. Do not use them to circumvent a managed network, parental-control rule, or security policy.

What may be blocking the site?
A “blocked” page does not necessarily mean Windows itself rejected the connection. Filtering can occur at several layers:

- Endpoint security: antivirus, EDR, parental-control software, or device-management policy.
- Local proxy: Windows or an application sends traffic through a configured proxy.
- DNS filtering: the resolver refuses the lookup, redirects it, or returns a block-page address.
- Gateway or router: the network stops the request before it leaves the local network.
- Authenticated proxy or identity policy: access depends on the user, device, group, location, or time.
- Firewall: a local or upstream rule blocks an application, address, or port.
- The website itself: an outage, certificate problem, geoblock, CDN failure, or account restriction can look like filtering.
CISA describes content filters, authenticated proxies, DNS controls, and centralized enforcement as network-security mechanisms, not settings that an ordinary user can simply override: CISA TIC 3.0 Remote User Use Case.

Can CMD bypass a school or workplace filter?
No—not reliably and not legitimately. A local command cannot authorize traffic that an upstream DNS service, secure web gateway, firewall, endpoint-management policy, or identity system intentionally denies. Attempting to evade such controls can violate acceptable-use rules, generate security alerts, expose credentials, or introduce malware and privacy risks.
Use the checks below only for an owned or authorized device. On a managed computer, avoid changing network settings until the administrator approves the change.
Run safe diagnostic checks
1. Inspect the address, gateway, and DNS servers
ipconfig /all
Identify the active Wi-Fi or Ethernet adapter. It should show an IP address, subnet mask, default gateway, and DNS servers. An address beginning with 169.254 commonly means Windows did not obtain a DHCP address. An unexpected DNS server may indicate a configuration problem, but do not replace an organization’s DNS service to evade filtering.

2. Test the local gateway
ipconfig
Note the Default Gateway, then test it:
ping <default-gateway-address>
A reply shows that the computer can reach the gateway. Failure may indicate a Wi-Fi, adapter, VLAN, isolation, or router problem. Some gateways ignore ICMP, so a failed ping is not conclusive and does not prove that a website is blocked.

3. Test DNS resolution
nslookup example.com
This shows which resolver answered and whether the name resolves. For comparison, you may query the DNS server already assigned to the adapter:
nslookup example.com <dns-server-address>
Do not use a different public resolver as a filtering workaround. It can violate policy, leak DNS queries, break internal names, and still fail if the network blocks direct DNS traffic.
4. Check the WinHTTP proxy
netsh winhttp show proxy
Direct access (no proxy server) means no basic WinHTTP proxy is configured. A proxy address, bypass list, automatic configuration, or autodiscovery setting means applications using WinHTTP may be expected to use that path. Microsoft documents these commands at netsh winhttp.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWinHTTP is independent of WinINet, which browsers and some applications use. Therefore, CMD can report direct access while Edge, Chrome, or a particular application still uses a PAC file, browser policy, extension, or its own networking stack: Microsoft proxy configuration guidance.

Repair common local problems—with authorization
Clear a stale DNS cache
ipconfig /flushdns
Use this after a DNS record change, stale negative result, or temporary resolver problem. It refreshes the local cache; it does not defeat an active DNS filter.
Reset Winsock after network software damage
Open Command Prompt as administrator and run:
netsh winsock reset
Restart Windows afterward. VPN clients, security agents, and other network components may be affected, so obtain IT approval on a managed system.
Reset TCP/IP only when support directs you
netsh int ip reset
Restart afterward. This can alter locally configured parameters and disrupt static IPs, VPN profiles, virtualization software, or managed network settings.

When is resetting the WinHTTP proxy appropriate?
Only on an unmanaged computer you control, or when an administrator explicitly approves the repair. First preserve the current configuration:

netsh winhttp show proxy
netsh winhttp dump > "%USERPROFILE%Desktopwinhttp-before.txt"
If support confirms that the proxy is incorrect or stale, reset it:
netsh winhttp reset proxy
Microsoft defines this command as resetting WinHTTP to direct access: official command reference. Removing a required company, school, or security proxy can stop Internet access, break updates and security services, or make applications fail. Restore the approved proxy, PAC URL, port, and bypass list using the administrator’s documented method; never invent those values.
Check Windows Firewall without disabling it
You can inspect firewall profiles from an elevated Command Prompt:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →netsh advfirewall show allprofiles
Firewall configuration requires administrative rights. Microsoft provides command-line guidance at Windows Firewall tools. Do not turn off Microsoft Defender Firewall to test a block. Microsoft recommends allowing a necessary application through a narrowly scoped, authorized rule rather than disabling protection, and managed devices may prevent users from changing it: Firewall and network protection.

Distinguish a local fault from an upstream block
| Observation | Likely implication | Next action |
|---|---|---|
ipconfig /all shows no valid address |
DHCP, adapter, or Wi-Fi problem | Repair local connectivity or contact support |
| Gateway cannot be reached | Local network, isolation, or router issue | Check the connection and gateway |
Gateway works but nslookup fails |
Resolver or DNS-path problem | Report the resolver error; do not substitute DNS to evade policy |
| DNS resolves but the browser shows a policy page | Filtering or access policy | Request an administrator review |
| Site works on an approved alternate network but not the managed network | Network-level restriction | Ask for an allow-list decision |
| Several devices fail on the same network | Gateway, DNS, ISP, or upstream filter | Escalate to the network owner |
| Only one browser fails | Browser setting, extension, or browser policy | Check the browser configuration or administrator policy |
| Only one application fails | Application proxy, certificate store, firewall, or allow-list | Use that application’s support path |
| WinHTTP is direct but the browser is blocked | Browser may use WinINet, PAC, an extension, or its own stack | Inspect the browser or endpoint policy |
| Changes revert after reboot or sign-in | Group Policy, MDM, security software, or a management agent | Contact the administrator |
Successful DNS resolution does not prove that HTTPS is allowed, and a successful ping does not prove that web access works.
Cases CMD cannot fix
- An upstream DNS filter, secure web gateway, authenticated proxy, router rule, ISP restriction, or government network policy.
- An endpoint-security or identity policy enforced by management software.
- A certificate warning caused by inspection or a genuinely invalid certificate. Never tell the browser to ignore certificate errors.
- A captive portal that requires sign-in before normal Internet tests work.
- A site outage, expired certificate, geoblock, account restriction, or CDN failure.
Approved corporate VPN or remote-access systems may be appropriate when supplied by the organization. An unapproved VPN, proxy, Tor relay, tunnel, hosts-file change, hard-coded IP, or firewall-disabling step is circumvention, not troubleshooting. CISA discusses the configuration and security risks of remote-access and VPN systems in its modern secure network access guidance.
Request legitimate access or correction
- Capture the exact error or block-page text.
- Record the URL, date, time zone, device name, and network (Wi-Fi, Ethernet, or approved remote connection).
- Include relevant output from
ipconfig /all,nslookup, andnetsh winhttp show proxy, removing passwords, tokens, and other sensitive data. - Do not change DNS, proxy, firewall, VPN, or security settings on a managed device without approval.
- Ask the network administrator or site owner for a false-positive review, allow-list exception, or approved alternative.
- If access is urgent, use an organization-approved connection or remote-access method.
A useful support request states: “URL: …; exact error: …; timestamp and time zone: …; device and network: …; diagnostic results: …; legitimate business or educational reason: …; requested policy review: ….”
The Bottom Line
CMD is valuable for finding and repairing local Windows networking faults, but it is not a universal Internet-filter bypass. Preserve existing settings, make only authorized changes, and send upstream or managed-network blocks to the administrator responsible for the policy.
