If an AI agent cannot retrieve Jira or Confluence data, check its identity, authentication and API route first, then verify scopes and the permissions on the specific project, space or page. For Atlassian Cloud service accounts using scoped tokens, requests must use the Atlassian API gateway and the correct Cloud ID. Data Center has additional checks, including application links, allowlists and custom SSO.
Start by identifying where the request fails
Authentication and content authorization are separate checks. A successful API response for a basic endpoint shows that the request’s token, route and scopes worked for that endpoint; it does not establish that the agent can read every project, space or page.

Record the deployment type, identity the agent uses, authentication method, exact request URL and HTTP method, response status and body, and the target content. Use a minimal read-only request to test the connection. Never include tokens or other credentials in logs or support tickets.

- Identity and authentication: user, service account, scoped token, OAuth app or Data Center application link.
- Failure signal: 401, 403, an app-authorization prompt, or a successful response that omits expected content.
- Denial boundary: product access, Jira project, Confluence space, page, or an inherited parent restriction.
For Cloud scoped tokens, verify the API route
Atlassian documents scoped service-account tokens for Cloud through api.atlassian.com, with the site’s Cloud ID in the URL—not the usual site-specific URL. The documented route patterns are:

- Jira:

For a basic read-only check, Atlassian’s service-account guidance gives GET /rest/api/3/myself for Jira and GET /wiki/rest/api/space for Confluence. Use the applicable path with the correct gateway and Cloud ID. A successful response confirms only the request tested; check the target content’s permissions separately. See Atlassian’s 401 troubleshooting guide for service-account API access and its overview of scoped API tokens in Confluence Cloud.
Resolve 401 Unauthorized errors
A 401 points first to authentication or request routing, rather than proving that a user lacks permission to a particular page. Work through these checks before replacing credentials:

- Confirm the account is active. Check that the service account still exists and is enabled.
- Check the token and authentication format. Confirm the token is valid, has not expired, and is passed in the format the integration expects.
- Check the route and Cloud ID. For a scoped service-account token, verify the Atlassian API gateway path and the correct Cloud ID.
- Review token scopes. Ensure the token was created with scopes needed for the request.
- Verify integration support. Some integrations expect classic tokens and may not support scoped tokens. Confirm compatibility with the integration vendor; repeatedly rotating a token will not fix a token-type mismatch.
Atlassian says scoped API tokens can be configured to expire from 1 to 365 days; check the expiry set for the particular token rather than assuming it remains valid indefinitely. Its service-account token guidance covers token checks, account status, scopes, groups and permissions.

A 403, or an otherwise successful request that does not return expected content, calls for an authorization check. The identity may authenticate successfully yet lack product access or permission at the content level.

- Check product access and provisioning. Confirm the account has access to the relevant Atlassian product and has completed any required provisioning or first-login setup.
- Check groups and organization controls. Review group membership and any organization restrictions, such as IP allowlisting or SSO controls.
- Check scopes separately from permissions. A token scope allows an API operation to be requested; it does not itself grant the account permission to read a Jira project or Confluence content.
- Check the target’s permissions. For Jira, inspect the relevant project permissions. For Confluence, inspect space permissions and any restriction on the individual page or its parent.
- Compare identities. Compare the agent’s account and access with a known working identity to narrow down whether the issue follows the account or the integration.
Atlassian’s Confluence Cloud access guidance covers product access, provisioning, scopes and organization restrictions. Its access-denied guidance distinguishes global, space and page-level denial, while content troubleshooting guidance addresses inherited restrictions.
When the agent can read a space but not a page
Space access does not guarantee access to every page within it. A page may have its own restriction, or inherit a restriction from a parent. Atlassian Support’s Confluence Cloud Access Denied article explains that “Space permissions and page restrictions are separate checks: a user may have access to a space while still being restricted from an individual page.” Ask a space administrator or an editor who can access the page to inspect its restrictions and parent content.

Handle an app-authorization prompt
If Atlassian displays “Your site admin must authorize this app,” the app needs approval from a site administrator. Ask the administrator to authorize it, then confirm the app requests the scopes required for the operation and that its implementation actually uses them. App authorization is distinct from the permissions of an API token used elsewhere in the request. See Atlassian’s guidance on this Cloud app authorization error.

Atlassian documents one Jira Cloud OAuth case that returns “Unauthorized; scope does not match” because the search URL has a trailing slash before the query string: search/?. In that documented case, remove the slash so the path is search?. Treat this as a targeted URL-format check, not a general fix for OAuth or scope errors. See Atlassian’s documented Jira Cloud URL-format case.

Use the Data Center troubleshooting path for Data Center
Cloud scoped-token routing guidance does not replace Data Center checks. If the failure involves Jira and Confluence connected through an application link, verify the link reports connected and uses the intended OAuth configuration. Then review reciprocal allowlists, custom SSO or authenticator configuration, and the Jira and Confluence logs.
Atlassian’s cited Roadmap macro procedure applies specifically to Jira Software Data Center 9.0 and later. Do not apply those configuration steps to Cloud or assume they cover every Data Center integration. Follow the version-specific guidance in Atlassian’s Data Center Roadmap macro troubleshooting article, updated June 5, 2026.
Retry the original request and escalate with useful details
After making a change, rerun the exact request that failed and compare its status and returned content. For Confluence Cloud account-provisioning or product-access changes, Atlassian recommends signing out fully and signing in again before confirming access is restored.
