If a website will not load, first identify where the restriction or failure occurs: your browser or device, the network you are using, or the website itself. The exact error, plus a quick comparison with another browser or trusted network, will help narrow it down. Try reversible checks before changing settings; a VPN may help with some network-level interference, but it cannot override a website owner’s decision or guarantee access.
Start by identifying the error and its scope
Record the exact message or code, the URL, the browser and device, and when the problem began. Then open another website. If nothing loads, troubleshoot the connection first; if only one site fails, focus on that site, its settings, or a restriction affecting its domain.

Chrome lists different loading failures for problems such as hostname resolution, a disconnected device, timeouts, connection resets, and certificate warnings. They are clues, not proof of a particular cause. A timeout can occur when the connection is slow or the site is busy; a reset can involve an unstable connection, VPN, or security software. Rule out browser and device problems
- Try another browser or a private window. If the site works there, the original browser’s settings, stored data, or an extension may be involved.
- Test a suspect extension carefully. Temporarily disable only the likely extension, reload the site, and restore it if that makes no difference. Do not leave protections disabled as a general fix.
- Check sign-in and site data. If the message concerns authorization, confirm that you are signed in to the right account. Clearing the affected site’s stored data may help with a stale session, but it can sign you out.
- Check the device’s date and time if you see a certificate or authentication error. Do not bypass certificate warnings or install certificates from an unknown source.

Compare networks to locate a network-level issue
If you can do so safely, try the same URL over mobile data or another trusted network. If it works there but not on your usual connection, that points to a difference in the local network or internet provider; it does not, by itself, establish that the site is intentionally censored or blocked.
On café, hotel, or airport Wi-Fi, check whether a sign-in or terms-acceptance page is required. Such a captive portal can prevent ordinary browsing until you complete the network’s sign-in process. If the problem persists on a home connection, ask the internet service provider whether it applies a relevant restriction. On a school or work network, contact its administrator rather than trying to evade its rules. Work out who controls the restriction
Browser or device
If the site works in a different browser or on another device using the same network, investigate browser settings, extensions, security software, or device configuration. The result narrows the search; it does not identify the exact cause on its own.

DNS or local network policy
DNS filtering applies policy when a device looks up a domain name. Schools, employers, and other network operators may use it to enforce acceptable-use rules or restrict categories such as gaming, social media, gambling, adult content, or streaming. If a managed network blocks a site, ask its administrator whether access is allowed. Do not bypass workplace, school, or local rules. Cloudflare: Internet traffic policies.

Internet provider
If a site fails on one provider’s connection but works on another, the difference may lie in the network path or provider policy. Share the error, URL, device, and connection details with the ISP and ask it to investigate. A network comparison alone cannot establish why the difference exists. The website itself
A website owner may restrict access based on an IP address, network or autonomous system, country, or rate limit. A 403 Forbidden response means the request was refused; it does not show that changing DNS or using a VPN is the appropriate remedy. If you believe the refusal is a mistake, contact the site owner or its support team and include the error and relevant request details. Cloudflare: Internet traffic policies.

When a VPN may help—and when it will not
A VPN routes your connection through a VPN server rather than directly from your network to the destination. It can be relevant when investigating some network-level interference, and VPNs are also used for business remote access and protection on public Wi-Fi. A VPN is not a universal unblocker: the website can refuse VPN traffic, and a VPN cannot change the website owner’s access policy. Cloudflare: What is a VPN? Cloudflare: Internet traffic policies.
Do not assume every VPN provides a different content region. Google says VPN by Google on supported Pixel devices cannot change the user’s IP location to access content unavailable in their region. That is a product-specific limitation, not a description of every VPN. If you are considering a VPN because of a confirmed network-level issue, treat it as an optional tool, not a guarantee. First check whether using it is permitted on the network and compatible with the relevant service’s terms. For a restriction imposed by an employer, school, or site owner, ask the responsible party for access instead.
Public Wi-Fi: use sensible checks, not fear
The Federal Trade Commission says, “Because of the widespread use of encryption, connecting through a public Wi-Fi network is usually safe.” Before entering sensitive information, check that the connection uses HTTPS or shows the browser’s lock indicator. HTTPS encrypts data in transit; it does not prove that a website is genuine or make a scam site trustworthy. Federal Trade Commission: Are Public Wi-Fi Networks Safe? What You Need To Know.
