You can measure funnel progress without storing a cookie-based visitor identifier by counting well-defined events at each step. That gives you step totals, but it does not reveal a particular visitor’s complete path unless you add a way to link events. With Google Analytics, Consent Mode can also allow limited cookie-free measurements when analytics storage is denied, depending on the mode and configuration. Those measurements are not the same as an observed, person-level journey.
What does it mean to track a funnel without cookies?
A funnel is a sequence of meaningful actions, such as landing on a page, viewing a product, starting signup, completing signup, and purchasing. Tracking it means defining an event for each action, collecting those events, and comparing how many reach each step.

Cookie-free collection and identity-free analysis are different things. You can count events without a cookie, but joining one visitor’s events across pages or visits requires some continuity signal. If your goal is only to learn how many people or events reached each step in aggregate, you may not need to reconstruct individual journeys. If you need a user-level path, name the linkage method and assess its privacy implications rather than describing the result as anonymous.

Aggregate step totals
Aggregate counts can answer questions such as how many signup starts or purchases were recorded in a period. They do not, by themselves, show whether the same visitor performed each preceding action. A report that compares totals at successive steps should not be presented as a fully joined conversion path unless the events were actually linked.

User- or session-level journeys
A sequence joined at a user or session level needs continuity between events. That might involve a URL parameter, first-party storage, an account identifier, or a server-side ID. These methods have different privacy consequences and may require consent or other review. The applicable requirements depend on the implementation and the jurisdictions where visitors are located; the technical documentation does not establish that any one method is lawful everywhere.
How Google Consent Mode handles denied analytics storage
Google describes Consent Mode as a way for web and app developers to adjust Google tags and SDK behavior to users’ consent choices. When analytics_storage is denied, Google says its tags do not read or write first-party analytics cookies or app identifiers, but can send measurements without cookies for basic measurement and modeling. This is limited measurement, not continued ordinary cookie-based analytics, and modeling does not guarantee an exact recovery of individual funnel journeys. See Google’s Consent Mode overview.

Basic and advanced Consent Mode produce different data flows:
| Mode | What happens before consent is granted | What to keep in mind |
|---|---|---|
| Basic | Google tags are blocked until consent is granted; the blocked tags send no pre-consent measurements. | There are no pre-consent tag measurements from which to build those observations. |
| Advanced | Tags load with a consent default and adjust their behavior according to the consent state; denied-storage signals can be cookieless. | Limited signals may still be sent. The consent design must be correct, and any modeling should not be represented as observed individual paths. |
The distinction matters if your question is “How many reached this step?” versus “Which steps did this person take?” Consent Mode can affect the data available for measurement, but it does not make a modeled path an observed one. Analytics storage is also distinct from advertising storage: consent parameters govern different behaviors, so do not treat a denial of one as a denial of the other. Google’s description of the modes and their behavior is in its Consent Mode documentation.

Set up a consent-aware funnel measurement
- Map the business flow. Write down the meaningful steps in the actual journey, then define one event for each action. Keep names and definitions stable so reports remain comparable.
- Specify what each event needs. Document parameters that help with reporting or debugging, and leave out personal data that is not necessary.
- Decide whether you need totals or linked journeys. For aggregate step counts, avoid adding an identity mechanism solely out of habit. For user-level paths, document the continuity signal and review its privacy implications.
- Set consent defaults before measurement commands. Google instructs implementers to establish a default consent state before measurement commands, then update it when a visitor changes preferences. Scope defaults to relevant regions according to your organization’s policy.
- Update consent when preferences change and persist the choice appropriately. Consent Mode does not save the visitor’s choice automatically. Your consent solution needs to retain the choice so later page loads receive the appropriate state. See Google’s Consent Mode setup guide.
- Choose the Consent Mode behavior that matches your policy. Basic mode blocks tags until consent; advanced mode loads tags and adjusts them based on consent. Describe the resulting data flow accurately, including whether denied analytics storage allows cookieless pings.
- Validate before interpreting the funnel. Compare known conversions with collected key events, look for missing steps and duplicate firing, and label measurements that are modeled or partial. These checks help distinguish a real drop-off from an instrumentation gap.
When server-side tagging helps—and what it does not do
Server-side tagging sends events to a server container for processing and routing. It can give an operator control over how data is shaped and where it is sent, which is useful when server-side processing or control over outbound payloads is needed. Google recommends configuring a production server container on a first-party domain. See the server-side tagging introduction.
Moving processing to a server does not, by itself, make collection cookie-free, establish consent, or demonstrate legal compliance. Inspect and minimize the data before forwarding it. Google’s server-side Consent Mode guidance requires an existing consent solution along with web and server containers and a GA4 client; see the server-side Consent Mode guide.

Use Measurement Protocol for server and offline events, not as a full replacement
Google Analytics Measurement Protocol accepts HTTP-submitted server-side and offline events. Google says its intent is to augment automatic collection through gtag, Tag Manager, and Google Analytics for Firebase, not replace it. A protocol-only implementation can result in partial reporting, so it should not be treated as a complete substitute for normal tagging. See the Measurement Protocol documentation.
For a funnel, this makes Measurement Protocol a possible route for events that occur on a server or offline, while the rest of the event plan still needs appropriate collection and validation. It does not remove the need to define the funnel steps or decide whether events need to be linked.

Common mistakes that distort a cookie-free funnel
- Calling step totals a complete journey. Counts at each step do not show that the same person progressed through those steps unless continuity is established.
- Assuming denied analytics storage means no data is sent. In advanced Consent Mode, Google documents cookie-free measurement signals when analytics storage is denied. Basic mode instead blocks tags until consent.
- Calling server-side tagging cookieless or anonymous by default. Server processing changes where events are handled; the data may still contain identifiers or be linked.
- Treating modeled conversions as observed conversions. Modeling is not an exact, recovered record of individual paths.
- Using Measurement Protocol alone for all collection. Google positions it as an augmentation, and protocol-only reporting can be incomplete.
- Assuming the consent state persists automatically. The consent solution must retain the visitor’s choice and apply the correct state on later page loads.
