An online PDF tool may process a file in your browser or upload it to a service, and the answer can differ by feature—even within one provider’s product family. You can inspect what a specific operation sends with your browser’s Network panel, but the result applies only to the test you successfully ran.
Does an online PDF tool upload your file?
There is no single answer for all online PDF tools. Some features run locally in the browser; others send the document to a provider’s servers. Check the specific feature you plan to use rather than relying on the fact that a tool is “online.”

Providers’ own descriptions illustrate the distinction. PDF24’s privacy policy, updated September 18, 2026, says most of its tools process files inside the browser, while a smaller group—mainly heavier office-format conversions—uses a server. Adobe says its online PDF editor handles files on Adobe servers and deletes them unless the user signs in to save them.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDifferent products from the same company can work differently. Adobe documents its PDF Embed API as a client-side JavaScript and WebAssembly library, with certain cloud calls for client ID validation and analytics. Its separate Acrobat Services APIs upload user-generated content to Document Cloud and keep assets for 24 hours by default. Adobe’s Analyzer FAQ describes another service in which uploaded documents are stored in Adobe Cloud and processed in the background. These descriptions apply to distinct products and workflows, not to every Adobe PDF feature.

How to check a PDF tool’s network traffic
Use a harmless test PDF with no personal, work, or confidential information. The test can show what the page sends during the operation you perform; it is not a certification of the site’s privacy practices.
- Open the tool and its Network panel. In your browser’s developer tools, select the Network tab. If available, enable “Preserve log” so requests remain visible across navigation.
- Start with a clean log. Clear existing entries or mark where the new test begins. Load the specific PDF tool page, select your test file, and run one operation, such as merging or compressing it.
- Inspect requests created during the operation. Look for file-sized request bodies, upload endpoints, or request details that indicate a file body. Uploads can use different HTTP methods and destinations, so do not look only for a
POSTrequest or rely on a single filter. Check relevant fetch/XHR requests and other request types if the traffic is unclear. - Separate file transfers from routine traffic. Requests for page content, fonts, analytics, advertising, or security services do not by themselves show that the PDF was sent. A page can make network requests while processing a document locally.
- Repeat if the evidence is ambiguous. Use a fresh log and a test file of a different size. Compare the requests that appear when the PDF operation runs, and inspect a suspected transfer before deciding that it contains the file.
A successful operation matters: low traffic during a failed launch does not show that the feature processes files locally. An independent Filevane audit describes using a Chromium browser and counting proxy traffic, and reports an initial measurement error after a tool failed to launch. Its results are a point-in-time audit, not a universal statistic about PDF tools.

What the Network panel can—and cannot—tell you
A file-related request is evidence of a transfer
If a request associated with a successful operation carries the selected file, inspect its details and destination. That is evidence the file was sent to that destination. Identify the recipient before describing what happened; a network log can reveal more than the mere presence of traffic.
Other requests do not prove the PDF was uploaded
Ordinary network activity can support loading and operating a site without carrying the document. PDF24, for example, says it collects standard technical logs and uses analytics and advertising cookies separately from its file-processing claims. Those requests should not be confused with a PDF transfer.

No obvious upload is limited evidence
If you do not see a clear file request, the result applies only to the feature, browser, site version, and session you tested. You may have missed a request, or the operation may not have run successfully. A different feature or workflow may behave differently.
A network log does not establish retention or access
Seeing an upload does not tell you how long the provider keeps the file, whether staff can access it, or how a different feature works. Check the provider’s current terms for the exact service. For example, Adobe’s online editor describes deletion unless a user signs in to save a file, while its API documentation states a separate 24-hour default for API assets.

HTTPS does not mean there was no upload
HTTPS encrypts traffic in transit; it does not prevent the browser from sending a file. Adobe states that content in transit is encrypted using TLS 1.2 or greater for its documented services. An encrypted request can still deliver the PDF to the service.

How to compare two PDF tools
Assess the exact operation rather than comparing product names in the abstract. For each tool, record:
Best Value

- SCAN DOCUMENTS, PHOTOS, CARDS, AND MORE. Handles most document types, including thick items and plastic cards. Exclusive QUICK MENU lets you quickly scan-drag-drop to your favorite computer apps
- GREAT IMAGES EVERY TIME, NO EXPERIENCE REQUIRED. A single touch starts fast, up to 30ppm duplex scanning with automatic de-skew, color optimization, and blank page removal for outstanding results without driver setup
- SCAN WHERE YOU WANT, WHEN YOU WANT. Connect with USB or Wi-Fi. Send to Mac, PC, mobile devices, and cloud services. Scan to Chromebook using the mobile app. Can be used without a computer
- PHOTO AND DOCUMENT ORGANIZATION MADE EFFORTLESS. ScanSnap Home all-in-one software brings together all your favorite functions. Easily manage, edit, and use scanned data from documents, receipts, business cards, photos, and more
- Where the specific operation is documented to run: in the browser or on a server.
- Whether the Network panel shows a file-related request during a successful run.
- The destination of any suspected file transfer.
- The provider’s retention terms and whether signing in changes where files are saved.
- Whether the task is a routine edit, a conversion, or document analysis, which may use a different processing path.
Adobe’s documentation shows why this matters: its PDF Embed API, online editor, Acrobat Services APIs, and Analyzer describe distinct workflows with different handling details. Do not apply one service’s behavior to another.
What to do with sensitive PDFs
For a sensitive document, do not treat an unclear network test as proof of local processing. Prefer a workflow whose documentation explicitly says the exact feature runs in the browser, or use an installed tool whose processing behavior you can verify. For a web tool, check its current handling and retention terms before uploading. Use synthetic, non-sensitive files for network testing.
