How to Test and Treat Dredged Sediment for Safe Construction Reuse

A practical, evidence-based workflow for turning site-specific dredged sediment into qualified fill, road material, aggregate, cement feedstock or brick without confusing contaminant testing with engineering approval.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dredged sediment can become fill, road material, aggregate, cement feedstock, or brick, but it cannot be approved as a generic construction material. Each deposit has its own grain size, mineralogy, salinity, organic matter, water content and contaminant history. The defensible route is to define the proposed product first, characterize the sediment and its history, complete the environmental tests required for the placement jurisdiction, then prove that the treated material meets the project’s engineering or product specification.

Environmental acceptability and engineering performance are separate gates. A sediment that passes contaminant testing may compact poorly or lack durability; a strong brick or fill may still release unacceptable contaminants. The workflow below shows how to address both questions without treating a result from one harbor or dredging campaign as a universal recipe.

Start with the construction use, not the sediment

The intended placement determines what evidence is needed. A road subgrade, structural fill, fine aggregate, cementitious feedstock and fired brick experience different loads, moisture conditions, temperatures and exposure pathways. Identify the candidate use before finalizing sampling and laboratory work so that every test answers a design or approval question.

Define the product and placement

  • Fill: establish whether it is structural or nonstructural, the required compaction, settlement control, shear strength and drainage.
  • Road-related material: define the layer, traffic loading, moisture range, grading, plasticity, bearing or strength criteria and durability requirements in the governing specification.
  • Aggregate: establish particle-size, shape, abrasion, soundness, absorption and contaminant-release requirements for the intended concrete or asphalt use.
  • Cementitious feedstock or supplementary material: determine mineralogy, chemistry, processing temperature, reactivity and product-standard requirements.
  • Masonry or fired brick: set the required dimensions, compressive strength, water absorption, freeze-thaw performance and firing process.

Also identify the supply chain: where dredging and dewatering occur, how far the material must travel, where it can be stored, what treatment plant or kiln is available, and who will buy the resulting product. A technically feasible route can fail when transport, temporary storage or qualification costs exceed the value of the material.

Build a representative sampling and analysis plan

Dredged sediment is often heterogeneous. Fine layers may hold more organic matter or contaminants than sandy layers; salinity and water content can change with depth and location. Assemble the dredging history, land-use history, previous analytical results, grain-size information and any records of industrial discharges or spills before choosing sample locations.

Plan locations, depths and composites

Define sampling stations and depth intervals that represent the sediment actually being removed and the batches that will be processed. Explain how discrete samples or composites will be created, how many samples are needed, and how results will be used to segregate material. Historic data from another area or dredging campaign should not be carried forward without a documented basis for comparability.

For projects involving ocean placement, the U.S. Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (USACE) review sampling and analysis plans, and uncharacterized material is not permitted under the Marine Protection, Research, and Sanctuaries Act (MPRSA) ocean-disposal process. A construction-reuse project may trigger additional federal, state, local, waste, water-quality or product rules. Have the regulator and the project geotechnical and environmental professionals review the plan before sampling if approval is required.

Preserve and document the material

Record the dredging date, coordinates, depth, sediment description, weather and handling conditions. Preserve samples using the methods required for the analytes, maintain chain of custody, and document dewatering or storage because oxidation, drying, salinity changes and mixing can alter test results. The laboratory should be qualified for the methods and reporting limits specified by the regulator or project specification.

Complete the environmental evaluation for the correct jurisdiction

There is no single “safe sediment” test. U.S. federal guidance distinguishes inland evaluations under the Clean Water Act (CWA) from ocean evaluations under MPRSA, and regional manuals can add contaminants of concern, organisms and procedures. The approval for ocean disposal is not a construction-use approval, and an ocean test conclusion must not be transferred to a fill, road or brick project without a separate determination.

What environmental testing can include

  • Chemical characterization: metals, organic contaminants, nutrients, salinity-related parameters and other constituents identified from site history and regulator guidance.
  • Biological testing: standardized toxicity or bioaccumulation tests where the governing program requires them, particularly for marine protection evaluations.
  • Release or leaching tests: tests on the proposed treated product or placement material under exposure conditions relevant to its use.
  • Physical and geochemical properties: pH, redox behavior, organic content, moisture and particle size, which can influence contaminant mobility and treatment performance.

Interpretation must match the exposure scenario. A confined structural fill, an exposed road shoulder, a concrete ingredient and a fired brick can have different pathways for contact with water, soil, workers and the public. Obtain the applicable acceptance criteria from the permitting authority; the available guidance does not provide one nationwide numerical threshold for every construction use.

Test engineering suitability separately

Contaminant concentrations do not establish whether sediment will carry a load, compact to a specified density or survive wetting and drying. ISO 15176:2019 is a relevant reference for dredged-material characterization and was confirmed current by ISO in 2025, but it expressly does not provide the geotechnical requirements for construction materials. Those requirements come from the project drawings, contract specifications and applicable geotechnical or product standards.

Typical engineering test groups

  • Classification: particle-size distribution, Atterberg limits or other plasticity measures, mineralogy, organic content and specific gravity.
  • Water and compaction behavior: moisture-density relationships, optimum moisture, achievable dry density, hydraulic conductivity and compressibility or settlement.
  • Strength: unconfined compressive, direct-shear, triaxial, bearing or flexural tests selected for the proposed layer or product.
  • Durability: wet-dry cycling, freeze-thaw, abrasion, soundness, erosion resistance and dimensional stability as applicable.
  • Product tests: absorption, strength, dimensional tolerances and fire or thermal-process controls for bricks, blocks, cement or aggregate products.

Test untreated sediment first to establish a baseline, then test each proposed blend or treatment at realistic moisture, density, curing time, temperature and exposure conditions. Include variability between batches; a single favorable specimen cannot demonstrate production consistency.

Select treatment based on the sediment and product

Treatment is not a universal cleanup step. It changes the material’s grading, chemistry, strength, water demand and contaminant mobility. Every treatment trial should produce specimens for both engineering tests and environmental release tests.

Screening and size separation

Mechanical screening can remove oversize debris or separate coarse and fine fractions. Because contaminants and organic matter often concentrate in finer particles, size separation may create a cleaner coarse product and a smaller, more concentrated residual stream. Analyze each fraction and plan management for the residual; screening alone does not destroy contaminants.

Blending with soil, sand or clay

Blending can adjust grading, plasticity, moisture response or mineral composition. Demonstrate that mixing is uniform and that dilution does not merely move contaminants below a concentration criterion while leaving an unacceptable leaching rate. Define the blend ratio, source-material controls and quality checks for full-scale production.

Cementitious stabilization or solidification

Portland cement, ground granulated blast-furnace slag (GGBS) and other binders can increase strength and reduce contaminant mobility by binding or encapsulating constituents. A 2020 study of marine sediment examined Portland cement and GGBS under different curing times, temperatures and leachate pH values. Its central lesson is procedural: contaminants can respond differently to binder chemistry and exposure, and a binder that improves strength does not by itself prove long-term environmental suitability.

Design trials around binder type and dose, water-to-binder ratio, mixing energy, curing temperature and duration. Measure early and later strength, permeability or absorption where relevant, and contaminant release under the exposure conditions expected in service. Stabilization immobilizes contaminants in the tested matrix; it is not destruction, and performance can change if the matrix is crushed, weathered or exposed to a different pH.

Thermal processing for fired products

Firing can transform mineral phases and produce a durable brick, but it requires substantial energy and emissions controls. Verify that the feed can be processed consistently, that firing temperature and residence time are controlled, and that contaminants are either retained in the ceramic matrix or captured by the plant’s air-pollution controls. Test the finished product and relevant leachate, not only the unfired sediment.

Cement-bonded bricks

A 2021 laboratory study used sand sieved from dredged material, Type I/II cement at 8%, 10% or 12% by weight, and compaction pressures of 2 or 4 MPa. Under the study’s ASTM C67 testing, reported compressive strength was 10.3–17.2 MPa, water absorption was 13–18%, and 50-cycle freeze-thaw weight loss was 0.1–0.4%. The authors reported that the tested samples met the freeze-thaw weight-loss limit cited in that study. Those values apply to the tested sediment, cement, compaction and curing conditions; they do not guarantee performance from another source.

Fired bricks using Savannah Harbor sediment

A 2012 Savannah Harbor study produced fired bricks from dredged sediment alone or with sediment replacing 50% of natural brick clay. Strength varied with the mix and firing conditions. The sediment/clay bricks fired at 1,000 °C reached 29.4 MPa compressive strength and met the study’s cited ASTM criteria for severe-weathering building brick. A manufacturer would still need production-scale consistency, emissions controls and the approvals required where the bricks are made and sold.

Industrial-scale Bremen experiment

A 2002 report described an industrial-scale experiment using Bremen harbor sediment to make bricks to German building-brick standards. Leaching tests for that material and process reported arsenic stabilization and immobilization of heavy metals. This is evidence about the tested feedstock and kiln process, not proof that all harbor sediments are suitable for fired products.

Savannah River construction routes

Georgia DOT’s final 2020 Savannah River report investigated structural and nonstructural fill, geotechnical or structural applications, fine aggregate, lightweight aggregate, supplementary cementitious material and cement feedstock. The work used comparisons with existing ASTM standards, proof-of-concept production or literature review. These routes remain options to investigate, not automatic approvals for sediment from another waterway.

Compare options using the whole project life cycle

Evaluate each candidate route against the same decision axes before selecting a treatment:

Decision axis Questions to answer
Environmental compatibility Does the untreated or treated material meet the applicable contaminant, toxicity, bioaccumulation and leaching requirements for the proposed placement?
Engineering or product performance Does it meet the project specification for grading, compaction, strength, absorption, durability and service life?
Treatment burden What binder, energy, water, emissions control and residual-stream management are required?
Logistics How will dredging, dewatering, storage, loading and transport affect cost, schedule and contamination controls?
Approvals and end of life What permits, product certifications, monitoring and eventual demolition or disposal controls apply?
Market and cost Is there a reliable user for the product, and is the total cost lower or more beneficial than feasible alternatives?

EPA’s beneficial-use planning manual is intended to help project sponsors identify, plan, finance and implement beneficial-use projects. EPA also states that several hundred million cubic meters of sediment are dredged each year from U.S. ports, harbors and waterways; that broad contextual figure is not identified there as a specific current annual measurement. Volume alone does not make reuse economical: dewatering, treatment, testing, transport and quality assurance can dominate the budget.

A practical qualification sequence

  1. Write the use case: name the product, placement, service conditions, owner specification and likely approval route.
  2. Collect history: map the dredging area, review land uses and prior data, and identify plausible contaminants and unusual sediment layers.
  3. Obtain plan approval: submit the sampling and analysis plan to the relevant regulator or owner when required.
  4. Sample representatively: cover locations and depths, preserve samples correctly and maintain chain of custody.
  5. Characterize environmentally: perform the chemical, biological and release tests required for the jurisdiction and exposure scenario.
  6. Characterize physically: measure classification, moisture, compaction, strength, permeability and durability properties relevant to the proposed use.
  7. Run treatment trials: compare screening, blending, stabilization or firing at controlled ratios and conditions.
  8. Retest treated material: verify both engineering performance and contaminant release, including variability and relevant aging or cycling.
  9. Complete a life-cycle and cost review: include dredging through final use, demolition and disposal, plus energy, emissions and residuals.
  10. Document production controls: define acceptance testing, batch segregation, storage limits, worker protections and corrective actions before full-scale placement.

Common mistakes that invalidate a reuse claim

  • Calling sediment “construction grade” without naming the product and specification.
  • Using contaminant data as a substitute for compaction, strength or durability testing.
  • Applying an ocean-placement conclusion to inland construction reuse.
  • Assuming a nearby dredging campaign has the same chemistry or grain size.
  • Reporting a laboratory brick strength as a guaranteed field or factory result.
  • Testing only the treated solid while ignoring leachate, dust, crushing or end-of-life exposure.
  • Ignoring the concentrated fine fraction or other residual created by screening.
  • Choosing a treatment before checking energy, transport, permitting and market demand.

The most reliable projects treat dredged sediment as a site-specific feedstock. They establish the use and rules first, use a regulator-reviewed sampling plan, qualify environmental and engineering performance independently, and retest after every meaningful treatment change.
