Set the browser’s layout viewport to 320 CSS pixels wide, then check that the page works without horizontal scrolling. That is the responsive-layout checkpoint in India’s Government Websites and Apps Guidelines (GIGW) 3.0. It is one useful test—not proof that a site meets all GIGW or WCAG accessibility requirements.
What the 320-pixel test measures
GIGW 3.0 applies to Indian government websites and apps at central, state, district and local levels. Its responsive-layout checkpoint calls for content to be presented without a horizontal scrollbar at a width equivalent to 320 CSS pixels. The guidance also mentions a height equivalent to 256 CSS pixels for text intended to scroll horizontally. A CSS pixel is a unit used by the browser’s layout system. A device’s physical screen pixels and its CSS viewport width are not necessarily the same, so selecting a handset model or measuring its screen physically does not by itself establish that the page was tested at 320 CSS pixels.

Run the 320 CSS-pixel test
- Choose a representative page. Include important page types such as a landing page, a content-heavy page and a form or service flow. Record the page URL and test conditions so another person can reproduce the check.
- Set the layout viewport. Open the page in a browser’s developer tools or an equivalent viewport emulator and set the viewport width to 320 CSS pixels. GIGW specifies the width but does not require a particular browser, emulator or testing tool.
- Check the whole page. Scroll vertically and inspect headings, paragraphs, menus, forms, buttons, images, tables and embedded content. Look for horizontal scrolling, clipped or overlapping content, unreadable text, labels that no longer identify their controls, and actions that cannot be reached or completed.
- Exercise interactions. Open navigation and other expandable controls, enter information in forms, follow links, and try the main service task. Confirm that controls remain visible and operable, including when a keyboard is used where applicable.
- Check the stated checkpoint for horizontal text. Where text is intended to scroll horizontally, consider the GIGW guidance’s related height condition: a height equivalent to 256 CSS pixels. Do not confuse this with the main 320-pixel width test.
- Record failures precisely. Note the URL, viewport dimensions, browser or device, steps to reproduce, and the affected element. A screenshot can help show a visual defect, but it does not replace recording whether the feature still works.
The wording of the checkpoint and the 320 CSS-pixel threshold come from GIGW. The element-by-element inspection list above is a practical way to evaluate the page; it is not a quoted checklist from the guideline.
Repeat on other sizes and devices
Passing at 320 CSS pixels does not show how a site behaves at other widths or on actual devices. GIGW recommends testing on different devices. Repeat the core page and interaction checks at additional viewport sizes relevant to the site, then verify important flows on available physical devices when possible. Emulation is convenient for setting a precise viewport; a real device can reveal issues tied to its browser, input method or rendering that an emulator may not expose.

GIGW does not prescribe a universal browser-and-device matrix or identify the most popular devices among Indian users. Choose additional test conditions based on the service’s audience and the devices the organisation can access; describe what was tested rather than implying that an arbitrary selection represents every visitor.
Check readability without stylesheets
GIGW also asks evaluators to check that the website remains readable when stylesheets are turned off or fail to load. Repeat a content review in that condition: can a reader still follow the information and identify its structure and controls? This is a resilience check, distinct from testing responsive CSS at a narrow viewport. GIGW guidelines

Combine manual review with accessibility evaluation
GIGW 3.0 incorporates WCAG 2.1 Level AA criteria, including criteria relevant to mobile use. A manual review of layout and interactions is therefore only one part of a broader accessibility evaluation. Pair it with an accessibility tool where useful, then assess the other applicable GIGW and WCAG criteria separately. Common problems and what to check
- The page still scrolls sideways: Find the element extending beyond the viewport—often a wide table, image, embedded panel or fixed-width component—and determine whether its content can be presented or accessed at the narrow width. Do not simply conceal overflow if that hides information.
- The screenshot is not 320 CSS pixels wide: Check the configured layout viewport rather than the physical screen’s pixel count. Record the viewport dimensions used for the test.
- The page looks correct, but a service flow fails: A static image cannot test functionality. Repeat the task interactively and check menus, form controls, validation messages and submission behaviour.
- A page looks broken without styles: Confirm whether the content and structure remain understandable when stylesheets are unavailable, as GIGW’s resilience guidance calls for.
- An automated accessibility scan reports no issues: Treat that as tool output, not a conformance verdict. Continue manual checks and evaluate other applicable GIGW and WCAG criteria.
