NIST identifies AI-specific risks—including unrepresentative data, drift and hard-to-predict failures—and recommends evaluation before deployment and regularly during operation. That makes rigorous testing a practical necessity, not a claim backed by a statistic showing it is universally more important than other product work.
Why AI complexity changes what testing must cover
Conventional software tests often check whether defined inputs produce expected outputs. AI products can also depend on training data, model behavior, changing inputs and the context in which people use the system. A system that performs well on a controlled test set may behave differently when those conditions change.

NIST’s voluntary AI Risk Management Framework 1.0, released January 26, 2023, identifies several sources of this complexity:
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWindows Errors? Fix Them Before They Spread

Training or evaluation data may fail to reflect the people, settings or conditions the product encounters. In some applications, a reliable ground truth for comparison may also be unavailable.
- Training changes can alter performance. Adjustments to data, training processes or models may produce changes that are not obvious from a feature-level check.
- Data and deployment contexts can change. Data can become stale or diverge from the setting for which the system was developed. Data, model or concept drift can require more frequent maintenance.
- Pre-trained models introduce uncertainty. Their behavior can be difficult to reproduce, and their limitations may not be fully visible to the team integrating them.
- Failures can be difficult to anticipate. NIST notes that emergent failure modes may be hard to predict and that AI systems can be opaque.
- Scale complicates evaluation. The framework uses “billions or even trillions of decision points” as an illustrative description of scale in many AI systems; it is not a measured count for every product.
NIST also points to underdeveloped testing standards and the difficulty of deciding what to test. These factors make it risky to treat a single pass/fail result—or a high accuracy score—as a complete assessment.

What should an AI product team test?
Start with the product’s intended use and the harms or failures that matter in that context. The relevant evaluation may include accuracy and performance, but also robustness, bias, interpretability, transparency, privacy, reliability, safety or security. Which characteristics warrant measurement depends on the system and its use; there is no universal metric that establishes trustworthiness.
NIST’s AI measurement overview describes work involving tasks, challenge problems, testbeds, software tools and meaningful datasets. The useful question is not simply “Which benchmark should we run?” but “What evidence would show that this system works acceptably for its intended users and conditions?”

How to combine evaluation approaches
NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, describes a holistic evaluation combining Model Testing, Red Teaming and User Testing. The ARIA program page describes three levels as model testing, red teaming and field testing. User testing and field testing are related ways to gather evidence in realistic use, but the labels are not interchangeable: the manual and program page describe their respective approaches, and the precise study design determines what each evaluates.

| Approach | What it examines | Where evidence comes from |
|---|---|---|
| Model testing | Capabilities and claimed performance against selected tasks or criteria. | Controlled tests, testbeds, tools and datasets. |
| Red teaming | Behavior under adversarial pressure or structured attempts to expose weaknesses. | Challenge scenarios designed to probe failure modes. |
| User or field testing | How the product behaves in realistic use, including contextual factors that a controlled model test may miss. | Users and field conditions; the exact setting depends on the evaluation design. |
These approaches answer different questions. Strong results in a controlled model test do not establish that the product is robust to adversarial inputs or suitable in a real workflow. NIST’s ARIA program says it measures technical and contextual robustness beyond performance and accuracy.

How to organize testing across the lifecycle
NIST’s AI RMF treats trustworthiness as a lifecycle concern spanning pre-design, design and development, deployment, use, and test and evaluation. Its FAQ cautions that trustworthiness characteristics can involve tradeoffs; considering them one at a time does not, by itself, make a system trustworthy. The framework is voluntary, not a universal legal requirement for every AI product.
- Before design: Define intended use, affected users and the consequences of errors. Identify which characteristics—such as reliability, safety, privacy or fairness—are relevant to that context.
- During design and development: Choose evaluation data and methods that reflect intended conditions. Test software behavior alongside model performance, and record the assumptions and limitations that affect interpretation of results.
- Before deployment: Evaluate the system against its intended use and relevant risks. Combine controlled tests with adversarial and user-focused evaluation where appropriate; do not treat one benchmark as a complete release decision.
- During operation: Monitor performance and behavior in the deployed context, review unexpected outputs and consequences, and reassess when data, models or use conditions change.
NIST AI RMF 1.0 says systems should be tested before deployment and regularly while operating, and calls for rigorous software testing and performance assessment as part of measurement processes. This is framework guidance, not a claim that one testing schedule or test suite fits every system.

Why production monitoring matters
Pre-release evaluation is valuable, but it is predominantly carried out in controlled settings. NIST’s report Challenges to the Monitoring of Deployed AI Systems, published March 6, 2026, explains why post-deployment monitoring matters: it can check whether expected reliability holds in real scenarios, track unforeseen outputs arising from model nondeterminism or dynamic inputs, and surface unexpected consequences in deployment contexts.
Monitoring is not a substitute for pre-release evaluation, nor does it automatically prevent failures. It provides evidence about behavior that controlled tests may not capture and can prompt investigation, mitigation or renewed evaluation. NIST notes that monitoring practices, validated methods and common terminology remain nascent and scattered, so organizations should avoid implying that there is one settled monitoring playbook.

Generative AI needs context-specific risk evaluation too
For generative AI, NIST AI 600-1, the Generative AI Profile released July 26, 2024, is a cross-sectoral companion to AI RMF 1.0. It identifies risks novel to or exacerbated by generative AI and offers suggested actions across governing, mapping, measuring and managing risk over the lifecycle. It is a profile of suggested actions, not an exhaustive checklist for every generative AI application.
A practical decision rule
For each important product claim, ask what evidence supports it, under what conditions it was collected, and whether those conditions match intended use. Then ask what could change after release and how the team would notice. If an evaluation covers only accuracy in a fixed test set, it may be useful evidence—but it does not answer questions about bias, robustness, safety, privacy, security or behavior in deployment unless those were specifically assessed.
