How to Tell Whether a User Was Allowed to Access a Record

A login event shows an authentication outcome, not whether a specific request was authorized. Learn what enforcement and audit records need to establish.

A successful login shows that an authentication step succeeded; it does not prove that a user was allowed to view a particular record or perform a particular action. Authorization is a separate decision about a subject, an action, a resource, and the applicable policy. To establish what happened, systems need to enforce that decision for each protected request and record it separately from login activity.

What a login event proves—and what it does not

Authentication verifies an identity or an authentication artifact associated with a prior authentication. A login record can therefore show that a system recorded an authentication success or failure. It does not, by itself, record whether later requests to particular resources were permitted.

NIST’s SP 800-63B-4, published July 31, 2025, describes authentication results being used by the authenticating system or asserted to another party through federation. That result supplies identity context; it is not a blanket grant to every application operation.

Authorization is a decision about a specific request

Authorization asks whether a particular subject may perform a particular action on a particular resource under the applicable policy and context. Depending on an application’s rules, that context might include a role, tenant, ownership, attributes, or transaction state. There is no single policy model that fits every application.

OWASP’s Authorization Cheat Sheet puts the distinction plainly: “A user who has been authenticated (perhaps by providing a username and password) is often not authorized to access every resource and perform every action that is technically possible through a system.” A signed-in employee, for example, might be allowed to view records in one department but denied access to another department’s records. Conversely, a public resource can be authorized for anonymous access; authentication does not always have to come first.

Where authorization must be enforced

Check permission at the trusted boundary that protects the operation, on every request that reaches protected data or functionality. A hidden button or disabled menu item is not enough: a caller may send a direct request that bypasses the interface. The server or another trusted component close to the resource must make and enforce the decision for the requested action and object.

Simply plug the corresponding digital terminals into the connectors to easily complete the wiring.

OWASP’s Authorization Patterns Cheat Sheet recommends: “Deny by default and validate permissions on every request.” In practice, this means a request proceeds only when an applicable permission allows it; missing, unclear, or failed checks should not silently grant access. A valid session can establish continuity of authentication, but does not automatically establish current permission for every object or operation. Authentication and authorization may be steps in one request flow or application; they do not have to be separate products or services.

What authorization records should capture

Login events and authorization decisions answer different questions, so record them as distinct event types. NIST SP 800-53 guidance says event logging supports monitoring, auditing, and after-the-fact investigation, and calls for selecting event types with a rationale adequate to those needs. The appropriate coverage depends on the system and its risks.

Event type What it helps establish
Authentication success or failure Whether the system recorded an authentication outcome.
Authorization allow or deny Whether a particular subject’s request for an action on a target was permitted or rejected.
Session validation or management failure Whether a session-related check or operation failed.
Policy, security-attribute, or privilege change Whether relevant access rules or privileges changed, and when.

For an authorization record to be useful in a review, include enough structured context to identify the subject, action, target, outcome, and relevant policy or version context. A stable request or correlation identifier can help connect that decision to the operation it governed. Capture details appropriate to the application, but do not put passwords, secrets, or unnecessary sensitive payloads in logs. OWASP’s Logging Cheat Sheet discusses event selection and logging practice; NIST SP 800-53 Rev. 5 provides a control framework for system-specific logging decisions.

How to test that access decisions work

Test the authorization boundary, not just the sign-in flow. OWASP recommends automated unit and integration testing of access-control logic. Include cases that check both permitted and denied requests, such as:

  • A user attempts to access an object belonging to another user or tenant.
  • A caller sends a direct request that bypasses a user-interface restriction.
  • A relevant role, ownership, tenant, or policy condition changes and the application evaluates the request accordingly.

These checks should exercise the path that actually reaches protected data or functions. A successful login test alone cannot establish that any of these authorization cases are handled correctly.

How to assess whether an audit record supports a claim

To determine whether a person was allowed to view a record, correlate the operation with the authentication context and the authorization decision for that specific request. Then assess whether the evidence is complete and trustworthy:

Door Access Control System RFID Keypad 600lb Electric Magnetic Door Lock Kit with Exit Button Doorbell Chime Remote Control
  • Multiple Access Options - This access control system offers a variety of ways to enter and exit a secure area including password input, card swiping and remote control.

  • Easy Installation - The system is user-friendly and can be installed with ease, requiring minimal time and effort.
  • Does it identify the relevant subject, action, target, outcome, and policy context?
  • Can the decision be tied to the actual request or operation through a stable identifier or other reliable context?
  • Was the record generated by the trusted enforcement path, rather than by a client-controlled interface?
  • Are logging coverage and integrity sufficient to support the conclusion, including protection against unauthorized alteration?

A log entry can support accountability and investigation, but it is not conclusive proof that enforcement worked if the enforcement path, event coverage, or record integrity has not been validated. The evidence is strongest when the application’s checks are tested and the decision record can be reliably connected to the protected operation.
