Its history may be unknown, and discarded material can include sharps, medical waste, chemicals, food, electronics, or contaminated debris. Use a cautious keep, investigate, or leave-behind decision: if you cannot identify the hazard and address it with reliable guidance, do not use the item.
When to leave an item alone
Do not reach blindly into a dumpster, bag, or pile. Leave the area without handling anything if you see or suspect needles, syringes, broken glass, medical waste, leaking substances, chemical containers, or other hazardous material. Discarded needles can cause needlestick injuries and potential infection, and medical waste may contain blood or body fluids. Also pass on items with unexplained chemical odors or residue, visible mold, signs of pests, water intrusion, exposed wiring, damaged safety-critical parts, or batteries that are swollen or leaking. These are conservative warning signs, not a complete diagnostic test. Waste can include many types of hazardous or contaminated material, as the EPA’s overview of disaster debris categories illustrates.
How to screen an item before deciding
1. Identify the product
Look for a readable brand, model, serial number, and date code. Search the exact product in the U.S. Consumer Product Safety Commission’s recalls and product-safety warnings database. Read the notice for that specific item: it may direct you to stop using it, or describe a repair, replacement, refund, or disposal remedy. A product that turns on or looks intact is not necessarily safe. CPSC says its recall information is updated weekly and remedy information may change daily, so check again when you are ready to use the item.

If you cannot identify the product well enough to check its safety history, treat that uncertainty as part of the decision—especially for something whose failure could cause serious injury. CPSC’s guidance about recalled products concerns selling: it says selling recalled products is unlawful, and says sale after a recall remedy has been applied is permitted if the listing makes that remedy clear. That sales guidance is not a general rule about private use, but it underscores why you should not guess whether a product-specific remedy has been completed. 2. Look for exposure and damage
Consider where the item was, what could have contacted it, and whether the parts that matter can actually be inspected. If you cannot determine whether it was exposed to chemicals or water, or cannot inspect relevant cavities, wiring, seams, or safety mechanisms, a clean exterior does not resolve the uncertainty. When a damaged or contaminated item cannot be reliably identified, cleaned, repaired, or assessed, leave it behind.

3. Choose keep, investigate, or leave behind
Use these questions as practical decision aids, not as a formal safety standard or scoring system:

- What history can you establish? Can you confirm the product identity, recall status, and possible exposure?
- Can you inspect the relevant parts? A quick look is not meaningful if important areas are hidden or inaccessible.
- Can the issue be addressed reliably? Look for manufacturer instructions or a qualified repair or assessment service; do not improvise a treatment.
- What is the cost of being wrong? If professional evaluation or safe repair is impractical, passing on the item may be the sensible choice.
Keep an item only when you can identify it and reasonably address the risks for its intended use. Investigate further when reliable product-specific guidance or qualified assessment could answer an important question. Leave it behind when a hazard is suspected, a serious defect cannot be assessed, or the history is too uncertain to make a safe decision.

Extra caution for food, electronics, and furniture
Food
Dumpster food has an unknown storage and handling history, so intact packaging alone may not settle whether it is safe. FDA guidance for food affected by floods says not to eat food in water-damaged plastic, paper, cardboard, cloth, or similar packaging. It describes a narrow exception for certain undamaged, commercially prepared foods in all-metal cans or retort pouches, subject to specified cleaning and disinfection steps. That flood guidance does not validate food with unknown storage temperatures, contamination, or handling history, and it should not be broadened into a general rule for salvaging dumpster food. FDA’s advice in its flood-food context is: “If in doubt, throw it out.” Read the FDA’s food-safety guidance for returning home after a hurricane or flood.
Electronics
Do not connect wet electronic equipment to electricity. Moisture can affect electronics and lead to rust. If an item may have been wet, leave it unplugged and ask the manufacturer or a qualified repair professional whether it can be assessed safely—or pass on it. The CDC’s detailed water- and wind-damage guidance is written for healthcare facilities; it supports the caution about wet equipment but does not certify a household device for reuse.

Furniture and other soft goods
Furniture can carry pests, including bed bugs. Before bringing a piece indoors, inspect seams, joints, and crevices, and pay attention to nearby living spaces afterward. A quick visual check cannot prove that furniture is pest-free. The EPA describes interceptor traps beneath furniture legs as monitoring devices that can help catch bed bugs; a bed bug interceptor trap is not a treatment or proof that an item is safe.
The EPA also warns that some do-it-yourself methods may not eliminate bed bugs completely, and misuse of pesticides or foggers can create health or fire and explosion hazards. Do not spray an unknown pesticide on furniture or use a product contrary to its label. If you suspect bed bugs and cannot manage the situation safely, consult a pest-management professional or leave the furniture behind.

For water-damaged soft goods, be especially cautious. CDC guidance for healthcare facilities advises discarding upholstered furniture, drapery, and mattresses if they have been under water or have mold growth or odor. That is facility guidance rather than a general household salvage rule, but it supports passing on water-exposed soft goods when their history is uncertain.
