To find where an AI agent is spending money, check three separate records: the AI provider’s usage and cost reports for model/API charges, your agent or application logs for run and tool activity, and merchant and payment-provider records for purchases. Link them with task, user, project, or agent IDs, align their timestamps and billing periods, and reconcile provider costs against invoices. No single dashboard should be assumed to show all three.
First, identify what “spending” means
An agent’s activity can create different kinds of expense, and each has a different authoritative record. A model request can generate API charges; a tool call may have its own service cost; and a purchase is a transaction with a merchant. Do not treat token usage, an application’s record of an action, and a completed payment as interchangeable.

- Model and API charges: Provider usage reports and cost records show activity billed by the AI provider.
- Agent and tool activity: Framework traces and application logs show which run, request, task, or workflow made calls or handed work to a tool.
- Purchases: The merchant’s order record and payment service provider (PSP) record show whether a transaction was processed.
These sources answer different questions. A log entry that an agent requested a purchase is not proof that the merchant completed or charged for it.

Model and API usage
Start with the provider organization and billing period associated with the API key or project. OpenAI’s Usage Dashboard covers current and past billing periods, reports data in UTC, and supports project selection. For Responses and Chat Completions, it also supports individual-user filtering. OpenAI notes that the dashboard does not combine usage or costs across organizations, so check each relevant organization separately. OpenAI’s guide to reviewing API usage and costs explains the available views.

Usage and financial cost are related but not identical reports. OpenAI distinguishes usage activity from credit-grant information and points to the Costs dashboard view or Usage API reference for financial reporting and invoice reconciliation. Confirm which report you are viewing before interpreting a usage total as an amount billed.
Agent runs, requests, and tools
Use the agent framework’s traces together with your own application logs to answer which workflow or user initiated provider requests, tool calls, and delegated work. In the OpenAI Agents SDK, usage tracking records token totals for each run and aggregates usage across model calls, including calls that produce tool calls or handoffs. Request-level entries provide finer detail for cost calculations and context-window monitoring. See the Agents SDK usage documentation.

Purchases and payments
For an attempted or completed purchase, follow the order ID through the merchant’s order system and the payment record held by the merchant or its PSP. In OpenAI’s Agentic Commerce Protocol, the merchant and PSP process the payment; OpenAI is not the merchant of record. The assistant or agent interface is therefore not the authoritative transaction ledger. The Agentic Commerce key concepts describe the delegated payment request, payment token, and merchant-side processing.

A practical investigation workflow
- Classify the charge or activity. Decide whether you are tracing provider API costs, tool or software activity, or a merchant purchase. If the case could involve more than one, investigate each record separately.
- Select the provider organization and billing period. Check the relevant organization, project, and dates before reading a usage report. OpenAI’s Usage Dashboard uses UTC, so convert application-log timestamps to UTC before comparing them.
- Inspect the dimensions your tools expose. Depending on the provider and plan, you may be able to filter by project, team, user, product, model, run, or request. Do not assume that a filter available in one dashboard exists in another.
- Join provider activity to application activity. Record stable identifiers—such as task, user, project, workflow, agent, run, or request IDs—when your application makes provider calls. Use those identifiers and aligned timestamps to connect provider-side activity to the relevant agent work.
- Reconcile provider costs with financial records. Compare the appropriate cost report with the invoice or billing record for the same organization and period. Keep usage totals, credits, and billed costs distinct.
- Verify purchases with the merchant and PSP. For a purchase, use the order ID and payment record to establish whether it was authorized, processed, completed, or refunded. An agent’s action log alone cannot establish the payment outcome.
What to look for in usage and cost analytics
Available controls vary by vendor and plan. Anthropic says Claude Enterprise usage and cost analytics can be filtered by date range, team, product, or model; it also describes spend caps, exports, and an Analytics API. The announcement is dated July 2, 2026. Anthropic names Datadog Cloud Cost Management and CloudZero as destinations for analytics data, but that does not establish that either service covers every provider, agent, or merchant transaction. See Anthropic’s announcement.

How to interpret large price comparisons
In a July 14, 2026 article, OpenAI reported a 97% decrease in price per million tokens from GPT-4 to GPT-5.4. That is the company’s comparison between named models, not a measure of what an individual agent spends, nor a forecast of its total cost. An agent’s overall expense depends on its actual model usage and any separate tool or purchase charges. OpenAI frames evaluation around “useful work per dollar,” including tasks completed, time saved, decisions improved, and workflows ready to scale. See OpenAI’s discussion of managing AI investments.

Provider dashboards report within their documented scope; agent traces explain application activity; merchant and PSP records establish payment activity. The available provider materials do not establish that one dashboard captures all model, tool, and commerce costs across providers and organizations. Keep the records separate until they can be connected with identifiers and reconciled against the appropriate billing or transaction record.
