How to Tell the Difference Between a Credible Threat and a Hoax

A detailed threat is not automatically credible, and a vague one is not automatically harmless. Learn what authorities assess and what to do if you encounter one.

You cannot reliably determine on your own that a threat is a hoax. Specific details can help authorities assess it, but credibility depends on the source, context and whether the described method is viable. If someone may be in immediate physical danger in the United States, call 911 rather than trying to decide first.

Specificity is not the same as credibility

The FBI distinguishes between how much detail a threat contains and how believable or actionable it may be. Specificity describes the information given; credibility requires a broader assessment. A detailed message is not automatically credible, and a vague one is not automatically harmless.

The FBI describes credibility as an evaluation of the reporting source and context, along with the viability of the method described. See the FBI explanation of “specific” and “credible” in threat warning.

Specificity: what the message says

Relevant details can include who is involved, what or whom the threat targets, when or where it may happen, and how it might occur. More detail can give investigators leads to check; it does not prove that the sender has the means or intent to act.

Source and context: who reported it and what surrounds it

Authorities may need to establish who sent or reported the message, the circumstances in which it appeared, and whether other information corroborates it. A screenshot alone may omit context or make it difficult to verify the original. Do not infer that a message is safe just because the sender is anonymous or the circumstances are unclear.

Capability and viability: whether the described method could work

Investigators may assess whether the source appears capable of carrying out the threat and whether the method is technically feasible and practicable as described. That can require expertise a reader does not have. The FBI cautions that a method should not be discounted solely because it is new or unprecedented.

Indicators over time: behavior and changes in circumstances

Threat assessment can also consider observable behavior and changes in the broader environment. The FBI lists behaviors that may warrant attention, including disclosure of violent plans, repeated or detailed violent fantasies, troubling efforts to obtain weapons, and testing security at a possible target. These are indicators for attention, not a diagnosis or a formula that predicts violence. See the FBI Behavioral Analysis page.

Why a checklist cannot certify a threat as harmless

There is no reliable layperson scorecard that turns details—or the absence of them—into a safe verdict. The FBI moved away from relying on the phrase “no specific and credible threat” alone because people may interpret it differently. Its guidance favors explaining what is known and unknown, and considering observable, valid, reliable, stable and unique indicators.

That means your role is not to decide whether a message meets a threshold. Report the concern, preserve what you saw, and let trained authorities assess its source, context, capability and surrounding information. A single behavior or missing detail cannot settle the question.

What to do if you see a threat online or elsewhere

  1. If there may be immediate physical danger, call 911 in the United States. Do not wait to decide whether the message is a hoax.
  2. Notify local law enforcement. For threats associated with federal crimes, the FBI lists its field offices and tips.fbi.gov as reporting channels. The FBI notes that not every incident meets its investigative threshold; local and state police remain relevant for other incidents. See the FBI Threat Intimidation Guide.
  3. Preserve the original electronic evidence. Do not delete the message. Keep the sender information, subject line, date, time and other available details. Preserve the original where possible rather than relying only on a cropped or retyped version.
  4. Do not forward or repost unverified content. Report it to authorities and let them investigate. Reposting can amplify misinformation or cause panic. The FBI’s hoax-threat guidance advises notifying law enforcement and avoiding amplification.
  5. For a school or other institution, use its emergency procedures and designated reporting channels. Educational institutions should follow their established plans and coordinate with law enforcement as appropriate. The U.S. Department of Education’s September 25, 2026 guidance on swatting threats recommends multidisciplinary assessment teams, tabletop exercises, law-enforcement notification plans and emergency communications procedures.

How to think about legal claims and hoaxes

Whether a post is a genuine threat, exaggeration or hyperbole depends on its language and context; a reader should not make a legal determination from a screenshot or checklist. The U.S. Government Accountability Office’s report on FBI threat assessment and information sharing discusses factors such as the source, specificity, capability and possible association with a larger group, as well as First Amendment considerations. If you are directly affected, rely on law enforcement or qualified legal advice rather than labeling the post yourself.
