After buying crypto, decide who will control the private keys that authorize transactions: you, using a self-custody wallet, or a third-party custodian such as an exchange. A wallet does not hold coins like a purse; it manages access to them. Self-custody gives you control but makes you responsible for keeping keys and recovery information safe. A custodian takes on key management but introduces risks tied to that provider. Neither option is universally safest.
What a crypto wallet actually stores
A crypto wallet manages the private keys used to authorize transactions; the cryptocurrency itself is not stored inside the wallet. A public key or receiving address can be shared to receive assets, but it cannot authorize spending. Anyone who obtains the relevant private key or recovery phrase may be able to move the assets, while losing access to the key can make them permanently inaccessible. The SEC Office of Investor Education and Assistance explains these basics in its December 12, 2025 retail investor bulletin; it is staff education, not a Commission rule or legal opinion.

Choose who controls the keys
| Option | What it means | Main trade-off |
|---|---|---|
| Self-custody hot wallet | You control the keys through a wallet connected to the internet. | Convenient for transactions, but the connected device or account is exposed to online threats. You must secure keys, recovery information, devices, and backups. |
| Self-custody cold wallet | You control the keys using an arrangement typically kept offline, often a physical device. | Generally less exposed to online threats, but the device or other storage medium can be lost, stolen, or damaged; access and recovery also require planning. |
| Third-party custody | An exchange or another provider manages access to the private keys. | Can be simpler if you do not want to maintain a wallet, but you depend on the provider’s security, operations, and ability to return assets. |
“Cold” describes internet connectivity, not immunity from theft, physical damage, user error, or provider failure. A hardware cryptocurrency wallet is one form of cold-storage device, not a guarantee of safety.
Decide whether to withdraw crypto from an exchange
There is no single answer for every holder. Keeping assets with a custodian avoids the need to manage wallet recovery information yourself, but it means relying on the provider. Self-custody removes that provider from key management and makes you solely responsible for protecting access and recovery. Choose based on your comfort with managing keys, your transaction needs, and your ability to maintain secure backups—not on the assumption that one arrangement eliminates risk.

If you keep crypto with a custodian
Before depositing or leaving assets with a provider, investigate its background and regulatory status, supported assets, security and physical safeguards, fees, privacy practices, and any insurance terms. Ask whether it lends or commingles customer assets and what arrangements apply if it shuts down or enters bankruptcy. Read the terms carefully: crypto accounts are not government-insured like FDIC-insured bank deposits, and the Federal Trade Commission says the government has no obligation to recover crypto if a storage provider goes out of business or is hacked. See the FTC’s consumer guidance on cryptocurrency and scams.
If you use self-custody
Make sure you understand how the wallet’s keys and recovery process work before transferring assets to it. You—not a wallet company—are responsible for the private keys and recovery phrase. If that responsibility is not practical for you, self-custody may not be a good fit.

Protect wallet access and recovery information
Secure connected accounts and devices
- Use a strong, unique password for online wallet or exchange accounts, and enable multi-factor authentication where available.
- Stay alert for phishing. Do not follow unexpected links or disclose wallet credentials, private keys, or recovery phrases in response to a message or call.
- Keep devices used to access a wallet protected, and do not leave removable backup drives connected when they are not actively being used for backup. CISA gives this general advice in its guidance on protecting data stored on devices; it is not an endorsement of putting a wallet recovery phrase in cloud storage or on an ordinary connected backup drive.
Keep the recovery phrase private and recoverable
A seed or recovery phrase can restore wallet access if a key or device is lost or damaged. Treat it as highly sensitive: anyone who gets it may be able to access the wallet. The SEC advises: “Store your seed phrase in a secure place and do not share it with anyone.” Plan for both confidentiality and recovery—your backup needs to remain accessible to you if the original device fails, while staying protected from disclosure, theft, and damage. The cited guidance does not establish one universally safe location or material for storing it.

If the phrase is lost and there is no other way to restore access, you may permanently lose access to the assets. If it is exposed, someone else may be able to take them. Do not assume a wallet provider or government agency can recover self-custodied funds for you.

Verify transfers before sending
Sending crypto to the wrong address or network can be difficult or impossible to undo. Check the destination address and network carefully before confirming a transfer, and be cautious about requests to send funds to someone promising to recover or protect them. The FTC notes that cryptocurrency payments are typically not reversible.

The practical guidance here is U.S.-oriented and is not individualized legal or investment advice. The SEC’s December 2025 bulletin discusses custody choices for retail investors; it does not require consumers to use a particular wallet. The SEC’s Crypto@SEC page lists an October 1, 2026 proposal concerning custody rules for investment advisers and regulated funds. That proposal concerns advisers and funds, not a consumer requirement to use a hardware wallet or withdraw assets from an exchange: SEC Crypto@SEC.
