How to Stay Informed During an Emergency Without Reliable Internet

A reliable emergency information plan uses multiple channels: phone alerts, local notifications, and broadcast radio, each with its own coverage and power limits.

Build a plan around several channels, not a single app: keep Wireless Emergency Alerts enabled on a compatible, powered phone, enroll in official local notifications before an incident, and use a battery-powered NOAA Weather Radio where its signal reaches you. In the United States, these channels have different requirements, so one may work when another does not. Follow official protective instructions first; seek more information only when it is safe.

Which alert channels can work when internet access is limited?

Internet access, cellular service, and broadcast reception are different things. A website or app may fail when data service is unavailable, while a phone may still receive a cellular broadcast or a radio may receive an over-the-air signal. None of these channels guarantees uninterrupted information: power, coverage, device compatibility, and local system availability still matter.

Channel What it can provide What it depends on
Wireless Emergency Alerts (WEA) Targeted government alerts for compatible phones in an affected area; no app or subscription is needed. A powered, compatible phone and reach from a participating mobile carrier. See the National Weather Service WEA guidance.
Local opt-in notifications Jurisdiction-specific information, which may include evacuation, shelter, road, or incident updates. A local system must be offered and you may need to enroll in advance. Delivery over cellular or internet services may be delayed or unavailable during infrastructure failures. See FEMA’s alert guidance.
NOAA Weather Radio All Hazards Continuous official weather information and other hazard messages in the United States. A receiver with power and a signal reaching your location. See the National Weather Service overview.

These options complement one another; they are not interchangeable guarantees. Alert names, broadcast networks, emergency numbers, and enrollment systems differ outside the United States. Elsewhere, check your local emergency-management and broadcast authorities for the equivalent services.

Will my phone still get emergency alerts if calls and texts fail?

Possibly. WEA is a government alert broadcast sent through participating mobile carriers to compatible phones in the affected area; it is not an ordinary text message or an internet app notification. The National Weather Service says WEA messages are not affected by network congestion. That does not mean every phone will receive every alert during an outage: the phone must be compatible and powered, and it must be within cellular broadcast reach.

Before an emergency, check your phone’s emergency-alert settings and avoid disabling alert categories unless you understand what you would stop receiving. When an alert arrives, treat it as an urgent prompt and follow its action instruction. When safe, consult another trusted source for details.

How can I get local alerts before an emergency?

  1. Find the official emergency-management or public-safety page for your city, county, or other relevant jurisdiction.
  2. Check whether it offers opt-in alerts by text, email, or another method, and enroll in advance if appropriate.
  3. If the system allows it, include locations where household members live, work, or attend school.
  4. Review the jurisdiction’s instructions for what its system covers and how to update your contact details.

Local systems vary, and enrollment may be required. They can add information specific to your area, but any service delivered over cellular or internet infrastructure may be delayed or unavailable if that infrastructure fails. Use local authorities’ current instructions for evacuation, shelter, and road conditions.

What can I use if I have no internet?

In the United States, NOAA Weather Radio All Hazards is a broadcast alternative that does not require internet access. A dedicated receiver still needs power, and the signal must reach your location. NOAA describes portable handheld receivers and alerting receivers that support SAME—Specific Area Message Encoding—which lets you program the relevant county or area code for selective alerts.

Before relying on a receiver, check the NWS NOAA Weather Radio information for local coverage, then test the radio and its power arrangements. A radio cannot help if it is unpowered or outside the transmitter’s reach; plan for battery or backup power as appropriate.

How should a household prepare for communication outages?

  • Write down important phone numbers, meeting places, and an out-of-area contact. Do not rely on being able to retrieve them from an online account.
  • Agree on how household members will coordinate if devices or networks become unreliable.
  • Preserve phone battery for essential use and keep a radio powered or ready with its backup batteries.
  • Do not approach a hazard or enter an unsafe area to find a signal or obtain information.
  • Put protective action ahead of continued alert-checking; follow instructions from local authorities.

Can I text 911 if I cannot make a call?

Text-to-911 availability depends on the community; it is not supported everywhere. 911.gov says that when the service is unavailable, the wireless provider should return a message that the text was not delivered. If possible, call 911 by voice and follow local instructions. Do not assume that silence from a text channel means help has been summoned. See 911.gov’s FAQ about calling 911.
