Under the current process, the Minister of Transport must authorize the launch. Site access, safety and operational evidence, payload-related permissions, funding, and other approvals are separate workstreams to resolve—not assumptions to leave until after development.
Choose what kind of space company you are building
“Launch company” can mean several businesses with different capital needs and responsibilities. Decide whether you will operate a vehicle, build one for another operator, run a launch site, or provide services such as payload integration or testing. You can combine roles, but identify who will own each task and seek each permission.

| Business role | What it does | Early questions to resolve |
|---|---|---|
| Launch operator | Plans and conducts launches. | What vehicle and mission will you operate? Who controls ground and flight operations, safety, and the application for launch authorization? |
| Vehicle developer | Designs and develops a launch vehicle, potentially for use by another operator. | Who will operate it, where will it be tested or launched, and how will development demonstrate technical and safety readiness? |
| Launch-site operator | Provides or manages launch-site access and related infrastructure or services. | What permissions, facilities, emergency arrangements, and interfaces with launch operators and authorities are needed? |
| Payload integration or test provider | Supports payload preparation, integration, or testing. | What payload, site, handling, and regulatory requirements apply to the service and its customers? |
Before committing to a vehicle or location, write a mission concept: orbital or suborbital flight, uncrewed vehicle, payload class, trajectory, ground operations, recovery approach, and candidate site. Transport Canada’s interim requirements cover uncrewed commercial launch vehicles and experimental rockets other than amateur rockets, including site operations, launch and flight operations, and recovery activities. The mission details determine which hazards, interfaces, and approvals matter.

Request a consultation before fixing the schedule
Transport Canada asks prospective operators to email its Interim Commercial Space Launch Program to begin pre-application: [email protected]. The department says an initial consultation meeting is usually used to review preliminary plans and identify approvals or assessments that may be needed, before a formal application is submitted.

Transport Canada describes the process as lengthy. Do not build a commercial launch date around an assumed review time or assume that a consultation predicts an authorization outcome. Check the program page and contact address before relying on them, since the interim process and its requirements may change.
Understand what authorization addresses
The current Transport Canada overview says the Minister of Transport must authorize a commercial launch. The decision is framed around the public interest and aviation safety; the Minister may attach conditions. Transport Canada says it works with up to 15 other federal departments and consults the relevant provincial or territorial government.
This authorization is not a universal permit for every part of a space business. The operator must identify other required permissions by activity, location, vehicle, payload, ownership, and mission.
Make the site a separate workstream
Transport Canada says it does not license spaceports, and that Canadian launch sites are privately owned and operated. That does not mean a launch operator can use any property: the launch application includes site information, and the proposed site must meet the department’s requirements. Site access and launch authorization are distinct issues; secure and document the former while pursuing the latter.

Assess the site against the mission
Site choice affects the safety case and the feasibility of the mission. Transport Canada identifies proximity to people, environmental-law compliance, national security, and air and marine traffic among the matters that may be considered. Assess access rights, flight corridors, hazard areas, emergency response, environmental approvals, and interfaces with the site operator and authorities against the actual vehicle and trajectory. The available official material does not establish a comparable cost or performance ranking of Canadian sites.
Distinguish an announced facility from available capacity
In March 2026, National Defence announced a 10-year, $200 million agreement to lease a dedicated launch pad and associated services at a multi-user spaceport near Canso, Nova Scotia, operated by Maritime Launch Services. The announcement set an initial operational capability requirement for the end of 2026. It establishes the terms and target in the government announcement, not independently verified readiness or public commercial booking availability; confirm status and access directly before making plans.
Build the engineering and safety case around your mission
Transport Canada’s detailed application requirements are marked draft and subject to change. The document says oversight currently stems from the Aeronautics Act and assigns launch authorizations to the Minister of Transport. Use the current version as planning input, not as a final regulatory checklist, and review it with technical and regulatory counsel.

The draft application asks for proposed ground operations, launch-site information, vehicle and mission details, hazards and controls, and payload characteristics and licensing intentions. Its examples indicate the breadth of the analysis: hazardous or radioactive materials, pressure vessels, explosive potential, orbit parameters, payload release of control, payload lifespan and disposal, and encryption.

It also addresses hazard-area planning, public notification, and safety-analysis methods and criteria. The relevant work should explain how the proposed design and operating procedures control risks to the public and the surrounding environment, and how the launch interfaces with other air and marine users. The precise evidence needed depends on the proposal and on requirements in force when an application is made.
Map payload and other permissions separately
Transport Canada’s draft asks about payload owner or operator licensing, or licensing intentions, under Canadian or foreign jurisdiction. It gives spectrum and remote sensing as examples. Identify the payload owner, the operator responsible for each regulated activity, and the applicable regulator early; do not assume launch authorization resolves in-space permissions.
Check the ISED spectrum process
Innovation, Science and Economic Development Canada’s CPC-2-6-02, Issue 7, dated April 2026, sets out a procedure for space-station spectrum licence applications. A separate ISED consultation describes a proposed approach to treating launch vehicles as space stations under that framework. Because that treatment was consultation-stage in the cited material, check whether ISED has since made a final decision before relying on it.
Screen for project-specific obligations
Depending on the project, additional questions can include environmental approvals; land access; Indigenous rights and consultation where applicable; controlled technology and export rules; dangerous goods and hazardous materials; insurance and liability; and corporate, tax, employment, and contracting obligations. No general checklist can settle these for every province, site, ownership structure, vehicle, and mission. Confirm the applicable requirements with the relevant authorities and qualified advisers.

Plan funding around milestones, not assumed awards
Assess Launch the North carefully
National Defence describes Launch the North as a $105 million multi-year contest intended to develop and demonstrate Canadian-designed launch vehicles and supporting technology. In a March 2026 announcement, it said three first-round companies were conditionally approved for $8.3 million each. Those are competitive, conditional awards—not an entitlement or a forecast of funding for a new entrant.
The program page describes responsive light-lift development and an initial operational capability target as late as 2028. Confirm the current intake, eligibility, timing, and terms before including any award in your financing plan.
Check NRC IRAP fit and limits
The National Research Council’s Industrial Research Assistance Program (NRC IRAP) may be relevant to an incorporated, for-profit Canadian small or medium-sized enterprise with up to 500 employees that is developing and commercializing innovative technology. Support can include advice and connections, and in some cases funding. Meeting minimum eligibility does not guarantee support; the program does not fund ordinary operating costs or purely commercial activities, among other exclusions.

- Feasibility: define the mission, identify major hazards, and test core technical assumptions.
- Prototype and demonstration: show progress against technical milestones and identify what evidence remains before a launch operation can be proposed.
- Site and test readiness: establish access, operating interfaces, and the relevant safety and environmental work.
- Authorization preparation: assemble the mission-specific application evidence and address separate payload permissions.
- Commercial service development: establish customer, operational, and delivery plans without treating a development award as recurring revenue.
This is a planning framework, not a promise that any grant or contest will fund a given stage. Where a program asks for Canadian economic benefits, connect those claims to the proposed work and measurable milestones.
Track the transition from interim process to proposed rules
The Canadian Space Launch Act was introduced as Bill C-28 in April 2026. The cited parliamentary material is a first-reading bill, not enacted law. Transport Canada’s Forward Regulatory Plan estimates proposed regulations will be published in Canada Gazette Part I in Spring 2028 for a 30-day comment period; this is a planned step, not a completed or guaranteed date. Neither item, on its own, establishes a change to the current interim authorization process.
Transport Canada’s consultation on draft application requirements ran from February 25 through April 13, 2026 and is closed. Closure of the consultation does not establish that the draft became final. Before making legal, schedule, or investment decisions, verify the bill’s parliamentary status, current Transport Canada requirements, any new regulations, and the status of ISED’s launch-vehicle proposal.

Use a decision framework before choosing a model or location
Compare specific proposals rather than relying on a generic “best spaceport” or “best launch business” ranking. The official material identifies relevant decision factors but does not provide enough comparable site-cost or performance data to rank Canadian locations or business models.
Quick Recap
- Role and capital burden: distinguish vehicle development, launch operations, site ownership, and support services; identify which infrastructure and regulatory tasks your company will actually carry.
- Mission fit: test the proposed orbital or suborbital mission, payload, trajectory, launch cadence, recovery approach, and vehicle maturity as a coherent plan.
- Site and safety: examine access rights, nearby population, air and marine traffic, hazard areas, environmental obligations, and emergency response.
- Regulatory readiness: map the evidence required under the interim Transport Canada process and all payload-specific permissions, while accounting for policy transition risk.
- Funding and schedule: align competitive program eligibility and technical milestones with site readiness and a regulatory review period that is not guaranteed in advance.
