Yes—some Windows 10 PCs can get past Windows 11 Setup’s TPM 2.0 and unsupported-CPU checks with a registry value, then upgrade using Microsoft’s official ISO. This is an unsupported workaround, not a Microsoft-approved compatibility fix: installation can fail, drivers or features may not work, and Microsoft does not guarantee updates, including security updates, for devices that miss the requirements. First check whether TPM 2.0 is simply disabled; if you proceed, back up your data and launch setup.exe from within Windows so you can choose to keep your files and apps.
Check what is actually blocking the upgrade
Do not assume TPM is the only problem. Windows 11’s requirements also include a compatible 64-bit processor, at least 4 GB of RAM, at least 64 GB of storage, and UEFI/Secure Boot capability. Use Microsoft’s PC Health Check or Windows Update eligibility guidance to identify the specific failed requirement; see Microsoft’s Windows 11 system requirements for the full list.

- Press Windows key + R, type
tpm.msc, and press Enter. - Check the TPM status and Specification Version. If TPM 2.0 is present but unavailable or disabled, try enabling it in firmware rather than bypassing the check.
- Check PC Health Check’s result for other issues, including CPU support, Secure Boot, memory, and storage. A registry value does not repair inadequate hardware, defective components, incompatible drivers, or firmware problems.
Try enabling firmware TPM first
Manufacturers use different firmware menu names. Look for settings such as Intel PTT, Intel Platform Trust Technology, AMD fTPM, Security Device Support, or Trusted Computing in UEFI/BIOS setup. If TPM 2.0 is available, enable it, save the change, boot back into Windows, and run PC Health Check again.

If Windows currently boots in Legacy/CSM mode from an MBR disk, changing firmware directly to UEFI or enabling Secure Boot can prevent Windows from starting. Do not switch those settings until you have checked the current boot mode and understand any required disk-conversion steps.

Know the limits before using the registry workaround
The value AllowUpgradesWithUnsupportedTPMOrCPU may relax Setup’s TPM 2.0 and supported-CPU checks for an in-place upgrade. Microsoft Q&A guidance describes the registry path, but this does not make an unsupported PC supported. The workaround is generally associated with systems that have at least TPM 1.2; it is not a universal method for a PC with no usable TPM. See the relevant Microsoft Q&A guidance on the upgrade requirement and Microsoft community discussion of unsupported PCs.
Microsoft says it does not recommend installing Windows 11 on devices that fail the minimum requirements. Such devices are unsupported, may have compatibility problems, and are not guaranteed to receive updates, including security updates. A successful Setup run is not proof of compatibility or future update eligibility. Read Microsoft’s guidance for Windows 11 on devices that do not meet minimum system requirements before deciding.
Prepare a backup and recovery route
Before changing the registry or starting Setup, make sure you can recover if the upgrade fails. Windows normally offers Settings > System > Recovery > Go back for 10 days after an upgrade; the option may disappear sooner if the previous Windows installation files are removed. Test the new installation promptly rather than relying on rollback weeks later.

- Create a Windows recovery drive or have official Windows installation media available.
- Make sure the current Windows installation is activated and record your BitLocker or device-encryption recovery key, if enabled.
- Download any essential drivers from the PC or component manufacturer and save them locally.
- Disconnect unnecessary USB devices and peripherals, and check that there is enough free disk space for the upgrade.
If rollback is unavailable, recovery may require restoring a system-image backup, reinstalling Windows, restoring files, and reinstalling applications. A clean installation can erase data and apps, so do not treat it as equivalent to an in-place upgrade.
Add the registry value
Export the registry before editing it. The change below is intended for an upgrade launched from Windows, not for making every installation route or every unsupported PC work.
- Press Windows key + R, enter
regedit, and accept the administrator prompt. - In Registry Editor, select File > Export, choose All for the export range, and save the backup somewhere accessible.
- Go to
HKEY_LOCAL_MACHINESYSTEMSetup. If there is noMoSetupkey, right-click Setup, select New > Key, and name itMoSetup. - Select
MoSetup. In the right pane, right-click an empty area and choose New > DWORD (32-bit) Value. - Name the value exactly
AllowUpgradesWithUnsupportedTPMOrCPU. - Double-click it, set Value data to
1, leave Base as Hexadecimal, and select OK.
The same change can be made from an elevated Command Prompt with this optional command:

Run Setup from the official ISO inside Windows
Download the Windows 11 ISO or installation media directly from Microsoft. To preserve installed apps and settings, start the upgrade while signed into the existing Windows installation: mount the ISO, open its virtual DVD drive, and run setup.exe. Microsoft’s Windows 11 installation guidance distinguishes this in-place path from booting installation media for a fresh installation.
- In File Explorer, right-click the downloaded ISO and select Mount.
- Open the new virtual DVD drive and run
setup.exe. - Follow Setup’s prompts. At Choose what to keep, select Keep personal files and apps.
- Continue only if that option is available and matches your intention. If it is missing, stop rather than proceeding with a potentially destructive installation.
- Let Setup complete and allow the PC to restart as needed.
Do not boot from a USB drive or ISO when your goal is to preserve installed apps and settings. Booting from installation media generally opens a clean-install workflow rather than the in-place upgrade path.
Check Windows after the upgrade
Once Windows 11 starts, confirm the edition and version in Settings > System > About or by running winver. Check Settings > Windows Update, then inspect Device Manager and test the hardware and applications you rely on—especially networking, audio, graphics, sleep and wake, Bluetooth, printers, and OEM hotkey utilities. Some unsupported systems may show a “system requirements not met” notification or watermark. Microsoft documents the message and administrative handling in its guidance on managing the system-requirements message; hiding it does not change support or update eligibility.
Troubleshoot common failures
Setup still says the PC cannot run Windows 11
Close Setup and verify that the value is under HKEY_LOCAL_MACHINESYSTEMSetupMoSetup, is spelled exactly, is a DWORD (32-bit), and has value data 1. Restart Windows and run setup.exe from the mounted ISO again. Recheck PC Health Check: the block may involve another requirement, the PC may lack TPM 1.2, or Setup may be enforcing a different compatibility check. Avoid random DLL replacements or modified ISO files.

“Keep personal files and apps” is unavailable
Check that Setup is running inside Windows, and that the installation media matches the current installation’s language, architecture, and edition—for example, Home to Home or Pro to Pro. If the option remains unavailable, stop and back up data before considering a clean install.
Windows starts, but a device or driver does not work
Check Device Manager for errors and install drivers from the PC or component manufacturer. Older systems can have problems with graphics acceleration, Wi-Fi or Ethernet, audio, touchpads, card readers, sleep, hibernation, and OEM utilities. If an essential function remains broken, use the rollback window or your prepared recovery route.
Windows Update does not offer Windows 11
That can be expected on unsupported hardware. Microsoft recommends Windows Update for eligible devices; bypassing the eligibility check does not make the PC eligible for a supported offer.

Choose between bypassing and other options
| Option | Keeps apps and files? | Support status | Main trade-off |
|---|---|---|---|
| Enable TPM 2.0 in firmware | Yes | Supported if the PC meets the other requirements | Firmware changes can cause boot issues if made without checking the current configuration. |
| Wait for Windows Update | Yes | Supported if offered to an eligible device | Unsupported hardware may never receive the offer. |
| Install from official ISO without a bypass | Yes, if Setup offers “Keep personal files and apps” | Supported if the PC qualifies | Setup may block the upgrade for compatibility reasons. |
| Registry bypass with official ISO | Usually, when run in Windows and the keep option is available | Unsupported | Updates, drivers, features, and stability are not guaranteed. |
| Clean installation using modified media | No | Unsupported | Higher data-loss and maintenance risk; not covered by the procedure above. |
| Replace or upgrade the PC | Depends on the migration method | Supported if the replacement meets requirements | Requires hardware spending; CPU upgrades may be impossible on laptops and compact PCs. |
| Remain on Windows 10 temporarily | Yes | Normal support ended October 14, 2025 | It does not restore normal Windows security-update support. |
| Use a supported Windows 11 virtual machine | Depends on VM setup | Can meet guest requirements with virtual TPM; host and configuration requirements vary | Requires virtualization-capable hardware and suitable configuration. |
Windows 10 support ended on October 14, 2025, so remaining on it is not a supported long-term security plan. Microsoft’s installation guidance covers supported Windows 11 installation options; its requirements documentation also discusses virtual TPM for Windows 11 virtual machines.
When the bypass is a poor choice
- The PC is used for work, banking, healthcare, or another high-consequence purpose where dependable security updates and vendor support matter.
- The device has no usable TPM, existing hardware instability, or obscure hardware for which working drivers are uncertain.
- You cannot make and restore a backup, or you must meet business, compliance, or warranty requirements.
- You need a predictable supported system and a suitable supported replacement is available.
For a secondary personal PC, a technically capable user may decide that the trade-off is acceptable. For a machine that must be dependable and supported, enable the existing TPM if possible or move to supported hardware instead.
