Start by confirming which services you are responsible for at the new address and the date that responsibility begins. Then contact each relevant provider to arrange service for that date, schedule shutoff at your old home separately, and save confirmations. Electricity, gas, water, waste collection, and internet may each have different providers and requirements, so verify the process for the specific address.
1. Find out which services you need to arrange
Check your lease, purchase or occupancy documents, or ask the landlord, property manager, seller, or closing contact which services are included and which accounts you must open. Do not assume that a working light or running tap means the service is included in rent.

Responsibility depends on local rules and the housing arrangement. For example, Consumer Affairs Victoria says Victorian rental providers are responsible for the initial installation or connection of certain services, while renters arrange reconnection in their own names. That guidance applies to Victoria, not everywhere. In the UK, Ofgem advises renters to check their agreement or ask the landlord who supplies and pays for energy. Some services may be handled through a landlord, municipality, building manager, or homeowners’ association rather than an account you open directly. Confirm who is responsible before contacting providers.
2. Confirm the address and the date service should start
Use the precise service address and the date you become responsible for the property—not simply an assumed move-in day. Provider coverage and start-date rules vary. Portland’s water-service instructions, for example, use the date a customer becomes legally responsible for the property as the billing start date; other providers or local systems may use different rules. Portland Water Bureau’s start, stop, or transfer instructions describe its local process.
Have the address, requested start date, and any occupancy or lease details available when you contact providers. Ask what identification or documents they require, whether they can schedule the start in advance, and how they confirm the request.

3. Arrange each new service
Contact the provider serving the new address, or use its online account setup process. A move may require a new account rather than a simple transfer, depending on the provider and location. Ask about prerequisites, meter access, site access, and whether a technician appointment is needed.
Electricity and gas
Confirm whether you can choose a supplier or tariff at the address, and distinguish that choice from a physical connection to the network. If the home has never been connected or needs connection work, contact the relevant network operator or provider to ask what is required. Ofgem’s UK guidance covers both new connections and supplier arrangements; it is not a universal process for other countries. See Ofgem’s guidance on connecting gas or electricity.
Ask about service dependencies before scheduling. Ameren, for example, says its natural-gas service requires electricity to be on first. This is a provider-specific requirement, not a general rule for every home or utility. Water, sewer, and waste collection
Check whether water and sewer service require a separate account or are billed through another party. Ask the local provider or municipality how to start service and whether it needs a meter reading. Confirm how waste and recycling collection are arranged, including the first collection date and any local instructions for bins.
Internet and telecommunications
Check availability at the exact address before choosing a plan. Compare the offered connection type and speed with your needs, and ask whether the home already has the required infrastructure, whether installation is necessary, and whether the appointment requires someone to be present. Review contract length and exit terms as well as charges. Government of Ireland guidance recommends checking the broadband speed and service available before entering a contract; connection requirements depend on the infrastructure already in place. 4. Schedule service to end at your old address
Contact each provider at the old home separately to request an end date and provide a forwarding address for final bills. Do not assume opening service at the new address automatically closes the old account. Ask whether the provider needs a final meter reading and when it will issue the closing statement.

If you are renting, confirm the handoff process with the landlord or property manager. Consumer Affairs Victoria recommends arranging reconnection before moving in so a meter can be read and incoming renters are not charged for someone else’s usage. 5. Keep records and check the first bills
Save confirmation emails, reference numbers, appointment details, and requested start and stop dates. Where you can safely and appropriately access meters, record readings at handoff and keep the date and a photo or written record. When the first bills arrive, check their service periods and any readings against your records. The USMove utility transfer checklist also recommends final readings or statements and written confirmations; follow the provider’s current instructions if they differ.
What to do if the home has never been connected
Ask the provider or local network operator whether the property needs a physical connection, meter, or infrastructure work. This can involve a different process from opening an account and may require a site visit. For example, Government of Ireland guidance describes additional network connection steps for properties never connected to gas, while Ofgem covers connection work in the UK. Those procedures and rules are jurisdiction-specific, so contact the operator responsible for the property. A practical moving timeline
- Once the address and move date are reliable: Confirm which services are included and the date you become responsible for the new home.
- Before the responsibility date: Contact each provider serving the new address. Ask about start dates, documents, appointments, access, meter readings, and dependencies between services. There is no single lead time that applies to every provider.
- Separately, before leaving the old home: Request an end date from each old provider and give a forwarding address for final bills.
- At handoff: Record accessible meter readings where appropriate and retain confirmations for both addresses.
- After the move: Review the first bills and follow up promptly if the dates or readings do not match your records.
If you have several provider options
First verify which providers actually serve the address and whether you are allowed to choose a supplier or tariff. Then compare the factors that affect the move and the service you will receive:
- Availability at the exact address
- Start or installation timing and any required site work
- For broadband, connection type, available speed, and installation requirements
- Contract duration and exit terms
- Total charges disclosed by the provider
Availability and connection rules are local. Do not assume that a supplier choice is the same as arranging a new physical network connection.
Why exact-address checks matter
Utilities are not arranged through one universal moving process: responsibility, provider coverage, connection requirements, and billing dates can vary by service area and housing arrangement. Local municipal guidance, the actual provider, and—where relevant—the landlord or property manager are the authorities to confirm the steps for your home.
