How to Set Up User Groups and Permissions on a Web Server

A practical least-privilege guide to Linux web-server permissions: create a deployment group, set ownership and modes correctly, inherit group access, isolate writable data, add ACL exceptions, and verify every service account.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safest web-server setup gives application code a controlled owner, shares publishing access through a dedicated group, and grants the web-server process write access only to directories that genuinely need it. Use chown or chgrp for ownership, chmod for standard mode bits, a deliberate umask for new files, and POSIX ACLs only for narrowly scoped exceptions. Then add web-server authentication and authorization: filesystem permissions determine what the service account can read or write, but they do not by themselves decide which visitors may request a URL.

The commands below are a pattern, not a copy-and-paste promise for every distribution. Service-account names, configuration paths, mandatory-access-control labels, and package defaults vary by operating-system release and by Apache or Nginx version. Test changes on staging, record the previous ownership and modes, and verify access as each real account before applying them to production.

Start with an identity and data inventory

Permissions are meaningful only when you know which account needs which operation. List every identity that touches the site before changing a mode bit:

  • Human administrators who inspect or repair files.
  • A deployment account or CI runner that publishes a release.
  • The web-server service account, such as the account created by your distribution for Apache or Nginx. Do not assume a name such as www-data is universal.
  • Scheduled jobs, queue workers, image processors, backup jobs, and log writers.
  • Separate upload, cache, session, and temporary-data locations.

Do not share a personal login between operators. If a person only needs to publish into one tree, a directory group is usually safer and easier to audit than granting that person broad sudo access. Write down which paths are code, configuration, user uploads, generated cache, runtime sockets, and logs; they should not all have the same owner or mode.

Create a purpose-specific publishing group

Create the group and add only required users

On a Linux host, create a group dedicated to the site or release process. Use a site-specific name when several applications share the server:

sudo groupadd webdeploy
sudo usermod -aG webdeploy releasebot
sudo usermod -aG webdeploy alice

groupadd may report that the group already exists; confirm its numeric ID and membership rather than creating a second group with a similar name. A user added to a supplementary group normally must start a new login session before the membership appears. The command id releasebot shows the effective membership; newgrp webdeploy can start a shell with the group for an interactive test.

Keep service identities separate

The deployment group should contain only accounts that must publish files. Adding the web-server account to it gives the running application the same write capability as deployers, increasing the impact of a web vulnerability. Add the service account only when a specific feature requires it, and then prefer a separate writable directory rather than granting write access to the entire document root.

Set ownership deliberately and inspect the path

A common design is for root or a controlled release account to own application code while the publishing group owns the directories where releases are assembled. For a site stored under /srv/www/example:

sudo chown -R root:webdeploy /srv/www/example
sudo chown root:webdeploy /srv/www/example
sudo chgrp webdeploy /srv/www/example/shared

Use recursive ownership only when every descendant should receive the same owner and group. For mixed trees, change specific paths instead. Check both the directory entry and every parent directory:

ls -ld /srv /srv/www /srv/www/example /srv/www/example/shared
namei -l /srv/www/example/shared
find /srv/www/example -maxdepth 2 -printf '%M %u:%g %pn' | head

namei -l is particularly useful when a file looks writable but a parent directory denies traversal. A user needs execute (x) permission on every directory in the path to reach a file; read permission on the final directory controls listing names, while write plus execute controls creating, deleting, or renaming entries.

Choose modes by object type, not with one recursive command

Linux stores read, write, and execute bits for the owner, group, and other classes. Numeric values add read = 4, write = 2, and execute = 1. Thus 0644 means owner read/write and group/other read, while 0755 means owner read/write/execute and group/other read/execute.

Object or need Typical mode Why Review before using
Read-only application or document file 0644 Most processes can read it, but only the owner edits it. Configuration files containing secrets may need a private mode such as 0600 or a dedicated group.
Private key, password file, or deployment credential 0600 Only the owner can read or modify it. The consuming service must run as that owner or receive a narrowly scoped ACL.
Traversable, non-collaborative directory 0755 Owner can change entries; others can traverse and read names where directory read is allowed. Use a more restrictive mode when names or contents are confidential.
Shared publishing directory 2775 Group members can collaborate, and setgid keeps new entries in the directory’s group. Use only where every group member should be able to create or alter entries.
Directory containing scripts or CGI programs Owner-controlled, group read-only where possible Prevents the web process or untrusted publisher from replacing executable code. Red Hat’s security guidance says only root should have write permission to a directory containing scripts or CGIs.

Regular files are normally created from a base mode of 0666; directories use 0777. The process umask removes bits from those bases. A file needs read permission to be served and write permission to be replaced, but it normally does not need execute permission. A directory needs execute permission for traversal, even when the application never lists its contents.

Do not run a blanket command such as chmod -R 777 or even one recursive mode over a mixed tree. It can make scripts writable by the web process, expose private uploads, and change directories and files in incompatible ways. Separate directory and file passes, and target only paths whose policy is known:

sudo find /srv/www/example/current -type d -exec chmod 0755 {} +
sudo find /srv/www/example/current -type f -exec chmod 0644 {} +

For a deliberately collaborative release tree, apply the group-oriented policy only to that tree, then verify that secrets and scripts are excluded:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sudo find /srv/www/example/releases -type d -exec chmod 2775 {} +
sudo find /srv/www/example/releases -type f -exec chmod 0664 {} +

Those examples grant group write access everywhere below the selected path. Do not use them for a tree containing private keys, production configuration, or executable code unless that is explicitly part of the design.

Use setgid and umask to make collaboration predictable

Setgid keeps the shared group

The leading 2 in 2775 is the setgid bit on a directory. New files and subdirectories inherit the directory’s group instead of the creator’s primary group. This prevents a deployment from producing a mixture of groups that later blocks another publisher. Setgid does not automatically grant group write permission, and it does not make existing files writable; pair it with an intentional mode or ACL policy and test the application’s creation behavior.

sudo chown root:webdeploy /srv/www/example/shared

ls -ld /srv/www/example/shared

If a program creates a subdirectory with a restrictive mode, setgid still supplies the group but the umask or the program’s own mode may remove group-write bits. Check an actual file created by the deployment service rather than assuming inheritance solved the policy.

Choose a service-specific umask

Inspect the effective mask with:

umask

A common default is 0022. Subtracting it from the bases 0666 and 0777 yields 0644 files and 0755 directories. Ubuntu describes umask as subtracting permissions from the maximum mode, and Red Hat documents 0022 as the default for standard and root users in its Enterprise Linux documentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A publishing team may choose 0002 so new files start group-writable (0664) and directories start group-writable and traversable (0775). Limit that setting to the deployment session or service that needs it; changing a system-wide login default can expose unrelated users’ files. Configure the service manager or deployment job explicitly, document the choice, and create a test file to confirm the resulting mode.

umask 0002
install -m 0664 /dev/null /srv/www/example/shared/umask-test
stat -c '%A %a %U:%G %n' /srv/www/example/shared/umask-test
rm /srv/www/example/shared/umask-test

Keep code read-only and isolate writable data

The web process should normally read application code, templates, libraries, and configuration but not modify them. Write access to code or CGI directories lets a compromised request handler replace executable content and persist across deployments. Keep releases immutable after activation when practical, and allow the deployment account to switch a release symlink or directory rather than editing live code in place.

Give the service account write access only to paths required by the application, such as:

  • uploads/ for user-supplied files, with validation and non-executable serving rules.
  • cache/ for regenerable data.
  • runtime/ for sockets, queues, or generated metadata.
  • A log directory managed by the logging service, not by the public document root.

Example layout:

/srv/www/example/current/ root:webdeploy 0755, code and configuration
/srv/www/example/shared/uploads root:appwrite 2770, service-specific data
/srv/www/example/shared/cache root:appwrite 2770, disposable data

The group and modes in this example are illustrative. Replace appwrite with the actual service identity or a dedicated data group, and ensure uploaded content cannot be interpreted as server-side code. If an application truly must rewrite a file in place, document that exception, constrain it to the smallest directory, and monitor changes.

Use ACLs for exceptions instead of broadening a group

POSIX groups are portable and easy to understand when many users share the same access. An ACL is appropriate when one named account needs an exception that should not be granted to every group member. First inspect existing entries:

getfacl /srv/www/example/shared

For example, grant a release auditor read and traverse access without making that user a publisher:

sudo setfacl -m u:auditor:rx /srv/www/example/shared
sudo setfacl -m u:auditor:rx /srv/www/example/shared/releases

To make a future default apply to newly created entries in a collaborative directory, set a default ACL deliberately:

sudo setfacl -m d:g:webdeploy:rwx,d:o::--- /srv/www/example/shared

ACL masks can limit the effective permissions of named users and groups, so inspect the result with getfacl rather than reading only the symbolic mode from ls -l. ACLs add audit and portability complexity; remove stale entries when a contractor or service is retired.

Configure web-server authorization separately

Filesystem permissions answer “can the server process open this path?” They do not answer “should this authenticated visitor retrieve this URL?” Configure authentication and authorization in the web server or application for administration pages, private downloads, and management APIs. Use deny-by-default rules for administrative locations, require an authenticated identity, and permit only the roles that need each operation.

Apache authorization modules and directives, and equivalent Nginx location and application controls, vary by release and packaging. Keep those rules outside the writable document tree so a file upload cannot overwrite them. Also account for URL-to-file mapping, aliases, symlinks, and directory indexes: a filesystem mode that is safe for one URL mapping may expose content through another. Test both an allowed and a denied request from an external client, not only a local shell read.

Verify effective access as every relevant account

Do not declare success because ls -l looks correct. Test the operations the system actually performs:

  1. As the deployment account, create a temporary file in the intended publishing directory, replace a test release, and remove the temporary file.
  2. As the web-server account, read a normal asset and confirm that attempts to create or modify code fail.
  3. As the worker or upload account, write only to its designated data directory and confirm that code and configuration are unwritable.
  4. From a client, request a public asset, a protected URL without credentials, and the same protected URL with the correct credentials.
  5. Inspect ownership, modes, ACLs, parent traversal, and service logs after each test.
sudo -u releasebot touch /srv/www/example/shared/.permission-test
sudo -u www-data test -r /srv/www/example/current/index.html
sudo -u www-data sh -c 'echo blocked > /srv/www/example/current/.write-test'
getfacl /srv/www/example/shared
rm -f /srv/www/example/shared/.permission-test

Replace www-data with the account shown by your service unit or process list. If a service is sandboxed, it may also be constrained by SELinux, AppArmor, systemd protections, containers, or mount options. A correct Unix mode does not override those controls, and changing a mode may not fix a label or namespace problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Diagnose errors without resorting to 777

“Permission denied” while deploying

  • Run id in the same session or job; the user may not have refreshed supplementary groups.
  • Use namei -l /full/path to find a parent directory lacking execute permission.
  • Check the file’s owner, group, mode, and ACL with ls -l and getfacl.
  • Confirm that the deployment service uses the account you expect; a shell login and a CI service may differ.
  • Check whether a previous release created entries with the wrong group because setgid or the umask was missing.

The browser returns a server error after a permission change

  • Read the web-server and application logs for the exact path and account that failed.
  • Verify traversal on every parent directory and read permission on the target file.
  • Check mandatory-access-control denials and restore the distribution’s expected labels using its documented tools.
  • Confirm that a symlink does not point outside the permitted tree or into a directory the service cannot traverse.

Why 777 appears to fix it

0777 grants read, write, and execute to owner, group, and everyone else on a directory; 0777 on a file also makes it executable by everyone. It can mask the real cause while allowing any compromised process or local user to alter site content. Find the missing owner, group membership, traversal bit, ACL, service identity, or security label instead. If an emergency rollback requires a temporary broader mode, time-box it, record it, test the smallest corrective change, and restore the least-privilege policy immediately.

Compare the main permission designs

Design Best fit Advantages Costs and risks
Shared POSIX group Several publishers need the same access. Portable, simple to inspect, and easy to revoke by removing membership. All members receive the same rights; exceptions require another group or an ACL.
Named ACL One or a few users need a special read or write exception. Precise access without expanding the main group. Less visible in a basic ls -l listing and more work to audit across systems.
Root-owned, read-only code Most production deployments. Small blast radius if the web process is compromised; code cannot be edited through a request. Deployments need a controlled release step and may require a symlink switch or privileged helper.
Web-process-owned code Only applications that explicitly require in-place self-updates. Simple for those applications. A web vulnerability can rewrite executable code; use only with compensating controls and a narrowly bounded tree.

Use this production checklist

  • Record the operating-system and web-server versions and the actual service account names.
  • Inventory code, configuration, uploads, cache, runtime files, and logs separately.
  • Create a site-specific publishing group and add only necessary accounts.
  • Keep code owned by root or a controlled release identity; assign group ownership only where publishing is required.
  • Apply directory and file modes separately; use setgid only on shared directories.
  • Choose a documented umask for the deployment service, not a blindly global setting.
  • Use ACLs for exceptional users and review default ACLs.
  • Give the web process write access only to required data directories.
  • Configure URL authentication and authorization independently of filesystem modes.
  • Test reads, writes, traversal, denied requests, symlinks, and rollback as the actual service accounts.
  • Save the previous ownership, modes, ACLs, and service configuration so an operator can undo a change without guessing.

Bottom line

Build the web root around least privilege: a dedicated publishing group for named deployers, deliberate ownership, separate modes for files and directories, setgid and a reviewed umask for predictable collaboration, ACLs for rare exceptions, and isolated writable data. Keep application code and CGI directories out of the web process’s write path, then enforce visitor authorization in the web server or application. When a permission error appears, inspect identities, parent traversal, ACLs, and service security controls; chmod 777 is a dangerous diagnostic shortcut, not a solution.

Frequently Asked Questions

How do I remove a user from a web deployment group?

Run sudo gpasswd -d username webdeploy, then have the user start a new login session. Check id username and review ACLs separately, because removing group membership does not remove a direct ACL entry.

How can I recover if a permissions change locks out deployments?

Use a root console or an approved privileged recovery path, inspect the saved ownership and mode records, restore the intended owner and group with chown or chgrp, then apply the documented file and directory modes. Test with the deployment account before reopening traffic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does a file work from my shell but fail when the application creates it?

The application may run under a different account, supplementary groups, umask, service sandbox, or mandatory-access-control label. Compare the service identity and environment with your shell, inspect parent traversal and ACLs, and reproduce the operation with sudo -u or the service manager’s test method.
