Set purchase approval rules around your organization’s delegated authority, budget ownership, and purchasing risks—not generic dollar limits. Route only the right people into each decision, require complete information up front, and provide controlled backup coverage so routine purchases do not wait on unnecessary handoffs.
Start by mapping the purchasing process
Before changing approval settings, trace how a purchase moves from a business need through requisition, review, approval, purchase order, receipt, and invoice. Include requesters, procurement, finance, budget owners, compliance, and internal audit. Identify offline approvals, duplicate checks, missing information, and recurring delays. Poorly defined requisition processes can contribute to inefficiency, errors, delays, and fraud or compliance risk, as Microsoft describes in its purchase requisition process overview.

Define what the rules cover and who has authority
Document the policy’s scope: which legal entities, departments, categories, and transaction types it applies to. Then connect each approval level to an authorized role or budget owner. Decide what can proceed automatically and which conditions require review—for example, an amount above a delegated limit, an out-of-budget request, a particular category, a new vendor, or another documented risk factor.

Do not adopt a universal dollar threshold. The appropriate limits depend on your approved delegation of authority, budget structure, transaction risks, and applicable legal or contractual requirements. Purchasing systems can use amount-based rules to determine whether a transaction needs approval and in what sequence, but the organization must establish the limits. Sage Intacct documents configurable purchasing approval policies and delegation in its purchasing approvals guide.

Choose whether to approve the whole requisition or individual lines
Choose the approval unit based on who owns the spending decision. A whole-requisition workflow is simpler when the same approval chain should assess the request as one package. Line-level approval is more precise when separate departments, projects, or financial dimensions own different costs.
| Workflow | Best fit | Trade-off |
|---|---|---|
| Whole requisition | A common chain owns the decision across the request. | Reviewers may have to consider costs outside their direct ownership. |
| Line-level | Different owners need to review only the costs assigned to them. | Each line must complete its workflow before the requisition as a whole can finish. |
Microsoft’s purchase requisition workflow documentation describes routing individual lines to relevant department managers and escalating a line when it exceeds a manager’s authority. Lines can progress independently, but the requisition cannot complete until its lines finish their workflows.

Route requests to the right approvers—and cover absences
Use named approvers when direct assignment fits the organization; use roles, groups, management hierarchies, queues, or owner-based routing where continuity matters more. If a project or financial dimension has a current responsible owner, routing to that owner can reduce reassignment when people change jobs. Microsoft documents these routing patterns in its requisition workflow guide and procurement workflow guide.

Make each request decision-ready before routing
Require the information a reviewer needs to judge the purchase, but avoid fields nobody uses. Depending on policy, a requisition may need:
- Requester and business purpose
- Category, quantity, and estimated amount
- Cost center, department, or project
- Requested date and vendor, if known
- A quote or other supporting justification when required
Microsoft documents configurable requisition submission requirements in its purchasing policies overview. Configure a return-for-correction path so reviewers can send incomplete requests back to the preparer rather than passing unclear information down the chain.

Keep routine, low-risk purchases moving
Where policy and system controls allow, consider pre-approved catalog or category purchases, budget checks, and automatic approval below an authorized limit. Make the conditions visible to requesters so they know which route applies. Give each reviewer a distinct responsibility, and involve only the reviewers relevant to that request or line.

Set exception and reapproval rules
Write down what happens when an approver is unavailable, a request is urgent or out of budget, a vendor is new, costs are split across owners, or details change after approval. Decide which edits materially change the original authorization and therefore trigger another review. Sage Intacct describes configurable reapproval behavior in its purchasing approval settings.
Also decide how to handle price differences when an approved requisition becomes a purchase order. Microsoft documents policy controls that can hold or return lines when catalog-item prices exceed configured tolerances in its purchasing policies overview. Set tolerances and change triggers to match your own authorization policy; do not let an urgent route erase the approval record.
Pilot the workflow and tune it using operational measures
Test the rules with a small group or purchasing category before rolling them out broadly. Check that role, manager, budget-owner, currency, and delegation data are accurate, and confirm how the system behaves for normal and exception cases.
Track elapsed time from submission to decision, the share of requests returned for missing information, exception frequency, and requests outside policy. Compare delays by approver, department, category, and whole-request versus line-level route. Use the results to remove unnecessary steps or clarify confusing fields; change approval limits only through the authorized policy owner. These measures help diagnose a workflow, but there is no universal benchmark established for them.
