To set up company multisig controls, choose a wallet architecture for the chain holding the assets, assign keys to genuinely independent signers, set an approval threshold, and establish transaction-review and recovery procedures before funding the wallet. A Safe smart account on an EVM network and a Bitcoin descriptor wallet have different setup and backup requirements; neither multisig nor a higher signer count replaces careful custody and review.
What company multisig controls do
A multisignature wallet requires approvals from multiple configured signers before a transaction can execute. The threshold is the number of approvals required. For example, in a 2-of-3 arrangement, three signers are configured and two must approve. OpenZeppelin uses 2-of-3 as an illustrative example; it is not a universal recommendation for companies.

The threshold governs how many keys must authorize an operation, but it does not by itself ensure that the keys are under separate control, that approvers understand a transaction, or that the company can recover access after a key is lost. Those outcomes depend on the people, procedures, and wallet features around the threshold.
Choose the wallet architecture for the chain
First establish where the assets are held and which transaction types the company needs. Safe is a smart-account system for Ethereum and EVM-compatible networks; Bitcoin descriptor wallets use wallet policies and descriptors that hardware signers may need to register and verify. Their setup steps and backup materials are not interchangeable.

| Architecture | What the company configures | Additional review concern |
|---|---|---|
| Safe smart account on an EVM network | A list of owner accounts and an approval threshold. Safe documentation says owners may be EOAs, other smart accounts, or passkeys. | Confirm the correct network and account details. Assess any modules separately because they can change access or execution paths. |
| Bitcoin descriptor wallet | A wallet policy containing information used to generate relevant addresses and scripts and identify the keys controlled by the hardware signer. | Register the policy on the signer and verify its details on the device’s secure screen against a trusted copy; review address and fee information during transaction handling. |
Safe’s supported networks, interface, and available signer options can change. Confirm current network support and behavior in the wallet’s documentation before creating or funding an account. Do not assume a hardware wallet supports every chain, wallet, or transaction workflow.
Set up the company controls in order
- Choose the chain and wallet. Identify the assets and transaction types the company needs to control, then select an architecture intended for that chain. Keep its recovery materials and operating instructions specific to that wallet.
- Assign distinct signers. Give keys to separate people or genuinely separate control domains. Record who may propose, review, approve, and execute transactions. Trail of Bits recommends separate key holders and warns against placing multiple keys with one custodian: a nominally multi-key arrangement is not meaningfully independent if one person or custodian controls enough keys to satisfy the threshold.
- Choose a threshold that fits both security and continuity. Consider the number of independent signers, the risk of a key being compromised, and how the company will operate when an approver is unavailable. Safe documentation describes execution when the required threshold is met even if a signer is unavailable; it does not prescribe the right threshold for a particular company.
- Configure and verify the wallet. For Safe, configure the owners and threshold, then confirm the displayed account details and resulting account on the intended network before sending funds. Safe documents owner and threshold management; exact interface steps may change. For a Bitcoin descriptor wallet, follow the wallet’s policy-registration process and verify the registered policy on the signer before relying on it.
- Write the approval policy before transactions arrive. Define accepted request channels, required supporting information, payee checks, spending limits or escalation rules, and what an approver must independently verify. These are examples of operational controls, not a prescribed legal or accounting policy. Trail of Bits states that a co-signer should consult a pre-established policy before providing a signature.
- Review each transaction independently. Compare the recipient, asset, amount, purpose, and any contract interaction with the approved request. For Bitcoin descriptor workflows, review the wallet-policy details and transaction information shown by the hardware signer. Safe describes transaction simulation tooling that can assist review. A simulation or device display is an input to the decision, not a substitute for the company’s approval rules.
- Decide whether extra controls are justified. A basic Safe account does not require modules. Safe warns that modules are security-critical; some can add alternative access patterns or limited allowances. Before enabling one, understand its code, authority, and failure modes and include it in the company’s trusted control system.
- Document and rehearse recovery. Specify how a signer will be replaced, who holds recovery material, how the company verifies authority during personnel changes, and what happens if the threshold cannot be met. Safe describes owner replacement through onchain governance, provided the required threshold can be reached. Practice the recovery process without putting material funds at risk.
Keep signers independent and approvals meaningful
Separate keys are useful only when their control is meaningfully separate. Assigning several keys to one employee, device custodian, or other single point of control can let that party meet the threshold alone. Design signer responsibilities and custody so that one compromised person or domain cannot silently provide all required approvals.

Each co-signer should make an independent decision rather than treating another signer’s approval as proof that a transaction is safe. Trail of Bits’ Increment Protocol Security Assessment puts the principle this way: “The person asked to provide the second and final signature on a transaction (i.e., the co-signer) ought to refer to a pre-established policy specifying the conditions for approving the transaction by signing it with his or her key.”

In practice, the policy should make it possible to check that a request came through an accepted channel, matches the company’s authorization, and names the intended recipient and amount. Require extra escalation when a request falls outside ordinary limits or its purpose cannot be verified. The company should decide and document those controls before relying on the wallet for routine payments.

Account for chain-specific review and recovery
Safe on EVM networks
Safe uses owner accounts and a threshold for its smart account. Its security documentation describes transaction simulation, which can help reviewers inspect a proposed operation. Safe also documents owner and threshold changes through wallet governance and notes that modules can alter access patterns. Keep network selection, owners, threshold, and enabled modules within the organization’s review and change-control process.
Bitcoin descriptor wallets
BIP 388 describes wallet policies that provide information needed to generate relevant addresses and scripts and identify keys controlled by a hardware signer. The policy is registered on the signer, then compared on its secure screen with a trusted copy. The specification describes using the registered policy for receive and change address generation and transaction fee calculation. It emphasizes that verifying spending-policy details on the hardware signer is a security prerequisite in adversarial environments.

Plan for signer loss before it happens
Safe transactions can proceed when the required threshold is available. Safe also describes replacing an owner through onchain governance, but that change depends on meeting the threshold. If enough signers are unavailable to approve the replacement, the company may be unable to use that route. Recovery planning therefore needs to address availability as well as the mechanics of changing signers.
- Document who is authorized to initiate a signer change and how that authority is verified.
- Record where recovery materials are held and who can access them under the company’s control process.
- Set out how the company responds to a lost, compromised, or inaccessible key, including how it preserves the threshold while arranging a change.
- Rehearse the procedure without risking material funds, and update it when signers or company responsibilities change.
The wallet mechanisms described by Safe and BIP 388 do not amount to a complete company recovery plan. The organization must define its own authority checks, custody arrangements, and response to an unreachable threshold.
