Microsoft 365 Copilot uses organizational content according to the access controls that already apply to the signed-in user. It does not repair broad or stale SharePoint permissions. Before rollout, review who can access your content, tighten unnecessary access, then use discovery controls and Microsoft Purview protections for the risks they are designed to address.
Does Microsoft 365 Copilot respect SharePoint permissions?
Yes. Microsoft describes Copilot as operating within the Microsoft 365 service boundary and honoring applicable access controls and compliance capabilities. SharePoint and OneDrive permissions influence what Copilot can discover and reference; Copilot does not change those permissions or grant a user access they did not already have. See Microsoft’s Copilot data protection architecture.

The practical risk is oversharing: if a user already has access to a sensitive file or site they should not see, that existing access can make content available through Copilot experiences. Treat Copilot readiness as a reason to inspect your authorization model, not as a new security boundary.

| Need | Control | What it does—and does not do |
|---|---|---|
| Limit who can open a site and its content | Restricted Access Control | Enforces access based on configured Microsoft 365 or Microsoft Entra groups. It is an authorization control, not merely a way to hide search results. Microsoft’s Restricted Access Control guidance. |
| Limit whether specified sites surface in organization-wide search and Copilot | Restricted Content Discovery | Suppresses discovery, with documented exceptions such as content a user owns or has recently interacted with. It does not replace site permissions. Microsoft’s Copilot Search guidance. |
| Classify and protect sensitive files | Microsoft Purview sensitivity labels and related governance controls | Protection depends on the configuration; user-defined label permissions can prevent Copilot from extracting or interacting with file content. Check applicable entitlements. Copilot data protection architecture. |
| Temporarily curate discovery while reviewing permissions | Restricted SharePoint Search | A temporary discoverability measure, not a security boundary or permission change. Microsoft says new enablement has been blocked since July 31, 2026. Current Restricted SharePoint Search guidance. |
How to prepare permissions and data access before rollout
-
Inventory likely Copilot content
Identify SharePoint sites and OneDrive content likely to be used by your pilot and eventual users. Review owners, members, broad groups, sharing links, and sensitive or stale material. Microsoft’s guidance recommends using data access governance reports and insights to find potentially overshared sites, then reviewing access and sharing settings with site owners. See SharePoint Advanced Management readiness guidance and Copilot controls security and governance.

-
Remediate access at its source
Ask site owners to confirm who needs access, then remove unnecessary broad groups, correct memberships, and adjust sharing settings or links. SharePoint defaults can be permissive, so decide the intended audience before relying on a discovery restriction. Microsoft’s sharing and oversharing guidance describes available governance controls.
-
Enforce site access where access itself must be limited
Use Restricted Access Control when the requirement is that only members of specified Microsoft 365 or Entra groups can access a site. Microsoft’s documentation says users outside the configured group cannot access the site and its content even if they previously had permissions or a shared link; the restriction is honored by Copilot and organization-wide search. Private-channel and shared-channel sites are separate site collections, so configure them separately when they are in scope. Review the configuration and behavior details before applying the control.
-
Suppress discovery only when that is the actual objective
Evaluate Restricted Content Discovery when you need specified sites not to surface through organization-wide search and Copilot, rather than to redefine who is authorized to open them. Microsoft documents exceptions for content a user owns or has recently interacted with. Because the control does not repair permissions, address any unintended access separately. See Manage Microsoft Copilot Search for current behavior.

Apply information protection to sensitive files
Use Microsoft Purview sensitivity labels and other relevant information-protection and governance controls to classify and protect data. Microsoft’s Copilot architecture guidance explains that user-defined sensitivity-label permissions can prevent Copilot from extracting or interacting with file content; it also describes auditing. Purview features and licensing vary, so confirm the controls available in your tenant and configure them for the data and users in scope. See Microsoft’s Zero Trust guidance for Microsoft Copilot.
-
Test with a limited pilot
Prepare a test environment and pilot with selected users before broad deployment. Validate access and expected content behavior using representative sites and files; review Conditional Access, SharePoint governance, and network requirements, and tell pilot users what is changing. Microsoft’s setup and license assignment guidance recommends readiness, testing, and pilot activities.
-
Keep governance current
Permissions and team membership change after launch. Revisit access reviews, sharing, and content governance; archive or remove unneeded material where appropriate. Microsoft’s Copilot governance guidance describes ongoing recommendations and remediation options.
Should you use Restricted SharePoint Search?
Do not treat Restricted SharePoint Search as the primary solution for a new Copilot deployment. Microsoft says new enablement has been blocked since July 31, 2026. The feature was intended as a temporary way to limit discoverability while administrators reviewed permissions; it does not change site permissions and is not a security boundary. Microsoft’s documentation states: “Restricted SharePoint Search isn’t a security boundary and doesn’t change any permissions on SharePoint sites.”
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe same Microsoft guidance describes a maximum allow list of 100 sites and notes that previously accessed or owned content can remain available. Those limits and exceptions make it unsuitable as a substitute for permission cleanup or a comprehensive governance design. Consult the current Microsoft documentation for behavior applicable to your tenant; Microsoft points administrators toward controls such as Restricted Content Discovery, SharePoint Advanced Management, and Microsoft Purview for longer-term governance.

Check availability and licensing before promising a control
Copilot setup guidance, Restricted Access Control, Restricted Content Discovery, SharePoint Advanced Management, and Purview protections do not necessarily have identical availability or licensing requirements. Verify current Microsoft entitlements for your tenant, region, and deployment before committing to a particular feature or rollout plan. Start with Microsoft’s Copilot setup and license guidance and the documentation for the specific control you intend to use.
