What makes a workflow an AI agent workflow?
An AI agent workflow uses a model to manage steps and make decisions toward a task, while tools let it interact with external systems and instructions define its behavior and guardrails. A chatbot response or single model call is not necessarily an agent: the distinction is whether the system is carrying out a task through a workflow, potentially using tools, rather than only answering once. OpenAI explains this pattern in its practical guide to building agents.

A useful first workflow is neither a vague job description nor an attempt to automate an entire role. It is a repeatable sequence with approved inputs, limited actions, and a finished result a person can inspect.

-
Choose one bounded task
Pick a meaningful, repeatable task that can use approved information and produce a reviewable deliverable. Name who benefits, what outcome should change, and what quality standards must be preserved. Define the narrowest useful first scope; avoid instructions such as “manage customer support” when the real task might be “draft replies to routine delivery-status questions using approved order information.”
-
Define the goal and completion condition
Write down the requested outcome, required inputs, expected output, and the criteria a reviewer can use to decide whether the work is complete. Specify what to do if information is missing, sources conflict, or a request falls outside the task. The agent needs a clear stop or handoff condition as well as a completion condition.
-
Assign work between the agent and people
For every step, decide whether the agent may complete it, may only prepare it for review, or must leave it to a person. Keep decisions involving authority, accountability, sensitive context, approval, or high-impact judgment with a responsible person. Name who reviews a draft or action and make clear that review happens before the consequential step.
-
Limit information, tools, and actions
List the sources and information the agent may use, and what it must not access or infer. Select only approved tools and connectors. For each tool, record whether it reads or writes, what account permissions it requires, whether its actions can be reversed, and any potential financial impact. Mark actions as prohibited, draft-only, or allowed only after approval.

Use ordinary authentication, authorization, access controls, and software security practices alongside model-level guardrails. OpenAI’s agent guide identifies read/write access, reversibility, required permissions, and financial impact as useful ways to assess tool risk.

-
Add automatic checks and human checkpoints
Automatic checks can reject disallowed requests, validate required fields, inspect an output before it leaves the system, or check tool arguments and results. Human review is a separate control: pause the run so a person can approve or reject a proposed side effect, such as editing a record, cancelling a service, running a shell command, or taking a sensitive external action.
At an approval gate, show the reviewer the proposed action and the context needed to make a decision. Define what happens if the reviewer is unavailable. Escalate when the agent reaches its retry limit, cannot resolve the task, encounters high-risk or irreversible work, or would need to leave its approved scope. OpenAI describes automatic guardrails and human review in its guide to guardrails and approvals.
-
Test, review, and revise
Try realistic straightforward requests as well as cases with missing context or ambiguity. Inspect whether the agent stayed within scope, chose appropriate tools, produced a usable result, and paused before actions that required review. If it fails, revise the goal, instructions, permissions, checks, or escalation path. Keep reviewing the workflow when its tools, task, or context change.

How to choose the right level of autonomy
Use the same task to compare alternative workflow designs. Consider the scope and complexity of decisions, whether tools are read-only or can write, the access granted, how reversible actions are, their financial or other consequences, the strength of automatic validation, where human review occurs, and how clearly the agent stops or escalates. The more autonomy a design gives the agent, the more carefully its boundaries and review points need to be specified for high-impact actions.

OpenAI Academy’s workspace-agent guidance similarly emphasizes separating what AI may complete, what it may prepare for review, and what people must own, alongside clear rules for information, actions, review, stopping, and accountability.
Use a risk framework to keep the workflow under review
The NIST AI RMF Playbook is a voluntary resource organized around four functions: Govern, Map, Measure, and Manage. It can help teams structure ongoing oversight of an AI workflow rather than treating its initial setup as a one-time exercise. It does not replace task-specific permissions, automatic checks, or human approval gates. See the NIST AI RMF Playbook.
