Set up advanced WooCommerce shipping in layers: define destination zones, add the simplest suitable shipping method, configure Flat Rate costs or shipping classes, and use conditional rules only when rates must appear or change under specific circumstances. Test each destination and cart combination before relying on the setup at checkout.
How WooCommerce shipping is structured
A shipping zone matches a customer’s destination. The shipping methods attached to that zone determine the choices checkout can offer. A method can then calculate a price or, when configured with conditional rules, appear only when its conditions are met. This means the right troubleshooting order is destination first, method and conditions second, rate calculation third.

WooCommerce includes Flat Rate, Free Shipping, and Local Pickup. Start with a built-in method if it can express the store’s rules; add an extension when a rate’s availability depends on conditions core settings cannot handle. See WooCommerce’s Shipping Zones documentation.

- Go to WooCommerce > Settings > Shipping > Shipping zones.
- Create zones for the regions you serve and specify their locations.
- Put narrower or more specific areas ahead of broader regions that could overlap.
- Edit each zone and choose Add shipping method to attach the methods customers in that zone may receive.
Zone order can affect which destination rule applies. If a local or narrow-area method is missing, check whether the customer’s address matches the intended zone before changing prices or conditions. WooCommerce explains zone setup and matching in its Shipping Zones documentation.

2. Choose a method for each zone
Flat Rate for paid shipping
Flat Rate is the flexible core option when you need a base charge, per-item or quantity-based costs, shipping-class costs, or a percentage-based calculation. Add it to a zone, then configure its cost formula and any class costs. The official Flat Rate Shipping documentation describes the supported settings.
Free Shipping for qualifying orders
Free Shipping can be configured with a minimum order amount, a qualifying coupon, both requirements, or no requirement. Use it when the offer is genuinely free rather than trying to represent a discount as a paid shipping calculation. See the Free Shipping documentation.
Local Pickup for collection
Use Local Pickup when customers can collect orders instead of receiving delivery. Add it to the relevant zone and configure the pickup option there. See WooCommerce’s Local Pickup documentation.

3. Use shipping classes for products with different needs
Create a shipping class when a group of products needs different shipping-cost treatment—for example, bulky items versus ordinary parcels. Assign the class to the relevant products, then set the corresponding class cost in the zone’s Flat Rate method. A class is a way to group products for shipping rules; by itself it is not a checkout rate. WooCommerce states in its Product Shipping Classes documentation: “Shipping classes are used to group products – they cannot be used to directly offer shipping rates to customers.”
When products from several classes are in one cart, decide how your store should charge for the mix, then test that combination. Do not assume that creating a class automatically adds a separate customer choice or shipping fee.
4. Configure core Flat Rate formulas
Flat Rate supports costs at the order, item, class, quantity, and percentage levels. Use the narrowest formula that matches your pricing policy, and validate it against real cart contents and the store’s currency.

- Base or per-order cost: enter a fixed amount when one charge applies to the order.
- Per-item or quantity cost: use
[qty]to represent the cart’s product quantity in a cost formula. For example, a formula such as5 + (2 * [qty])illustrates a $5 base plus $2 per counted product unit; confirm that the quantity behavior matches the store’s products and intended rule. - Percentage cost: use
[fee percent="10"]to calculate a fee as a percentage of product cost. Flat Rate also documents minimum and maximum fee settings for percentage calculations, which can prevent the result from falling below or exceeding configured limits. - Class costs: enter a cost for each relevant shipping class in the Flat Rate settings. The class alone does not calculate or offer that charge.
These formulas describe configuration capabilities, not a universal price recommendation. Check the official Flat Rate Shipping documentation for the method’s settings.
5. Add conditional rules only when necessary
Use a conditional shipping extension when a method should appear only if specified destination, product, cart, or other supported conditions match. WooCommerce’s Advanced Shipping documentation explains: “Each shipping rate consists of two parts”—conditions that determine whether a rate appears and settings that determine its cost. The distinction matters: a rate may be available but priced incorrectly, or priced correctly but hidden because its conditions do not match.
Condition groups also require care. In the documented logic, groups act as OR choices, while all conditions within a group must match. Separate shipping-class and quantity conditions do not automatically mean “this many units of this class”; verify that the extension’s available condition and grouping express the intended rule. See Advanced Shipping documentation.

WooCommerce also documents Conditional Shipping and Table Rates as an extension option. Choose an extension based on the exact conditions and rate behavior needed, then check its current feature list, compatibility with the store’s WooCommerce and checkout setup, price, and support terms on its product page. The documentation does not establish a single best extension for every store.
6. Test the rules and troubleshoot missing rates
Build a small test matrix before relying on the setup. Include representative destinations in each zone, carts with different product classes, mixed-class carts, relevant quantities, coupons, and weights if the rules use them.
- Enter a test customer address and confirm which shipping zone it matches.
- Check that the intended method is attached to that zone.
- Verify the method’s cost formula, class costs, and any free-shipping requirements.
- For conditional methods, start with a simple condition that always matches, then add one condition at a time and retest. This helps identify which rule hides or changes the rate.
- Use WooCommerce shipping debug mode when needed to inspect zone matching, following the steps in the official Advanced Shipping documentation.
If checkout shows no suitable rate, diagnose the matched zone first; then check that the method is enabled for it, simplify conditional logic, and verify the final cost calculation. This isolates a destination mismatch from a rule or pricing error.
