To host files from a Windows 11 PC, install FileZilla Server, configure an account and shared folder, enable FTP over TLS (FTPS), then connect from another device with an FTP client. Choose the access scope first: a server used only on your home network is simpler; internet access also requires passive-mode, Windows firewall, and router/NAT configuration.
Decide whether access is local or over the internet
For devices on the same home network, start with LAN-only access and test it before changing router settings. To connect from outside your home, the server must also be reachable through the PC’s firewall and your router. A successful connection from inside the house does not prove that external access works.

FileZilla Server accepts incoming FTP and FTPS sessions. Its Administration Interface is used to configure the server; FileZilla Client is a separate application for connecting to servers, not the server itself. Install FileZilla Server from the official Windows installation instructions, and follow the current installer screens because they can change between releases.

Download and install FileZilla Server using the official FileZilla Server installation guide. Make sure you are installing the server, not just the client.

Open the Administration Interface and connect to the server using the details shown during installation.

If prompted to verify a TLS certificate fingerprint, compare it with the fingerprint displayed during installation or in the server log. Investigate an unexpected change rather than automatically trusting it.
Enable FTPS and require encryption
Configure FTP over TLS (FTPS), create or configure a certificate, and require encrypted connections for logins and file transfers. Do not leave plaintext FTP as a fallback for passwords or data. NIST’s SP 1800-25 Volume C documents an example that enables FTPS and disallows unencrypted FTP; it uses FileZilla Server 0.9.60.2, so treat it as a historical configuration example rather than a current menu guide.

Users should verify the expected certificate fingerprint before accepting it. Microsoft’s FTP over SSL documentation discusses encryption on FTP control and data channels, but its settings apply to IIS, not FileZilla.
FTPS is not SFTP
FTPS secures the FTP protocol with TLS. SFTP is a separate SSH-based protocol, not another name for FTPS. The cited FileZilla product documentation identifies SFTP as an Enterprise feature; confirm support for the exact edition and release you intend to use instead of assuming standard FileZilla Server provides it.

Create a limited account and choose its shared folder

Create a dedicated FileZilla user with a strong, unique password.

Assign a home directory containing only the files you intend to share. Avoid exposing a broad personal folder or an entire drive when a smaller folder will do.

Grant only the operations the account needs. For downloads, allow read and directory-listing access. For uploads, allow writing or appending files and creating directories as needed. Do not grant deletion or other changes unless the workflow requires them.
The available labels and exact controls can vary by FileZilla Server version. NIST’s example shows the underlying pattern—a user assigned a chosen home directory with upload permissions—rather than current Windows 11 interface steps.
Configure passive mode for the intended network
FTP uses a control connection for commands and a separate data connection for listings and file transfers. In passive mode, the client opens that data connection using the server address and port it receives from the server. As the FileZilla passive-mode documentation explains, “in passive mode, the client opens the data channel using the IP address and port number provided by the server in response to a successful connection request.”

For LAN-only access
Configure and test the server from another device on the same network. Keep the setup limited to local access; do not forward ports on the router unless you want connections from outside your home.
For access from outside your home

In FileZilla Server’s passive-mode settings, choose a manageable custom data-port range and set the public IP address or hostname that external clients should use. Check the current FileZilla passive-mode instructions for the release-specific setting names.

Allow the FTP control connection and chosen passive data-port range through Windows Defender Firewall. Keep the rules as narrow as your intended access permits. The cited materials do not establish a verified Windows 11 click-by-click firewall sequence for the current FileZilla release, so use the firewall’s current controls rather than relying on IIS instructions as though they were FileZilla steps.

Forward the required traffic through your router to the Windows PC’s stable local network address. The router and the PC must both direct the control and passive data connections to the server.

Test from a genuinely external connection, such as a device using a different network. A LAN test cannot verify router forwarding or the public address.

Microsoft’s FTP Firewall Support documentation describes the passive FTP data-channel and external-firewall concepts for IIS, not FileZilla’s interface. It notes a 1025–65535 range for IIS passive FTP configuration; that is not a FileZilla-specific limit.

Install or open an FTP client on the other device. Enter the server’s local address for a LAN test, or its public IP address or hostname for an external test.

Select explicit FTP over TLS (FTPS), not plaintext FTP. Use the account credentials you created and verify any certificate prompt against the expected fingerprint.

Test the operations the account is meant to allow: sign in, list the directory, upload a file if permitted, and download a file if permitted.

Test locally first. If internet access is intended, repeat the test from outside the home network.

Troubleshoot failed logins, listings, and transfers

Login fails: Check the server address, username, password, account status, and whether the client is configured for explicit FTPS. Review the FileZilla server and client message logs for the connection failure.

Login works, but a directory listing hangs or fails: The control connection may be reaching the server while the passive data connection cannot. Check that the advertised public address is correct for external access, and that the passive port range is allowed through the Windows firewall and forwarded by the router.

Listings work, but uploads or downloads fail: Check the account’s home-folder permissions for the specific operation, then inspect passive-mode reachability and the logs.

LAN works, external access does not: Check the router’s forwarding destination, the PC’s local address, the public address or hostname configured for passive mode, and the firewall rules. Repeat the test from outside the LAN.

A certificate warning appears: A self-signed certificate may be unrecognized by the client. Verify the expected fingerprint before proceeding; do not dismiss an unexpected certificate change without checking it.
