Set up a team password manager by deciding who owns and administers it, how people will sign in, how shared credentials will be organized, and how existing passwords will move before you invite the whole organization. Pilot the configuration with a small group, test access and recovery, then expand with training and a clear support path. Exact features and setting names depend on the provider and plan.
1. Set requirements and name the owners
Start with your identity provider, managed-device setup, hosting and data requirements, likely rollout groups, and the places where passwords currently live. Decide whether the service will be cloud-hosted or self-hosted, whether you want single sign-on (SSO), and how SSO login relates to vault decryption. A user may authenticate to the service through an identity provider while vault access follows a separate model, so verify the details rather than assuming SSO answers both questions.

Choose how to add and remove users. Manual invitations may suit a small team; SCIM or directory synchronization may be more appropriate where infrastructure and scale justify automated provisioning. Feature availability depends on provider and plan. Assign an accountable organization owner and define separate administrative responsibilities where possible. Bitwarden’s deployment guide recommends considering two owner accounts for redundancy; check how your chosen service handles ownership, recovery, and continuity if an owner is unavailable. Decide which credentials belong in shared organization spaces, who can manage those spaces, and how access will map to actual work. One possible pattern is groups by department and collections by function, an approach described in Bitwarden’s business-unit guidance—not a required structure for every company. Before rollout, establish how the selected service handles these questions:
- Who can create or edit shared collections, and who can add or remove members?
- Can group membership grant access to the right shared items without exposing unrelated credentials?
- What can administrators see or manage, and can responsibilities be divided by role?
- How will access be removed or changed when someone changes roles or leaves?
Test the proposed arrangement with representative accounts, including a user who should not have access to a particular collection. Do not assume that a group or collection name alone defines effective permissions; confirm the actual access each account receives. Exact controls vary by service. - Ultra-Durable & Portable: Featuring a rotating metal cover, this key is water, crush, and tamper-resistant. It fits easily on a keychain and requires no batteries or network connectivity.
- Check FIDO2 compatibility before purchase - Known limitations: ID Austria is not supported (requires FIDO2 Level 2). Windows Hello login only works with Windows Enterprise editions that support Entra ID, and NFC is NOT supported.
3. Configure authentication and policies
Require multifactor authentication (MFA) wherever available, with particular priority for administrators and people handling sensitive information. CISA advises businesses to aim for a phishing-resistant MFA method and describes physical security keys as one option. CISA: Require Multifactor Authentication. NIST similarly recommends enforcing, or at least offering, phishing-resistant authenticators for sensitive applications and users with elevated privileges such as administrators or security personnel. NIST CSF 2.0: A Quick Start Guide.
FIDO/WebAuthn authentication can use a hardware key or a platform authenticator built into a device. A physical key is optional, not a universal requirement. Before requiring one, verify compatibility with the password manager, identity provider, browsers, devices, and recovery process. Users need a workable way to regain access if an authenticator is lost.

Set the provider’s available policies before onboarding. Depending on the service and plan, controls may cover authentication, account recovery, organization ownership, or password requirements; product-specific policy names and capabilities are not universal. NIST recommends using password managers to generate and store strong, unique passwords. Its guidance of at least 15 characters applies to the particular case where someone must create a password without MFA, a passkey, or a password manager—not as a universal minimum for generated vault passwords. NIST password guidance.
4. Plan the migration and client rollout
Inventory the existing password stores and decide what needs to move, where each credential belongs in the new structure, and who will validate the imported data. Follow the selected provider’s documented import route; there is no single migration procedure established for every service or source. Restrict access to temporary exports and handle their cleanup under your organization’s data procedures.

Prepare the clients people will need, such as browser extensions and desktop or mobile apps. If the organization manages devices, decide how those clients will be deployed and supported. Confirm that users can sign in and that changes sync as expected on the devices they actually use.

5. Pilot, onboard, and support users
Test the important paths with a limited group before a broad invitation wave. Include users with different roles and devices, not only administrators. Bitwarden’s onboarding playbook treats its phases as flexible and recommends training for user groups. Bitwarden onboarding playbook.

6. Compare providers against your requirements
There is no current neutral ranking or price comparison established here. Shortlist services against your environment and verify volatile details directly with each provider before committing.
| Decision area | What to verify |
|---|---|
| Hosting | Cloud versus self-hosted options, who operates the service, and whether the arrangement meets your data and operational requirements. |
| Sign-in and decryption | Supported identity providers, SSO behavior, how vault decryption works, and the recovery implications. |
| Provisioning | Manual invitations, SCIM, or directory-based synchronization, including how deprovisioning works. |
| Shared access | Group and shared-space permissions, administrative visibility, and role granularity. |
| Operations | Policy controls, client deployment, migration support, and training resources. |
| Commercial and compatibility details | Current plan limits, pricing, and compatibility for your identity provider, devices, browsers, and authenticators. |
7. Maintain access after launch
Treat access management as an ongoing responsibility: update membership and permissions when roles change, and ensure former staff lose access through the organization’s account-lifecycle process. Revisit policies and client deployment when your environment or chosen service changes. Product-specific audit, review, and offboarding features differ, so verify what the selected provider supports.
