How to Set Up a Global Capability Center in India

A practical guide to planning a global capability center in India, from mandate and location choices to foreign-investment eligibility, SEZ procedures, transfer pricing, talent, and governance.

Setting up a global capability center (GCC) in India starts with defining what the center will own—not with picking an office or filing incorporation papers. Set its mandate, check foreign-investment rules for the actual activities, choose a location and operating structure, then address any SEZ application, intercompany pricing, talent, and governance requirements with qualified Indian advisers.

What a GCC is—and what it is not

A GCC is an operating model: a multinational’s India-based unit performs work for its parent company and affiliates. The work may cover technology, product engineering, research and development, finance, analytics, customer operations, or other functions. The term does not prescribe a particular Indian legal form.

The scale of the ecosystem is context, not a forecast for a new center. India Briefing’s June 10, 2026 guide reports government-attributed figures of more than 1,700 GCCs, about 1.9 million professionals, and US$64.6 billion in revenue for FY 2023–24. The Press Information Bureau (PIB) separately described more than 1,700 centers in a December 11, 2025 backgrounder. Those counts have different publication dates and should not be treated as one newly measured figure.

The PIB backgrounder also describes GCC work expanding into engineering R&D and areas such as aerospace, defence, semiconductors, and advanced manufacturing. That shift makes the center’s intended role especially important: plan for the work and authority the India operation is expected to have, not just its initial headcount.

1. Define the mandate before choosing a city

Write down the center’s service boundary and its relationship to the parent before comparing locations or structures. A useful mandate answers:

  • Which functions and deliverables will the India team handle?
  • Which decisions will it make, and which remain with the parent or another affiliate?
  • Who will use its services, and how will work be requested, prioritized, and assessed?
  • What systems, data, and intellectual property will cross borders or be used by the team?
  • Is the center intended to remain a delivery or shared-services operation, or grow into product, engineering, R&D, or other strategic work?

These answers shape hiring, management responsibilities, intercompany agreements, and the later assessment of investment and tax treatment. The PIB description of GCCs serving parent organisations and global affiliates across IT, R&D, customer support, and other operations supports a broad range of mandates; it does not prescribe one model for every company.

2. Compare legal and operating structures, then check investment eligibility

Do not assume that the label “GCC” settles the legal structure or foreign-investment treatment. Compare ownership and control, intended activities, governance, funding, risk allocation, and ongoing obligations with qualified Indian legal and tax advisers. The sources cited here do not establish one entity form as right for every company.

Assess foreign-investment eligibility against the actual planned activities and ownership. The Reserve Bank of India’s Master Direction – Foreign Investment in India, displayed as updated January 20, 2025, describes up to 100% foreign investment on the automatic route for activities that are not listed in Schedule I and are not prohibited, subject to applicable laws, rules, regulations, security requirements, and other conditions. Activities listed in the schedule may face sectoral caps or approval conditions; the direction also identifies additional treatment for financial services.

This is a conditional general rule, not a blanket approval for every activity a GCC might perform. Classify the planned work, check the relevant sectoral rules, and confirm the rules in force when making the investment.

3. Choose a city for the mandate, not the headline

The PIB backgrounder names Bengaluru, Hyderabad, Pune, Chennai, Mumbai, and the National Capital Region as major GCC clusters. Treat that list as a starting point, not a ranking: the cited sources do not establish a universally best city or provide a reliable, comparable city-by-city cost assessment.

Score candidate locations against the needs of the mandate:

  • Role-specific talent: Can the company recruit the specialists and leaders its work requires?
  • Ecosystem: Are relevant industry connections and expertise available?
  • Operating needs: Do infrastructure and office options fit the planned team and its work?
  • Leadership and resilience: Can the location support parent-company engagement and the operation’s continuity needs?

Use the same criteria for every candidate city, and record the assumptions behind the comparison. A city that suits a software delivery team may not fit an operation centered on a different talent pool or industry network.

4. Decide whether to apply for an SEZ unit

An SEZ may be relevant to a center serving overseas entities, but eligibility and operating conditions depend on the unit and its activities. First distinguish an application to establish a Special Economic Zone from an application to operate a unit inside one.

Process Who is applying and where Procedure described by the source
SEZ-level proposal An applicant seeking to set up an SEZ The Department of Commerce’s “How to Apply: Special Economic Zones in India” page describes a Form A proposal to the State Government and Board of Approval.
Unit-level application A company seeking to set up a unit in an existing SEZ Falta Special Economic Zone’s “Procedure to Set Up a Unit” page describes a Form F application to the Development Commissioner, with a copy to the developer; it lists incorporation documents and a project report among the materials.

The Falta page was displayed as last updated August 11, 2026. Its procedure is specific to that zone’s published guidance; confirm the current unit requirements with the relevant SEZ rather than assuming every zone uses identical processes. Do not treat the zone-level and unit-level applications as interchangeable.

5. Design the intercompany service and pricing model

Where the Indian entity has international transactions with associated enterprises, or a transaction involving a person in a notified jurisdictional area, assess transfer-pricing requirements for the relevant transaction and tax year. The Income Tax Department’s “Transfer Pricing” guidance covers applicable provisions and documentation, but it does not establish a universal GCC margin or a single pricing method for all centers.

Prepare a clear account of the proposed model: the Indian entity’s functions, assets used, risks assumed, contractual scope, service recipients, and pricing approach. Have qualified tax advisers test that description against the actual operating arrangements and the rules for the relevant period. If the center’s responsibilities change, review whether the agreements and pricing still describe what it does.

6. Build the people, governance, and compliance plan

Translate the mandate into the team and oversight needed to deliver it. Identify hiring priorities, leadership responsibilities, service controls, systems access, and how the center will coordinate with the parent and other affiliates. The India Briefing guide identifies talent, compliance, and governance as setup considerations; the PIB backgrounder describes capabilities spanning digital and engineering work.

Have qualified advisers confirm the local obligations relevant to the company’s activities and location, including employment, payroll, data, and other compliance matters. The sources cited here do not provide a complete checklist for every kind of GCC. Treat compliance and governance as continuing operating responsibilities, not as paperwork completed once at launch.

7. Use decision gates before committing

Before committing to a location, facility, or launch plan, make sure the company can answer these questions with documented assumptions:

  • Is the mandate specific about work, decision rights, service recipients, systems, and intellectual-property flows?
  • Have advisers checked foreign-investment eligibility for the actual activities and ownership?
  • Does the city comparison reflect the roles, ecosystem, and operating needs of this center?
  • If considering an SEZ, has the company identified whether it needs a unit application and confirmed the relevant zone’s current process?
  • Do the intercompany agreements and pricing approach reflect the functions, assets, risks, and transactions that are actually planned?
  • Are hiring, leadership, governance, and local compliance responsibilities assigned?

Setup costs, launch timelines, the appropriate legal form, and registration requirements depend on the company’s activities and location; the sources cited here do not establish universal figures for them. Treat those as company-specific workstreams to validate with advisers rather than relying on a generic estimate.
