Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →To run a 4K 60fps YouTube Live loop from Oracle Cloud Infrastructure (OCI), provision a GPU instance using Oracle’s GPU-specific guidance, verify that its OS image, driver and encoder support a suitable hardware codec, loop your media with a supported application, and send the output to YouTube over RTMPS. YouTube recommends 35 Mbps for AV1 or H.265/HEVC at 2160p60, or 50 Mbps for H.264. Those are ingest recommendations—not proof that a particular OCI instance or network route can sustain the workload. No OCI GPU shape is established here as a guaranteed 4K60 streaming configuration, so validate your exact setup under continuous load before relying on it.
What you need to verify before provisioning
This setup has three independent parts: OCI must provide a GPU and supported driver, your media application must expose a compatible encoder and loop the source reliably, and the outbound connection must deliver a stable stream to YouTube. A successful GPU readiness sample confirms that the instance is configured for its intended GPU workload; it does not certify live-video encoding performance.

- Regional availability: check GPU quota and current shape capacity in the region where you intend to run the instance. Neither availability nor capacity is established universally.
- GPU and driver support: confirm the selected OS image and installed driver support the GPU’s video-encoding hardware and your chosen codec.
- Encoder build: verify the application binary exposes the chosen encoder and supports RTMPS output. A GPU family’s presence in a cloud guide does not itself establish encoder availability.
- Network capacity: verify reliable outbound upload throughput with headroom above the video bitrate, including audio and transport overhead.
- Continuous operation: test sustained encoding, process survival and reconnect behavior. No published OCI 4K60 stream benchmark or reliability result is established by the cited setup guidance.
Provision an OCI GPU instance
- Open Oracle’s OCI GPU Quick Starts and choose a GPU family guide relevant to the instance you can access in your target region. The index includes AMD MI300X and MI355X, and NVIDIA B200, B300, GB200, GB300, H100 and H200 guides; their inclusion is not a guarantee of 4K60 encoder support.
- Review the selected guide’s hardware configuration snapshot, approved OS images, driver guidance and provisioning steps. Check quota and capacity in the OCI Console for the target region before settling on a shape.
- Provision the instance following that GPU guide, then run its documented “Hello World” readiness sample. Use Oracle’s health and diagnosis resources if the sample fails or the GPU is not recognized.
- Before installing or configuring a media workflow, confirm that the OS, driver and GPU expose the encoder required by your chosen application. The quick-start index does not validate a particular OBS or FFmpeg build for this task.
Choose a looping source and encoder
Use a media application that can repeat the selected recording continuously, maintain valid audio if the stream needs audio, and encode with a codec supported by both the installed GPU/driver and the application build. OBS is one possible encoder; FFmpeg is another possible media-loop tool, but no specific OCI installation procedure, build, loop syntax or command is verified here. Do not assume that an encoder listed in general software documentation is enabled in your instance’s build.

Its compatibility notes include NVIDIA NVENC on Windows and Linux, and AMD AMF on Windows and Linux. These are general OBS notes, not confirmation that a given OCI image, driver or GPU provides the relevant encoder for your stream. Check the encoder list in the actual application and validate a sustained test encode.

Set the YouTube Live output for 2160p60
YouTube’s published encoder guidance specifies 4K/2160p at 60 fps and gives different bitrate recommendations by codec. Use the Live Control Room’s current ingest options and verify them against YouTube’s live encoder settings and bitrate table before going live; settings can change.
| Video codec | YouTube 2160p60 bitrate minimum | YouTube 2160p60 recommended bitrate |
|---|---|---|
| AV1 or H.265/HEVC | 10 Mbps | 35 Mbps |
| H.264 | 14 Mbps | 50 Mbps |
These figures are YouTube ingest guidance, not measured OCI throughput requirements or a promise of stable delivery. Select a codec only if your actual encoder build and GPU/driver support it, then ensure your internet route can sustain the selected video rate plus audio and protocol overhead.

- Rate control: CBR (constant bitrate).
- Keyframes: a two-second interval is recommended; do not exceed four seconds.
- Transport: RTMP or RTMPS is supported; YouTube recommends RTMPS for encrypted transport.
- Audio: YouTube lists AAC or MP3. Its advanced recommendations specify 44.1 kHz stereo at 128 Kbps stereo audio. Confirm your selected application and encoder can produce the chosen audio settings.
- Latency: YouTube says 2160p streams do not have the “improve for low latency” option and are optimized for normal latency.
For comparison when diagnosing a lower-resolution fallback, YouTube’s table lists 1440p60 at 6 Mbps minimum and 24 Mbps recommended for AV1/HEVC, or 8 Mbps minimum and 34 Mbps recommended for H.264. At 2160p30, it lists 8 Mbps minimum and 30 Mbps recommended for AV1/HEVC, or 11 Mbps minimum and 42 Mbps recommended for H.264. These alternatives do not change the 2160p60 targets above.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteTest the complete loop before relying on it
- Start a private or otherwise appropriate test stream using representative footage and audio, rather than a short static sample alone.
- Check YouTube Live Control Room for stream health and review messages, and confirm playback at the expected resolution and frame rate.
- Watch the encoder for sustained output at the selected bitrate. Check for dropped frames, encoder overload, audio interruption and the media source reaching its end instead of repeating.
- Observe the instance and process over an extended run. Confirm what happens if the encoder process stops or YouTube disconnects, and test that the stream can recover as you intend.
- Do not treat one successful start as proof of long-term reliability. If the instance cannot maintain stable encoding or upload, lower the workload or select a configuration that passes another sustained test.
YouTube recommends testing with representative movement and audio, checking upload capacity, and monitoring stream health and review messages. A process supervisor and restart policy may help with operations, but the cited sources do not verify a specific service-manager configuration for this workflow.

Troubleshoot common failures
| Symptom | What to check | Next step |
|---|---|---|
| The GPU or encoder is not available | Whether the instance’s OS image and driver recognize the GPU, and whether the application build exposes the intended hardware encoder. | Follow the selected Oracle GPU guide’s driver and readiness steps; verify the application’s actual encoder options before attempting the stream. |
| YouTube reports poor stream health or playback stutters | Outbound throughput, selected video bitrate, dropped frames and sustained encoder load. | Test the network and encoder under representative continuous load. Reduce the workload or choose a supported profile that remains stable, then test again. |
| The stream starts but stops when the clip ends | Whether the media source is configured to repeat and whether its audio remains valid across the loop. | Correct the loop behavior in the chosen application and retest with the complete recording. |
| The stream disconnects and does not resume | Application process state, YouTube’s stream health messages and the application’s reconnect behavior. | Test recovery deliberately and configure process supervision or restart behavior only according to the selected software’s documentation. |
| The desired GPU shape cannot be launched | Regional quota and current capacity for the chosen shape. | Check the target region’s current OCI availability and quota; do not assume a GPU listed in Oracle’s guide index is available to every account or region. |
