To limit tickets assigned to each support agent, configure a workload or routing limit in your help desk, then make sure the assignment method actually observes it. Start by deciding which channels and ticket states count; limits differ across platforms, and manual assignments or returning conversations may bypass a cap. There is no evidence-backed universal number of open tickets an agent should handle: set an initial limit from your team’s workload and review how it affects queues and service.
Choose the kind of limit your team needs
An assignment limit is a routing guardrail, not a complete measure of how busy an agent is. A team may need separate capacity for email tickets, live messaging, phone calls, or specialist inboxes. Before setting a number, decide whether the goal is to cap work per channel, total work per teammate, or work from a particular inbox.
- Channel capacity: limits assignments by work type, such as email, messaging, or calls.
- Teammate capacity: limits an agent’s assigned workload across relevant work types.
- Inbox or team capacity: restricts assignments from a particular queue, which can help protect specialist teams.
Also decide how to treat work that is assigned but waiting on a customer. A ticket count alone does not reflect differences in complexity, age, urgency, or whether an agent must handle several conversations concurrently.
Compare assignment methods before setting a ceiling

These distinctions are documented by Zendesk, Intercom, and Zendesk’s overview of routing and automation options. Do not assume that “round robin” means the same thing in every help desk.

How to set assignment limits in Zendesk
Zendesk capacity rules are part of omnichannel routing. An agent can belong to only one capacity rule at a time. The documented setup path is Admin Center > Objects and rules > Omnichannel routing > Capacity rules.
- In Admin Center, open Objects and rules > Omnichannel routing > Capacity rules.
- Edit the default rule or add a rule for the relevant group of agents. Select the agents who should share that rule.
- Set the capacity for each channel the rule covers: Email, Messaging, and Talk. Zendesk documents Email and Messaging setting maxima of 500; Talk can be set to 0 or 1. These are product-setting limits, not recommended workloads.
- Review how the rule treats inactive messaging conversations. Zendesk can count them only if the applicable option is enabled.
- Save the rule, then test routing with agents who have different amounts of spare capacity and confirm that the intended agents remain eligible.
What Zendesk counts
Zendesk’s capacity documentation says the Email count includes open email tickets, web form tickets, side conversations, and API-created tickets. Pending and on-hold email tickets do not count. Messaging capacity can depend on whether inactive conversations are included. Talk capacity is a binary setting: 0 or 1. How Zendesk selects an agent
Zendesk’s standard capacity-based method assigns to an eligible agent with the most spare capacity. Its documentation also describes choosing spare capacity numerically or by percentage. With round robin, Zendesk considers elapsed time since an agent’s last assignment in that channel, while still requiring the agent to be eligible and have spare capacity. Zendesk gives an example of setting a limit of 10 open email tickets per agent. That is an example configuration, not a general workload recommendation or staffing benchmark.

How to set assignment limits in Intercom
Intercom has separate controls for teammate ticket and conversation limits, as well as limits for individual team inboxes. The controls are not interchangeable: check whether your goal is to cap a teammate’s overall workload, a particular work type, or assignments from one inbox.
Set teammate ticket and conversation limits
- Go to Settings > Inbox > Assignments.
- Turn on Use separate limits for conversations and tickets.
- Make sure Exclude tickets from workload management is off; otherwise ticket limits will not take effect.
- Set the appropriate teammate limits for conversations and tickets, then test an assignment of each type to confirm the separate capacities behave as intended.
Intercom’s help article says the ticket assignment limit is still in beta and directs workspace admins to contact Intercom support to enable it. It also says ticket-type-specific variation is not available for this documented ticket limit. A teammate at the conversation limit may still receive tickets if ticket capacity remains, and vice versa. Phone calls bypass assignment limits. Set a limit for a team inbox
- Go to Settings > Inbox > Team inboxes.
- Open the inbox whose incoming workload you want to restrict and configure its assignment limit.
- Use Balanced assignment for the inbox if you want the inbox limit enforced. Intercom says inbox limits apply only with Balanced assignment.
- Test what happens when all eligible teammates reach the inbox limit. If the workflow uses a Team capacity condition, configure a fallback route or a wait step for the no-capacity case.
An inbox limit works alongside a teammate’s overall limit: the overall limit restricts work across the teammate’s workload, while the inbox limit independently restricts work from that inbox. Set a useful limit without treating it as a universal benchmark
Vendor documentation describes controls and gives examples, but it does not establish a generally correct number of tickets per support agent. Zendesk’s example of 10 open email tickets is not an evidence-based recommendation for other teams. Two agents with the same ticket count can have very different workloads because of ticket complexity, channel concurrency, skills, availability, and how long tickets remain assigned while waiting.

- Map the work: list the channels, specialist queues, and ticket states the limit should cover. Identify work that remains assigned while awaiting a customer.
- Choose the scope: decide whether to limit each channel, a teammate’s combined workload, or a specific inbox.
- Choose the routing behavior: use capacity-aware or balanced assignment when the system must stop automatic routing at a limit. Use round robin only after confirming how that platform treats capacity.
- Set an initial ceiling from local operations: use your team’s work patterns and ability to respond, rather than adopting a vendor example as a standard.
- Review operational signals: monitor queued and unassigned work, backlog age, SLA or first-response performance, reopened tickets, and agent feedback. Adjust the limit when these signals indicate persistent overload or unused capacity.
Test the exceptions that can defeat a limit
A configured ceiling does not necessarily block every route into an agent’s workload. Test the cases below with your own routing rules before relying on the limit as a guardrail.
- Manual assignment: Zendesk says manual assignments may exceed capacity. Confirm whether supervisors or agents can assign work past the limit.
- Inactive conversations returning: in Zendesk, an inactive messaging conversation can become active again and push an agent over capacity. Check the inactive-conversation counting option and test reactivation.
- Reopened work: reopen a ticket in a controlled test and observe whether it returns to the same agent, enters a queue, or affects capacity as expected.
- Full inboxes and fallback routing: in Intercom, test the Team capacity condition when nobody in an inbox has room. Confirm that a fallback route or wait step prevents work from disappearing from the intended workflow.
- Pending and on-hold tickets: Zendesk excludes these from the email capacity count. Make sure that matches the workload you intend the limit to control.
- Channel-specific exceptions: verify separate conversation and ticket behavior in Intercom, including that phone calls bypass its assignment limits.

Validate routing after launch
Check actual assignment behavior, not just whether a settings page displays a number. Run a small set of controlled tests for each channel and routing method, including an at-capacity agent, an eligible agent with spare capacity, and a full queue. Confirm that the resulting assignment, unassigned state, or fallback matches the workflow you intended. After launch, use queue and service measures alongside agent feedback to decide whether the limit is too high, too low, or scoped incorrectly.

How many open tickets should a support agent have?
There is no universal number supported by the vendor documentation here. Workload depends on factors such as channel, complexity, concurrency, and whether assigned tickets are waiting on a customer. Zendesk’s example of 10 open email tickets is an example setting, not a general recommendation.
