Set a budget for model and API usage, then require a server-side authorization check for every external payment. That check should evaluate the amount, recipient, and cumulative limits before a payment connector executes. A provider’s API spend cap does not authorize or limit those transactions.
Separate API costs from payments the agent makes
An agent can spend through two distinct paths: consuming paid model or API calls, and sending money to an external service or recipient. These need separate controls. A monthly API limit governs API usage at its configured organization or project scope; it does not define what an agent may pay through a payment session.

Map each path before configuring controls. Identify which account or project pays for API calls, and which payment system or connector can move funds. Then decide what the agent is allowed to spend in each context.

OpenAI’s API documentation describes monthly spend limits at the organization and project levels. Configure alerts to learn when usage reaches a threshold, but do not treat an alert as a stop: OpenAI says alerts notify while traffic continues. A hard limit can cause affected requests to fail once the limit is reached. If both organization and project limits apply, the error code indicates which limit was reached. #1 Best Overall
Hard-limit enforcement may not be instantaneous. OpenAI warns that a small amount of additional usage can be recorded while the limit state propagates, so actual spend may slightly exceed the configured limit. Budget with that possibility in mind rather than treating the setting as an exact cutoff.
API request or token rate limits are also distinct from payment velocity controls. They constrain API traffic; they do not, by themselves, cap the number or total value of payments an agent sends.
Bound each payment authorization
For external payments, put a server-side authorization step between the agent’s proposal and the payment connector. The step should evaluate the proposed transaction against the permission granted for that payment context. Where the platform supports it, scope permission to a session, set a maximum spend and expiry, and require a new authorization context when either boundary is reached.
AWS documents this approach for Bedrock AgentCore Payments: a payment session can have a configurable maxSpendAmount, currency, and expiry. Once the session expires or reaches its limit, further payment requests in that session are denied. AWS also says payment instruments start without transaction authority until the customer explicitly grants permission. AWS: How AgentCore payments works
Rank #3
Session limits bound the authority represented by that session; they are not a substitute for the separate API budget. Check how the chosen system creates and renews sessions so that a new authorization does not silently defeat the intended overall budget.
Check the recipient and transaction fields before execution
Validate the proposed payment at the boundary where your server authorizes it, before the connector executes it. At minimum, compare the amount and destination with the policy for the current agent and session. Where relevant, validate the asset and network too. AWS describes payment payloads containing amount, recipient, asset, and network. AWS: Core concepts for AgentCore payments
If your policy permits payments only to known destinations, enforce that recipient allowlist in your application unless the selected payment product explicitly documents native allowlisting. Do not infer that a connector’s ability to process a recipient field means it independently enforces your destination policy.

- Receive the agent’s proposed payment on the server.
- Validate the amount, recipient, and any applicable asset or network against the current authorization and policy.
- Check cumulative session or budget usage before approving the proposal.
- Only then pass an authorized payment to the connector; reject proposals that fail any check.
Specify send-rate limits separately
A maximum amount per payment does not necessarily limit how many payments can be made, or their combined value over time. If repeated transactions are a risk, define a separate frequency or rolling-window policy, such as a maximum count or aggregate amount during the period you choose. Enforce it at the payment authorization boundary.
Best Value
Exact outbound transaction-rate settings depend on the payment platform. The cited OpenAI and AWS documentation does not establish a universal send-rate setting or provide general configuration steps for one. Confirm that the payment system you select documents the specific velocity control you need; otherwise, treat it as an application-level policy rather than an assumed provider feature.
Test the controls and their failure behavior
Before enabling live payments, verify the authorization path in the chosen environment using cases such as:
- A payment at and above the allowed amount.
- A destination that is not permitted by your application policy.
- A session that has expired or reached its cumulative limit.
- Repeated requests that test your configured frequency or rolling-window policy.
- API calls after the configured hard spend limit is reached.
For OpenAI hard spend-limit failures, the documentation describes HTTP 429 responses with organization- or project-spend-limit error codes. AWS documents denial of further payment requests after a session expires or reaches its limit. Confirm your own integration handles rejections without retrying in a way that bypasses the intended control.
