Give a shopping agent only the authority needed for one task: define a maximum total charge, specify which merchants or categories are allowed, and require fresh approval for exceptions. Then check whether the particular agent and payment service actually enforce those rules. There is no universal settings screen or standard set of controls across shopping agents.
Write the spending policy before delegating
A clear instruction makes the boundary explicit. For example: “Find one replacement charger from a merchant on my allowlist. You may place one order up to $60 total, including tax, shipping, and fees. Ask me before using another merchant, choosing a different connector type, adding an item, or starting a recurring charge. This permission expires today.”

Adapt the amount and conditions to the task. The example is a policy template, not a recommended spending threshold or a promise that an agent can enforce every condition.

- Set a per-order ceiling. State the largest total charge allowed without another approval, and say whether tax, shipping, and fees count toward it.
- Set merchant boundaries separately. Name allowed merchants or permitted merchant categories if the system offers those controls. A dollar limit alone does not determine where the agent may buy.
- Define what requires a new approval. Examples include exceeding the ceiling, using an unapproved merchant or category, changing a material product attribute, adding an item, or accepting a recurring charge.
- Constrain time and task scope. Prefer permission for one task or transaction with an expiry over open-ended authority, where supported.
- Specify what happens when the agent cannot comply. Tell it to stop and ask rather than silently substituting a product, merchant, or payment arrangement.
These are practical policy choices, not controls guaranteed to exist in every product. Before relying on a rule, confirm that the agent or payment provider can enforce it—not merely record it as conversational context.

Check that approval is enforced before payment
An approval prompt is useful only if the transaction stops until you respond. Check whether an exception pauses the purchase before the payment request is submitted, and whether approving one change authorizes only that change or gives the agent broader permission.
Prefer systems that bind permission to an authenticated instruction and check the proposed payment against it. Google’s AP2 authorization documentation says agents need to be tightly constrained because their processes are non-deterministic. In its model, the user approves mandate content on a trusted surface; a verifier checks the mandate’s integrity and whether it permits the requested action. An open mandate must be bound to a particular transaction using cryptographic key binding. This describes a protocol model, not a set of controls known to be exposed in every shopping app.

Visa describes a related payment-layer approach: agent-specific payment tokens, passkey-based user authentication, and checks that compare payment actions with the original authenticated instructions. Its June 10, 2026 announcement with OpenAI gives spending limits, merchant categories, and required approvals as examples of user-defined controls. Visa says Intelligent Commerce is in development and deployment, so availability may vary by market; these capabilities should not be assumed to be available to a particular user.

An AI agent choosing a product does not necessarily control the whole purchase. In OpenAI’s documented commerce flow, merchants provide product feeds and retain responsibility for order validation, fulfillment choices, taxes, risk analysis, payment processing, and accepting or declining the order. OpenAI says it is not the merchant of record.

OpenAI’s Delegated Payment Spec describes a one-time payment request with a maximum chargeable amount and an expiry, passed to a merchant’s trusted payment service provider. The documentation identifies Stripe’s Shared Payment Token as its first compatible implementation, and says Instant Checkout is available to approved partners. These are integration details, not evidence that every ChatGPT user can enable autonomous shopping or use the same checkout.
That division matters when setting expectations: the agent can make a selection, but the merchant validates and accepts the order, while the payment service processes the payment under its own integration and controls. A stated spending rule is not proof that each party enforces it.

Compare setups on more than the dollar limit
When evaluating a shopping agent or payment arrangement, check each control independently. A product may provide one without the others.

- Amount: Can you set a per-transaction maximum, or only an account-level limit? Does the ceiling cover the complete charge?
- Merchant scope: Can you restrict named merchants, categories, or both?
- Approval behavior: Does an exception stop checkout before charging, and can you approve it without granting continuing authority?
- Authorization evidence: Is your instruction authenticated and checked against the actual payment request?
- Scope and expiry: Is permission one-time, tied to the task, and time-limited, or reusable?
- Transaction follow-through: Can you inspect the receipt and reconcile the actual merchant and charge?
- Availability: Is the feature deployed for your region, issuer, merchant, or partner status?
Review the completed transaction
After checkout, compare the receipt with the permission you gave. Check the merchant, items, total charged, and whether any recurring payment was added. Keep the receipt so you can identify a mismatch and use the payment provider’s normal dispute process if needed. Visa says its commerce signals are intended to support transaction tracking and dispute management; the availability of those signals depends on deployment.
Do not treat the agent’s summary as a substitute for the merchant receipt or payment record. The actual accepted order and processed amount are what matter.
