How to Set SLAs for Customer Conversations and Tickets

A practical method for setting measurable customer support SLAs, from defining first reply and resolution to choosing clock rules, validating ticket workflows, and reviewing attainment.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a support SLA by defining exactly which requests it covers, what starts and stops each clock, the target for each priority or channel, and how the team will meet and review the promise. A first reply, an ongoing update, and a resolution are different commitments; a number without a clock basis or clear scope is ambiguous.

There is no universal “good” response time established here. Choose targets against customer expectations, ticket history, operating hours, and staffing capacity. Treat vendor examples as illustrations—not industry benchmarks—and test how your ticket system actually measures each event before publishing a commitment.

What a useful customer support SLA defines

A service-level agreement (SLA) makes a service promise measurable. For customer support, write down the service and people covered, the events that start and stop the clock, the target, the operating calendar, ownership, and how performance will be reviewed. The customer-facing promise remains the provider’s responsibility even when several teams contribute to the work.

Use a policy that agents can apply consistently. If priorities, channels, or customer groups receive different targets, specify which condition selects each target and how that condition is recorded.

How do I set SLAs for customer support tickets?

1. Define the scope and priority rules

Specify the covered channels—such as email, web forms, chat, messaging, or social—and any exclusions. Identify the customer groups and ticket types included. Define priority using observable criteria, such as impact and urgency, rather than labels that agents interpret differently. Keep the number of tiers manageable; too many categories make classification unreliable.

Document the field or condition that applies a policy. For example, Zendesk says its SLA policy rules require a value in the built-in system Priority field to match. A ticket with no qualifying priority may therefore fail to receive the intended target. Zendesk’s SLA policy documentation explains policy conditions and targets.

2. Choose metrics that represent distinct customer outcomes

Metric What the promise measures Definition to make explicit
First reply Time from a customer request to the first meaningful agent response. Say whether an automated acknowledgement counts. If the promise is a human or substantive response, an automated receipt notice should not satisfy it.
Next reply Time from an unanswered customer comment to the next agent reply. Define which customer comment starts the interval and what counts as an agent reply.
Periodic update Time between public agent updates while a case remains in progress. Set the update cadence for cases that need investigation or depend on another team or vendor.
Resolution Time until the issue reaches the defined resolved state. Say whether this is first or full resolution, how reopenings are treated, and whether customer-wait or pending time counts.

These metrics are not interchangeable. A rapid first response does not guarantee a rapid resolution. If a final answer depends on investigation or a third party, a realistic update commitment can keep the customer informed without implying that the issue will be solved by a specific time.

Platform definitions may differ from the customer-facing policy. Zendesk, for example, defines first reply around a public agent comment, next reply as the interval from the oldest unanswered customer comment to the next public agent comment, and periodic update around the time between public agent comments. Those are Zendesk implementations, not universal definitions. See its SLA policy documentation and its discussion of support metrics.

3. Set targets using evidence and capacity

Review historical tickets by channel and priority, including when requests arrive and how workload changes. Consider customer expectations, staffing coverage, the cost of missing a commitment, and the work required by teams receiving escalations. Validate proposed targets with the people handling tickets. A small pilot and review period can reveal routing or coverage problems before an internal target becomes a contractual promise.

Zendesk offers examples of 24 hours for email and online-form requests and 60 minutes for social-media requests when discussing first-reply targets; it advises aligning targets with industry and customer expectations. These are vendor examples, not cross-industry averages or recommended defaults. Zendesk’s metrics guidance provides that context.

Other Zendesk documentation examples illustrate how varied configurations can be: its SLA article includes an urgent-ticket example with a 10-minute response and two-hour resolution, plus a 30-second messaging first-reply target. Its standard “Set first reply time” example for eligible accounts uses a one-hour target for normal-priority tickets. These are configuration illustrations, not evidence that the same numbers suit other teams. See the SLA policy article and the first-reply setup example.

4. State the clock basis and calendar

Every target needs a clock definition. Say whether time runs in business hours or calendar hours, identify the timezone, and specify weekends, holidays, and channel coverage. Also state whether time waiting for the customer, a vendor, or another internal group pauses a metric—and which statuses cause that pause.

Zendesk supports business-hour and calendar-hour targets and documents metric-specific pause behavior. This is why the written SLA should state its clock and pause rules rather than rely on assumptions about the ticket system. See Zendesk’s policy documentation and its SLA setup guidance.

5. Connect the customer promise to internal ownership

Set internal assignment, acknowledgement, escalation, and update milestones that leave enough time to satisfy the external target. A handoff should not consume the customer’s entire response window unnoticed. Salesforce distinguishes the customer-facing SLA from operational-level agreements (OLAs) between teams inside the provider. Its examples include a two-business-day A/V service request supported by internal steps targeted at 8, 4, and 8 hours, and a critical incident with a two-hour customer-facing resolution target supported by L1, L2, and L3 targets of 15, 30, and 60 minutes. These illustrate how internal milestones can support an external promise; they are not defaults. Read Salesforce’s explanation of OLAs and SLAs.

6. Map policy rules to the actual ticket workflow

Before publishing targets, map each metric to the ticket events that activate, pause, and fulfill it. Test representative cases in the platform your team uses; do not assume that a setting’s label alone describes its behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Customer-created requests and agent-created tickets.
  • Public replies versus internal notes.
  • Chat or messaging events as well as email and web-form comments.
  • Pending, on-hold, and other statuses that may pause a metric.
  • Reopened tickets, assignment changes, and missing or changed priority values.
  • Automation that acknowledges, routes, or updates a ticket.

Zendesk documentation shows why these checks matter: first-reply fulfillment ordinarily depends on a public reply, advanced settings can change activation and fulfillment, certain statuses pause some metrics, and policy application depends on ticket conditions and priority. Confirm that your configured rules match the words customers see. Zendesk’s policy documentation describes these behaviors.

7. Review performance and revise deliberately

Track attainment and breach rates by channel and priority, and read them alongside ticket volume, staffing coverage, resolution outcomes, and customer feedback. Check when requests arrive and whether a demand spike or coverage gap explains a change. If a target is routinely missed, investigate routing, workload, unclear priority definitions, coverage, and configuration before changing the promise or blaming individual agents.

Zendesk recommends monitoring response times by channel, considering volume changes, and reviewing customer feedback about reply times. Its guidance is a useful basis for a review routine, not proof that any one target improves satisfaction. See Zendesk’s metrics guidance.

What is a good first response time for customer service?

There is no single target established here as a cross-industry standard. Choose a target that reflects what customers expect in each channel and what the team can staff consistently. A first-reply target should also say what qualifies as a reply: a receipt acknowledgement, a meaningful public response, or another clearly defined event.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Zendesk’s examples—24 hours for email and online forms, 60 minutes for social, and separate urgent-ticket or messaging configuration examples—show that targets can vary by channel and priority. They should not be presented as industry averages or copied without considering a team’s coverage and customer commitments.

Should support SLAs use business hours or calendar hours?

Use business hours when the promise is tied to staffed operating periods, and publish the timezone, business-day schedule, and holiday treatment. Use calendar hours when the commitment continues outside those periods, and ensure coverage or an explicitly explained response model supports it. Either approach can be clear; an unspecified clock cannot.

For every metric, define whether customer waiting, vendor dependency, or internal handoff time pauses the clock. If a pause is used, explain the trigger and status in plain language so customers and agents understand how elapsed time is counted.

What is the difference between response time and resolution time?

Response time measures how quickly support first replies—or, for a next-reply metric, replies after an unanswered customer comment. Resolution time measures how long it takes to reach the policy’s defined resolved state. A quick acknowledgement can meet a response target while the underlying issue remains open, so the two promises should not be conflated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When resolution timing is hard to control, define what “resolved” means, account for reopenings and pending states, and commit to a meaningful update cadence. That gives customers a useful expectation without treating an initial reply as a completed fix.

How do I track whether my support team is meeting its SLA?

Use ticket-system reporting for the exact metrics and clock rules in the policy, then review results by channel and priority. Pair attainment and breach rates with volume, coverage, resolution outcomes, and customer feedback; a single overall percentage can hide a channel-specific backlog or a demand spike. Confirm that the system starts, pauses, and stops clocks on the events your written SLA names.

Zendesk and Salesforce both document SLA-related configuration or reporting concepts, but they are examples rather than endorsements: Zendesk SLA policies and Salesforce’s SLA and OLA explanation.

Frequently Asked Questions

Should an automatic acknowledgement count as a first response?

Only if that is what the published promise means. If customers expect a substantive agent reply, define first response to exclude an automated receipt notice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should a customer support SLA pause while waiting for the customer?

That is a policy choice. State whether customer-wait time pauses each metric, what event starts the pause, and what resumes the clock; apply the same rule in the ticket system.

Can one SLA cover every support channel?

It can, but a single target may obscure differences in channel expectations and staffing. Define covered channels and use distinct targets where service commitments or operating coverage differ.
