An AI agent can choose which action to request, but it should not decide whether that action is permitted. Enforce authorization in trusted execution code, an API gateway, a policy service, or the downstream system. Give the agent only the tools and access needed for its task, and require independent review before high-impact changes.
Why a prompt is not an authorization boundary
A system prompt can guide an agent’s behavior, but it cannot reliably constrain what the agent is capable of doing. The model may misunderstand instructions, and malicious content can influence it. That content need not come directly from the user: an email, file, or web page the agent processes can contain instructions intended to hijack its behavior. NIST describes this as agent hijacking, where untrusted data is used to steer an agent.

OWASP’s guidance is direct: “Implement authorization in downstream systems rather than relying on an LLM to decide if an action is allowed or not.” See the OWASP LLM06:2025 Excessive Agency guidance and NIST’s January 17, 2025 discussion of agent-hijacking evaluations.
Where to enforce an agent’s permissions
Keep policy separate from model reasoning. The model may propose an operation; a trusted component should check whether the actor may perform that exact operation on that resource, then allow or deny it. Apply the check at the tool execution boundary, API gateway, policy service, or downstream service—and make sure every request passes through it.

Use the initiating user’s identity and actual scope where possible, rather than a generic privileged service identity. A tool boundary can provide an early check, but downstream services should still enforce their own access controls. OWASP’s AI Agent Security Cheat Sheet and AI Exchange general controls describe authorization and complete mediation principles.
How to scope permissions to the task
Expose only necessary tools
Offer purpose-built operations instead of broad capabilities. If an agent only needs to write a particular file, a constrained file-writing tool is safer than a general shell. Do not expose tools unrelated to the task.

Separate operations and resources
Grant read and write access separately, and restrict access to the relevant user, resource, operation, and task. An agent that summarizes email needs message-reading access, not a send or delete function. An agent that queries a product table may need read access without permission to alter records.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Make grants temporary and explicit
Default to deny: grant only permissions explicitly needed for a defined task and resource set. Expire temporary access when the task ends, times out, or is cancelled, and support revocation. If the policy service cannot make a decision, fail closed rather than executing the requested action.

When an action needs separate approval
For destructive, financial, administrative, or externally visible operations, separate proposing an action from executing it. Require action-specific approval or an independent policy validation immediately before execution. The approval check should bind to the actor and exact operation and resource; a generic “confirmed” flag is not enough. Reject expired, invalid, or reused approvals. OWASP’s agent security guidance recommends validating approval at execution time.
Approval is an additional control, not a substitute for authorization. The execution component must still verify that the actor is permitted to perform the operation and that the approved action is the one being run.

What can go wrong when permissions are too broad
Email assistant with send access
An assistant that only needs to summarize messages may be given a mail plugin that can also send them. Malicious instructions embedded in an incoming email could steer the agent toward forwarding sensitive content. Remove the unnecessary send capability, use read-only authorization, and require user review for any sending function that remains. OWASP discusses this excessive-agency scenario in its LLM06:2025 guidance.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Cloud agent with broad administrative access
A vaguely phrased request combined with broad cloud permissions could lead an agent to grant excessive production access, leaving a lasting security weakness. Restrict configuration tools to the necessary scope and require explicit approval for security-relevant changes. OWASP’s Cornucopia Agentic AI scenario illustrates this risk.
Monitoring and standards do not replace enforcement
Log relevant actions, monitor for anomalies, and use rate limits and scope limits to help contain unwanted behavior and support investigation. These measures supplement preventive authorization; they cannot make a model prompt an access-control boundary.
NIST’s AI Agent Standards Initiative, updated August 14, 2026, describes ongoing work on voluntary guidelines, interoperable protocols, agent identity, and security evaluations. It is evidence of standards activity, not a finalized universal authorization standard that removes the need to enforce permissions in each system.
