OBS does not prescribe a universally best delay or retry count. Choose values for your situation, and avoid treating the delay as the interval for every attempt. The OBS Project explains: “The retry time will double on each retry to prevent overloading services.” OBS Studio Output Reference

What Retry Delay and Maximum Retries mean
Retry Delay is the starting wait
The number entered for Retry Delay is the initial wait before OBS tries to reconnect. OBS increases the wait by doubling it on each subsequent retry. The total recovery time therefore depends on the starting delay, the number of attempts, and how long each connection attempt takes; it cannot be calculated as one fixed delay multiplied by the retry count.
Maximum Retries sets the attempt limit
Maximum Retries limits how many reconnect attempts OBS makes. A value of zero disables reconnecting. A finite limit means OBS will stop retrying after it reaches that count, so check its status if the interruption persists.

Check the YouTube event as well
OBS reconnect settings control encoder retries; they do not control every part of YouTube’s broadcast state. In YouTube Live Control Room, verify the event’s stream key and stream URL, and inspect its auto-start and auto-stop options. YouTube says that when both options are enabled, streaming can be started or stopped from the encoder. The event’s existing configuration matters when OBS stops sending and later reconnects. If the underlying connection remains down, reconnect settings cannot repair it. They tell OBS when to try again; they do not restore an internet connection or guarantee broadcast continuity.
