Set an alert to page only when a defined condition signals customer or business impact that needs timely human action. Choose the metric threshold and duration from your service objectives, observed behavior, and impact tolerance; then attach an owner, severity, actionable response, backup coverage, and explicit escalation rules. There is no universal threshold or timeout that fits every service.
1. Start with impact, not a convenient metric
Map the critical features and user journeys the service supports, the dependencies they rely on, and the customer groups a failure could affect. Prefer signals that reveal meaningful changes in those journeys or in business outcomes. A metric crossing a line is not automatically an incident: the threshold should represent a condition worth investigating and should call for a response that matches its impact.

When selecting signals, consider feature criticality, latency, error behavior, dependency health, and discrepancies between client-side and server-side measurements. A server metric can appear healthy while users experience failures, or a noisy metric can move without a corresponding customer problem. How often a system fails also matters when deciding which conditions deserve monitoring.
AWS guidance provides useful design criteria, but its service examples are not universal operating standards. In particular, AWS Incident Detection and Response alarm criteria apply to workloads onboarded to that managed service.
#1 Best Overall
- Durable Construction: Compact, lightweight and durable design built to withstand the demanding realities of first responder environments including urban incidents and wildland fires
- Error-Proof Operation: Integrated button and speaker design for easy operation that keeps you focused on the emergency at hand
- Weather Resistant Design: Ingress protection IP66 and IP67 ratings allow for use in wet and dusty environments with intrinsically safe construction for hazardous conditions
- Enhanced Communication Features: 5-channel scan capability to minimize the risk of missed messages with customizable voice announcements and alert tones to fit your operational needs
- Complete Kit Included: Package includes pager, battery, and single unit charger with US-plug for immediate deployment and call readiness
2. Choose a threshold and duration that justify investigation
Use the service’s objectives, its observed metric behavior, and the amount of degradation the business can tolerate to choose a value. Choose a duration as well as a value: a brief fluctuation may not merit a page, while a sustained or rapidly worsening condition may. The appropriate duration depends on the signal and the impact of waiting.
AWS advises setting thresholds and durations so that every alarm requires investigation. That is a useful test for a paging policy: if responders routinely dismiss an alert as harmless, the threshold, duration, signal, or routing probably needs revision. The official guidance reviewed does not prescribe a universal percentage, error count, latency value, or timeout.

- Instant Wireless Alerts: Receive notifications from 40/60 CMU central monitoring units anywhere within the facility.
- Clear LCD Display: Identifies which resident or sensor triggered the alert for fast, accurate response.
- Remote Reset Function: Silences the alarm directly from the pager without needing to return to the CMU.
- Flexible Notification Options: Choose vibration or audible tone mode, with adjustable volume control.
- Alert Review Feature: Review previous alerts to support staff communication and incident tracking.
3. Define severity in terms of scope and urgency
Write definitions that explain both how much of the service or customer base is affected and how quickly someone must act. Avoid severity labels that rely on adjectives such as “high” without defining what they mean for your organization. AWS Incident Manager offers illustrative impact categories—not a mandatory standard—that distinguish examples such as:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Critical: a full application failure affecting most customers.
- High: an impact affecting a subset of customers.
- Partial impact: a customer-impacting failure that does not affect the whole service.
- Limited impact: intermittent failures with restricted scope.
- Urgent preventive action: action is needed before customers are affected.
Define the precise boundaries, response expectations, and routing for your own service. Reserve the most urgent page for significant customer or business impact that requires immediate operator attention, such as revenue loss or a degraded customer experience. A preventive issue may still require prompt work, but it is different from an active customer-impacting outage.

Seniors can easily call for help from the bedroom, bathroom, or living room, while caregivers and family members receive instant notifications—ensuring timely assistance and peace of mind
4. Make every alert actionable
An alert should tell the responder what condition occurred, who owns it, and what to do next. AWS Well-Architected OPS10-BP02 states: “Establishing a clear and defined process for each alert in your system is essential for effective and efficient incident management.” Include the following in the alert or its linked response plan:
- Meaning and owner: the affected service or feature, what the signal indicates, and the accountable team or role.
- First action: a concrete diagnostic step or safe mitigation, rather than a generic instruction to investigate.
- Runbook: the relevant procedure or knowledge base, including required permissions and communication routes.
- Severity and routing: the impact level and which responder or incident process receives it.
- Escalation: the conditions, roles, timing, and backup path if the first contact cannot respond.
Group related alarms when doing so reduces noise and leads to a more meaningful response. Automate repeatable actions where practical, but limit automation to steps that are understood, authorized, and safe for the affected workload. Missing response processes, unclear ownership, and alert overload are operational anti-patterns.

5. Specify escalation conditions, contacts, and timing
An escalation rule should answer who is engaged, in what order, through which channel, and what happens if a page goes unanswered. Name primary and backup responders; define an on-call schedule or equivalent coverage; and include relevant third-party contacts when a dependency or vendor may need to act. Set the acknowledgment window and escalation timeout according to the incident’s impact and the time available to respond, rather than copying an example interval.

For each severity, document the conditions that move the incident to the next level—for example, impact spreading, a mitigation failing, or an acknowledgment not arriving within the defined window. Assign a role at every stage, identify the communication channel, and state whether the next responder is contacted in parallel or after a timeout. Pre-approve safe mitigation actions and record vendor escalation details so that responders are not improvising authority or contact routes during an incident.

AWS’s onboarding questionnaire includes a ten-minute interval as an example field value, not a general recommendation. AWS Incident Detection and Response also states: “AWS Incident Detection and Response alarms must also engage your resolvers for the workload at the same time or prior to engagement.” That sequencing requirement belongs to its managed service; more generally, ensure the people expected to resolve the workload are engaged no later than any external incident-support process that depends on them.
6. Rehearse the path and improve it after incidents
Test whether alerts reach the intended primary and backup responders, whether they can access the runbook and permissions, and whether the escalation path works when a contact does not acknowledge. Use drills or game days to exercise roles, communications, and approved actions before a live incident.
After incidents and exercises, review whether each page corresponded to genuine impact, whether noise or flapping caused unnecessary engagement, whether a signal arrived too late, and whether the assigned responder could act. Update thresholds, durations, severity definitions, response plans, and runbooks based on what happened. Retune or remove alerts that do not support a useful response, and add signals that would have exposed material impact earlier.
