Agree on when and where it can be used, what it may be used for, how to protect sleep and other daily activities, and what to do if something online feels wrong. There is no single first-phone age or universal screen-time limit in the American Academy of Pediatrics’ current guidance: readiness and boundaries depend on the child, the family, and the role media plays in everyday life.
Decide whether a phone fits your child’s needs and readiness
Begin with the reason you are considering a phone. A need to reach your child after school, for example, does not automatically mean they need an internet-capable smartphone or every available app. The AAP’s first-phone guidance recommends weighing a child’s maturity and responsibility, impulse control, communication needs, and the support available from caregivers. It does not set one age that works for every child. The AAP’s first-phone guidance

- Can your child follow school and family rules about devices?
- Can they handle a phone carefully, communicate respectfully, and pause before sharing or responding?
- Will they ask a trusted adult for help when a message, image, or interaction makes them uncomfortable?
- Can the adults in the family set up the device and maintain the agreed boundaries?
If the main need is basic communication, consider whether a basic calling-and-texting phone, such as a flip phone, or a communication watch could meet it without full smartphone access. These are options to weigh, not devices endorsed by the AAP.

A daily minutes target alone cannot account for what a child is doing on a phone or what that use displaces. The AAP’s February 2026 digital-ecosystem guidance takes a broader view, including the individual child, media content and design, family context, and effects on sleep, learning, physical health, mood, and relationships. Its recommendations include a Family Media Plan and healthy habits modeled by adults. AAP policy statement, February 2026

Make the family’s priorities concrete. For instance, decide that phone use should not crowd out enough sleep, homework, physical activity, meals together, or face-to-face time. The AAP recommends making meals and bedtime phone-free times. A family can also agree that the phone charges overnight outside the bedroom if that is workable at home; this is one practical way to protect bedtime, not a universal AAP requirement. AAP tips for parents in the digital age
There is no universal first-phone screen-time number in this guidance. Instead of treating every minute alike, make rules that protect daily routines and account for the child’s needs and the kind of media involved.

Write a short family phone agreement
Turn the discussion into a few clear rules your child can explain back to you. A Family Media Plan can help make expectations consistent across family members and preserve time for screen-free activities. AAP first-phone guidance
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Phone-free places and times: Specify rules for meals and bedtime, plus any other times when your family expects attention to be on school, rest, or one another.
- School and homework: Clarify when the phone must be silenced, put away, or used only for an agreed task.
- People and communication: Agree on safe contacts and what respectful messaging looks like.
- Help-seeking: Make clear that your child can come to an adult if something online feels wrong, confusing, frightening, or pressuring.
- Privacy and purchases: Decide what information stays private, which downloads or purchases need permission, and what settings or activity a parent will review.
- Adult example: Agree that caregivers will follow the same phone-free expectations during shared family time where practical.
Keep the agreement simple enough to remember. Explain the reason behind each rule, and invite your child to say which situations may be difficult so you can plan for them together.

Set controls together and explain what they do
Use the time limits, contact restrictions, download and purchase approvals, and privacy options available on the phone and relevant services. The exact controls vary by device, operating system, and service, so check the current settings on the device you are configuring rather than assuming every phone offers the same features.
Set up the controls with your child when possible. Explain which limits protect sleep or keep use manageable, which contacts are permitted, and what information should remain private. Tell your child what you will check and why; controls work best as part of ongoing conversations, not as a substitute for them. The AAP recommends setting controls and privacy protections while talking with children about safe use. AAP first-phone guidance

Review the rules and adjust access as responsibility develops
Treat the first set of rules as a starting point, not a permanent contract. Check in regularly: ask what your child enjoys on the phone, what feels stressful, and whether phone use is interfering with sleep, activity, schoolwork, or relationships. The AAP’s first-phone article describes gradually allowing more independence as a child demonstrates responsibility. That can mean revisiting limits, permissions, and the amount of parental oversight as needs and behavior change. AAP first-phone guidance, updated June 3, 2026
If a rule is not working, identify the specific problem with your child—such as late-night use or difficulty putting the phone away—and adjust the routine or settings that address it. Keep the conversation open so your child knows that asking for help is safer than hiding a problem.
Questions to ask before choosing access
Use these questions to compare a basic communication device with a smartphone, and to decide how much independence is appropriate:
Quick Recap
- Access: Does your child need calling and texting, or a broader set of internet features?
- Readiness: Can they follow boundaries, manage impulses, and seek help?
- Routine impact: Can the proposed access fit around sleep, movement, homework, meals, and in-person connection?
- Family capacity: Can caregivers configure settings, keep boundaries consistent, and talk regularly about online experiences?
- Flexibility: Can you revise controls and permissions as the child’s needs and demonstrated responsibility change?
