How to Set Guardrails for AI Agents That Review Cloud Security Findings

Start cloud security review agents with evidence-linked, read-only recommendations. Add narrow permissions, tool limits, prompt-injection defenses, approvals, logging, and tests before considering remediation.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with a read-only agent that retrieves approved cloud security findings, summarizes them with links to their supporting evidence, and recommends next steps for a person to review. Do not give it write access just because remediation might be automated later. If you eventually let it change cloud state, treat that as a separate, higher-risk design: limit what it can do and require explicit human approval for consequential actions.

The key distinction is between what an agent can say and what it can actually do. Prompts and refusal behavior can guide the model, but enforceable identity, permissions, tool restrictions, approval gates, and monitoring must constrain its real access. This guide explains how to build those boundaries around a cloud-findings review workflow.

What a safe cloud-findings review agent should do

A review agent should help a security engineer understand findings faster without becoming an unreviewed administrator. In its initial form, it reads only authorized findings and relevant resource context, classifies or summarizes what it sees, cites the evidence it used, and proposes next steps. A human decides whether to investigate further or make a change.

This is a conservative starting boundary, not a claim that every finding or environment carries the same risk. A public-storage finding, an identity-policy finding, and a low-confidence alert can have different consequences. Threat-model the sources, tools, account boundaries, and operational impact in your own workflow before expanding access. AWS recommends threat modeling during system design because each agentic system has a distinct risk profile.

  • May produce: evidence-linked summaries, classifications, uncertainty notes, and recommendations for human review.
  • May not do initially: modify cloud resources, change permissions or security posture, delete resources, or share information externally.
  • Must escalate: missing or conflicting evidence, requests outside its authorized scope, and proposed actions not covered by policy.

AWS describes its least-autonomy level as “Scope 1: No agency”: the agent cannot directly execute environment changes and follows predefined workflows. Its “Scope 2” allows limited agency, with consequential actions requiring explicit human approval. These are AWS’s terms for its scoping framework; the practical lesson for any platform is to make the agent’s permitted actions explicit and to treat a move from reading to acting as a deliberate change in risk.

Why autonomy changes the risk

A conventional assistant can return a misleading answer. An agent can also plan a sequence of steps and invoke tools or APIs along the way. A mistaken interpretation—or an instruction hidden in content it reads—can therefore lead to an action, not merely a bad explanation. AWS notes that unintended actions can happen at machine speed.

That makes the authorization boundary especially important. A convincing explanation that an action is safe does not make it safe, and a model’s internal refusal is not a substitute for downstream access control. AWS calls for an agent’s own identity, secure credential handling, and least-privilege authorization enforced at the infrastructure level. Microsoft Security’s June 30, 2026 guidance puts the autonomy principle succinctly: “Apply least agency, not just least privilege.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Least privilege limits the resources an identity can access. Least agency limits the kinds of work the agent is allowed to perform in the first place. A review agent that can read a finding but has no remediation tool has a stronger boundary than one that has broad write permission and is merely instructed not to use it.

Choose the operating model before connecting tools

Write down the agent’s job and allowed behavior before configuring its tools or credentials. This turns vague assurances such as “it should only help with triage” into boundaries engineers can implement and test.

Review-only: the recommended initial scope

In review-only mode, connect only the authorized read paths needed to retrieve findings and their supporting context. The agent produces a result for a person; it does not execute the recommended remediation. Keep the output useful for review: identify the finding, show the evidence and its origin, distinguish observed facts from interpretation, and state what remains uncertain.

Limited action: a separate, approval-gated scope

If a later workflow permits changes, expose only the specific action tools needed for the approved use case. Require a person to approve consequential operations before execution. The approval must show the proposed operation and the scope it will affect, rather than asking someone to approve an opaque instruction such as “fix this issue.” AWS’s Scope 2 model and Microsoft’s recommendation for human approval of high-impact actions both support this separation.

Design choice Review-only Limited action
Cloud-state changes Not available to the agent; it returns recommendations. Only specifically exposed actions are possible.
Human oversight A person reviews the agent’s findings and recommendations. Require explicit approval for consequential actions before execution.
Best fit Initial triage and summarization. A narrowly defined workflow with tested permissions and approval controls.

This is a difference in authority, not just a difference in prompt wording. Do not move an agent from one column to the other by changing its instructions alone; review its identity, tool access, downstream permissions, approval path, and tests as part of the design change.

Give the agent a dedicated, narrowly scoped identity

Create a distinct non-human identity for the agent instead of reusing an administrator’s account or a person’s credentials. Grant read access only to the specific accounts, subscriptions, projects, finding stores, and metadata that the review workflow needs. Keep credentials in secure credential handling, scope tokens and tool authorizations, and enforce access in the cloud or downstream tool itself.

Make the identity’s boundaries match the actual task. If the agent reviews findings for one set of cloud accounts, its authorization should not silently extend to every account in an organization. If it needs resource context to explain a finding, grant only the necessary read operations rather than general access to unrelated data.

For workflows acting in a user’s context, do not let a broad standing agent identity exceed that person’s authority. Microsoft Learn identifies confused-deputy behavior as a risk and recommends on-behalf-of tokens and per-action authorization. In practical terms, verify both who initiated the request and whether that requester is allowed to access the target data or approve the action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep authorization outside the model. A system prompt can describe boundaries, but an underlying permission check should reject an unauthorized read or write even if the model asks for it. AWS’s security guidance explicitly calls for least-privilege authorization to be enforced at the infrastructure level.

Restrict tools, data paths, and agent memory

Expose a small, explicit set of tools. A review workflow generally needs read operations; if it does not need to remediate a finding, do not expose remediation tools at all. Separate read tools from write tools so that a later change in one workflow does not quietly expand authority in another. Bound query scope, data volume, and the operations each tool accepts.

Tool descriptions and versions deserve security review too. Agents may use tool metadata to decide what a tool does and when to call it. Microsoft’s June 30, 2026 guidance recommends reviewing tool descriptions and limiting tool access and autonomy. Treat a change to a tool’s description, implementation, or available parameters as a change that may affect agent behavior—not as harmless documentation maintenance.

If the agent keeps memory, isolate state across users and sessions, validate what is written to it, preserve provenance, and define retention. Otherwise, one user’s information might leak into another session, or untrusted content could poison remembered context. AWS identifies cross-session leakage and memory poisoning as risks when agent state is not isolated and secured.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Allowlist the finding sources and resource-context paths the agent can query.
  • Keep read and write operations distinct; omit write tools in a review-only deployment.
  • Limit query scope and volume to what the task requires.
  • Review tool descriptions and changes before deployment.
  • Isolate and validate memory, retain its provenance, and set a retention policy.

Assume finding content may contain prompt injection

Findings and related records are data, not trusted instructions. An attacker-controlled string can appear in a cloud resource name, tag, policy text, log, ticket, URL, or attached document. If the agent reads that content, it may encounter instructions aimed at changing its behavior or inducing it to call a tool.

NIST’s Center for AI Standards and Innovation describes agent hijacking as indirect prompt injection: an attacker inserts malicious instructions into data an agent may ingest, causing unintended, harmful actions. That risk is a reason to test hostile content paths; it is not evidence that every cloud finding is malicious.

Keep trusted instructions separate from retrieved data. Label and delimit untrusted fields so the agent can analyze them without treating them as authority. Retrieved text must not be able to alter system policy, grant access, or add tools. Before any tool call is executed, deterministic control code should check that the requested operation and parameters are allowed. In a review-only design, the strongest version of this check is that no state-changing tool is available to call.

Microsoft Learn recommends treating tool, retrieval, and agent outputs as untrusted and isolating instructions from data. This includes output passed from one tool or agent component to another: do not assume that content is safe just because it came through an internal workflow.

Put approval gates and stop conditions around action

The initial review workflow should have no environment-changing tools. If remediation is later enabled, define in advance which actions require approval. At a minimum, gate remediation, permission changes, resource deletion, security-posture changes, external data sharing, and other consequential operations. The approver should see the exact proposed operation and its relevant scope before deciding.

Approval is meaningful only when it is attached to the action that will run. Do not let an approval for one resource or operation silently authorize a broader action, a later tool call, or a different target. Enforce the approved scope in the execution path so that a modified request cannot exceed what the person reviewed.

Also define when the agent must stop rather than improvise. Escalate when evidence is missing or contradictory, a request concerns an out-of-scope resource, or a proposed operation is not covered by policy. Microsoft Learn also identifies runaway loops, cost, and resource exhaustion as agent risks; impose step, iteration, and budget limits so that an agent cannot repeat calls indefinitely.

  • Require approval for consequential operations, with the proposed operation and scope visible to the approver.
  • Reject calls that exceed the approved scope or the agent’s authorization.
  • Stop on ambiguity, missing evidence, out-of-scope requests, or uncovered actions.
  • Set limits on steps, iterations, and resource budgets.

Keep an audit trail that supports investigation

Retain a linked record of each agent session so an operator can reconstruct what happened. Useful fields include the agent identity and session, model and configuration version, inputs, retrieved evidence, tool calls and parameters, approval decisions, and final output. Preserve the relationship between the recommendation and the evidence that supports it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitor for behavior that differs from the approved workflow: unexpected endpoints, expanded parameters, unusual query patterns, repeated failures, or activity inconsistent with the task. Microsoft describes correlating MCP telemetry with behavior signals and using audit logs for investigation; AWS also lists behavioral monitoring among agent controls. Logs are most useful when operators can connect an observed action to its identity, request, evidence, and approval decision.

Decide who can access these records and how long they are retained. They may contain sensitive findings or resource metadata, so auditability should not create a new, broadly accessible copy of cloud security data.

Threat-model and test the complete workflow

Threat-model both ordinary application risks and risks specific to agents. Include the model, prompts, data sources, memory, tool descriptions, authorization checks, approval path, and downstream services. Keep prompts and configuration under version control as code artifacts, record the model and configuration used for each evaluation, and review production changes through the normal change process. AWS recommends threat modeling, versioning prompts, and recording evaluation results.

Test the actual workflow rather than relying on a general-purpose model benchmark. Build cases that exercise the paths the agent will use, including:

  • Ordinary findings with clear supporting evidence, to check that the agent summarizes and cites them as intended.
  • Malformed, incomplete, or conflicting evidence, to confirm that it reports uncertainty or stops instead of inventing missing facts.
  • Instructions embedded in finding text or retrieved documents, to verify that content remains data and cannot change policy or cause an unauthorized call.
  • Requests for data outside the agent’s authorized accounts, projects, or finding sources.
  • Changes to tool descriptions or available parameters, to catch unexpected effects on tool selection.
  • Attempts to invoke write tools, including when the request is phrased as urgent or is embedded in retrieved content.
  • Cross-session memory access and attempts to introduce untrusted content into memory.
  • Loops, excessive steps, or resource use, to verify that configured limits stop the workflow.

Repeat the relevant tests after changes to tools, permissions, prompts, models, or data sources. A passing evaluation describes behavior for the tested setup; it does not establish that all future versions or attack paths are safe.

NIST’s January 2025 CAISI evaluation blog reports a 57% average success rate across five injection tasks in the specific evaluation setup it describes. That figure is not a general success rate for agents, deployments, or attacks. Its value here is as a reminder to test injection resistance against concrete tasks and configurations rather than assume a prompt or filter makes the workflow safe.

Use content inspection as one layer, not the authorization boundary

Content inspection can help detect or filter risky prompts and responses, but it does not determine what the agent is authorized to do. AWS describes Bedrock Guardrails as inspecting prompts and responses, while separately calling for infrastructure-enforced least privilege. Those are complementary controls: content checks can be one layer, but permissions, approval, and downstream policy checks must limit the actions that can actually execute.

For teams already using the relevant platforms, AWS materials describe AgentCore, IAM, and Bedrock Guardrails; Microsoft materials describe Entra Agent ID, Purview DLP, Prompt Shields, and Sentinel. These are implementation examples, not a comparative assessment or a substitute for designing the workflow’s actual boundaries. Verify current capabilities and configuration details with the provider before relying on them, because vendor services and guidance can change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical rollout sequence

Keep the first deployment narrow, observable, and reversible. Expand authority only when the use case, controls, and evaluation results justify it.

  1. Define the task. Specify which findings the agent reviews, what evidence it may retrieve, what the output must contain, and which cases it must escalate.
  2. Provision a separate identity. Grant only the required read permissions for the approved accounts, projects, subscriptions, and finding sources. Store credentials securely and enforce access in the underlying services.
  3. Expose only necessary tools. Start with approved read paths; leave remediation and other write tools unavailable. Bound query scope and data volume.
  4. Protect the data path. Label retrieved content as untrusted, separate it from trusted instructions, and validate tool calls in deterministic control code.
  5. Evaluate before production. Test ordinary, malformed, conflicting, and adversarial inputs, along with unauthorized requests, memory boundaries, and resource limits. Record the tested model and configuration.
  6. Monitor the rollout. Log identities, evidence, calls, parameters, approvals, and outputs. Investigate unexpected access, unusual patterns, and repeated failures.
  7. Review before expanding authority. Treat any addition of write tools or broader permissions as a new risk decision. Define action-specific approvals, stop conditions, limits, and tests before enabling it.

The rollout should make it possible to answer two questions for each session: “What evidence did the agent use?” and “What could it actually do?” If either answer is unclear, the workflow needs a tighter audit trail or a narrower authority boundary before its autonomy expands.
