Use one control to cap active streams or jobs and another to limit how quickly requests start. For transient throttling, use bounded exponential backoff with jitter and a finite retry budget, then increase concurrency gradually. The exact limits, retry schedule, and retryable errors depend on the provider and SDK.
Why concurrency and request rate need separate limits
Concurrency is the number of requests, streams, or jobs active at once. Request rate is how quickly new operations begin, typically expressed as requests per second or minute. A service can impose both limits, and satisfying one does not guarantee that you satisfy the other.

For example, a worker pool or semaphore can cap the number of in-flight jobs or streams, while a separate rate limiter controls request starts. This is an implementation pattern inferred from the separate quota dimensions vendors publish, not a prescribed architecture. Track distinct operations separately when the API treats job creation, streaming, and result polling as different requests.
Identify the speech-to-text request mode
Choose limits for the operation your application actually uses. Google Cloud Speech-to-Text distinguishes synchronous recognition, long-running asynchronous recognition, and streaming: synchronous calls block for a result, asynchronous recognition starts a long-running operation that can be polled, and streaming uses a bidirectional gRPC flow. These modes have different lifecycles and quota implications. See Google Cloud’s request overview.

- Real-time streaming: Limit active sessions and the rate at which new sessions open. Account for session duration and reconnect behavior.
- Short synchronous audio: Limit simultaneous calls and request starts; calls block while recognition runs.
- Asynchronous or batch jobs: Limit job submissions separately from polling and result retrieval where the service exposes them as separate operations.
Check the quota for the exact provider and operation
Quota scope and units differ, so the figures below are examples from official documentation accessed on October 4, 2026—not production defaults or guaranteed limits. Verify the current quota for your account, region, endpoint, operation, and tier before configuring a limiter.

These examples are not directly comparable safe settings: they cover different modes, units, scopes, and service limits. Reserve headroom rather than running exactly at a documented ceiling, especially when other applications share the same project, resource, or account. Google explicitly notes that its project quota is shared across applications and IP addresses.

Set an in-flight cap and a request-start rate
- Record the quota dimensions. For each operation, note the unit (sessions, jobs, requests, or transactions), scope (such as project or account), region, endpoint, tier, and whether the quota is adjustable.
- Set separate controls. Use a semaphore or worker pool for active streams or jobs, and a rate limiter for new requests. Keep separate limits for operations with distinct quotas, such as stream creation, job submission, and polling.
- Start below the documented ceiling. Leave operational headroom for retries, traffic variation, and other clients sharing the quota. There is no evidence-based universal percentage or concurrency value that fits every speech API.
- Increase gradually while observing behavior. Watch throttling responses and provider metrics as you raise load; avoid suddenly opening many streams or submitting a large burst of jobs.
Use bounded backoff for transient throttling
When a request fails with a transient throttling or capacity error, pause before retrying rather than immediately sending it again. Exponential backoff increases the delay between successive attempts; jitter varies the delay so many clients are less likely to retry in lockstep. Keep retries bounded by a finite attempt or time budget so a failing workload cannot retry indefinitely.

Amazon Transcribe specifically advises: “To resolve this error, retry with exponential backoff and gradually increase your number of concurrent streams.” Amazon Transcribe streaming guidance. Azure advises graceful retry handling for 429 responses: “As a best practice, every implementation should gracefully handle 429 errors with retry logic to ensure best performance and to handle autoscaling.” Azure quotas and limits.

Those recommendations support the approach, but they do not establish a universal delay schedule, jitter formula, retry ceiling, or rule for handling a Retry-After header. Check the selected API and SDK’s current guidance for those details, as well as which errors are retryable. Confirm that repeating an operation is safe for your workload before retrying it; whether and how to make a submission idempotent is provider- and implementation-specific.
Separate retryable failures from hard limits
Backoff helps with transient throttling; it does not resolve invalid input, authorization failures, or a hard service limit. Classify errors before retrying instead of applying the same loop to every failure. Amazon Transcribe documents maximum session duration as a hard limit: to continue, the client needs a new streaming session, not repeated retries of the expired one. See its streaming guidance.

Monitor before changing quotas
Use provider metrics and observed responses to determine whether the bottleneck is concurrency, request-start rate, or another limit. Azure recommends checking transactions per second or tokens per minute and confirming an increase is needed. Google and AWS also provide quota-adjustment processes in their quota references. A quota increase does not remove the need to respect operation-specific rate limits or to handle throttling responses.

- Measure active streams or jobs separately from new requests per second or minute.
- Track throttling and other error responses by operation and region.
- For asynchronous work, distinguish job submissions from polling traffic.
- Account for other applications sharing the same quota scope.
