Set a response-time promise only after you define what counts as a response, which channels and priorities it covers, and whether the clock runs during business or calendar hours. Then publish the target with its hours and time zone, distinguish it from the time needed to solve a customer’s problem, and track whether the team meets it.
There is no universal response-time target established by the sources cited here. A promise is useful only if customers can understand it and your team can reliably deliver it.

What a response-time expectation should—and should not—promise
A service-level agreement (SLA) is a policy that specifies and measures support response and resolution times. Zendesk’s documentation, edited April 1, 2026, describes SLA targets that can vary by ticket priority and include first response, resolution, and agent handling time.

Zendesk defines first reply time as the period between ticket creation and an agent’s first public comment. That reply can acknowledge a request or explain the next step; it does not mean the underlying issue is fixed. State clearly whether your public promise concerns the first human reply, a progress update, or a completed resolution.

Define what counts as the first response
Decide whether an automatic receipt, chatbot message, or other automated acknowledgment satisfies the target. If customers are waiting for a person to review their issue, label the commitment as a human response and do not let an automated receipt imply that a person has acted. Record the event your team will measure—for example, the first public agent reply—so the published language and internal reporting use the same boundary.
Keep response and resolution targets separate
Use separate measures when you want to promise both an initial reply and a fix. A first-response target is generally more directly controlled by the support queue; resolution can depend on investigation, customer information, or another team. If resolution timing is uncertain, promise a progress update rather than suggesting the issue will necessarily be solved by the first-response deadline.
Choose a target your operation can deliver
Start with the service you can consistently provide, not with an attractive number copied from another company. Zendesk offers 24 hours for email and online-form requests and 60 minutes for social-media requests as examples of possible first-reply targets. Those are vendor examples, not universal customer-service benchmarks. Intercom’s own support policy says it will attempt to respond to email and Messenger questions within one business day; that is a company-specific commitment, not an industry standard.

Set a target for each meaningful combination of channel, urgency, clock, and outcome. A single figure can conceal very different queues and operating conditions.
- Channel: distinguish email and web forms from social media, messaging, and phone. Zendesk notes that phone service can be measured by speed of answer, while tickets and messaging can use first-response measures.
- Priority: urgent issues may warrant a different response target from routine questions. If priority affects the target, make the applicable scope clear to agents and customers.
- Clock: choose business hours or calendar hours. Business-hour targets depend on defined operating hours; calendar-hour targets do not pause simply because the support team is closed.
- Outcome: say whether the target is for a first response, an update, or resolution. Do not use one metric to imply another.
Before publishing, compare the proposed window with the hours when the team is staffed and the workload it must handle. A target that depends on unstaffed coverage or consistently missed deadlines is not a dependable customer promise.
Specify the measurement rules before announcing the promise
Customers should not have to guess when the clock starts or stops. Agents and reporting tools also need one consistent definition, or the team may appear to meet a target that customers do not believe it met.

Set the clock and service hours
Choose business hours or calendar hours, then write down the days, start and end times, holidays or closures, and time zone that apply. Zendesk documentation explains that an SLA target can use calendar hours or business hours, but not both. A business-hours target pauses outside the configured hours and resumes when those hours begin. If your support schedule crosses time zones, state which zone governs and make that basis visible wherever the promise appears.
Set the start and qualifying event
Define when a request enters the measurement period—for example, when a ticket is created—and what event ends the first-response timer. Specify whether the qualifying reply must be public and from an agent, and whether an automatic confirmation counts. Apply those rules consistently across the customer-facing policy, agent guidance, and reports.
Decide what is in scope
List the channels and request types covered, and clarify whether different priorities have different windows. If a channel or issue type is outside the promise, identify that boundary plainly rather than allowing customers to assume the target applies everywhere.
Publish a short, specific commitment
Put the response window where customers choose a contact channel or submit a request, and repeat it in the acknowledgement or confirmation if useful. Keep the customer-facing sentence concise; put detailed clock rules in an accessible policy or help page.
A practical template is: “We aim to send a human first response within [window] during [days and hours, time zone]. We’ll update you if investigation takes longer.” Fill in the brackets only after selecting a deliverable target and defining the clock. If the commitment applies only to certain channels or priorities, name that scope alongside the window.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse “aim to” only if that accurately describes the commitment your organization makes. Whatever wording you choose, avoid implying that an initial reply guarantees resolution. If you cannot yet offer a dependable response window, explain when support is staffed and when customers can expect the next update instead of publishing an unsupported deadline.

Make the promise operational for the support team
A published target becomes credible when agents can see what is due and know what to do if work will take longer. Align internal instructions with the same definitions customers see.
- Show the applicable first-response target by channel and priority in the team’s queue or reporting view.
- Give agents a clear escalation path for approaching or missed targets, including who handles urgent cases.
- When the issue needs investigation beyond the initial reply, tell the customer what is happening and when they should expect another update. Do not substitute a progress message for a resolution unless the customer-facing commitment is explicitly an update target.
- Keep the acknowledgement, public policy, internal workflow, and reporting definition consistent. A mismatch—for example, an automatic receipt that appears to satisfy a human-response promise—undermines the meaning of the target.
Monitor performance and revise the target
Track first-response performance against the published target separately for each channel. Zendesk recommends monitoring first reply time by channel and reviewing customer feedback, including CSAT ratings and comments. Looking at both helps distinguish a timely acknowledgement from a support experience that actually serves customers.
Review target attainment alongside feedback
Use the same start event, qualifying response, service hours, and channel definitions used in the policy. Review whether the team meets the target and read customer feedback for signs that the response felt late, unhelpful, or misleading. A fast first reply does not establish that the issue was solved; keep resolution outcomes separate when evaluating the service.
Adjust the promise when conditions change
If staffing, channel volume, operating hours, or customer feedback changes, reassess whether the target remains deliverable and understandable. If you change a window or its scope, update the customer-facing policy and the internal measurement rules together. Do not quietly keep displaying a target that the team’s actual coverage can no longer support.

Is there a standard customer support response time?
The cited Zendesk and Intercom materials do not establish a universal standard. Zendesk’s example windows and Intercom’s published policy describe particular examples, not a requirement that every organization should adopt.
Can an automatic confirmation count as a response?
Only if your policy explicitly defines it that way. If the commitment is for a human first response, an automatic receipt should not be presented as though an agent has reviewed the request.

What should we tell a customer if we need more time?
Send a clear progress update and give the customer a next-update expectation your team can meet. That keeps the customer informed without implying that the first-response target is also a resolution deadline.
How should phone response time be measured?
Phone service can use speed of answer rather than a ticket-style first-reply measure. Define the relevant phone metric separately from messaging or ticket targets so customers and agents know what the number represents.
