To pass along a voice message received in the iPhone Messages app, save it to Voice Memos and share the recording. In Apple’s guide, Messages calls this an “audio message.” Apple documents saving and sharing it this way; direct forwarding may appear in some Messages interfaces, but Apple’s general forwarding instructions are specifically for text messages.
Save the audio message to Voice Memos

Open Messages and the conversation containing the audio message.

Touch and hold the audio message, then tap Save to Voice Memos. If the message may expire, save it promptly.

Share the saved recording

Open Voice Memos and find the saved recording.

Tap the recording’s More Actions button, then tap Share.

Choose a destination, such as Messages, AirDrop, or Mail, select or enter the recipient, and send.

Apple describes both a rendered option that creates a single .m4a audio file and an editable option for recipients with compatible devices and software updates. For a straightforward pass-along, the rendered file is the simple choice. It is a shared recording, not the original Messages audio bubble. Can you forward the audio message directly in Messages?
Use a direct-forward control if it appears when you touch and hold the audio message in your version of Messages. Apple’s general forwarding instructions describe selecting and forwarding text messages; they do not establish that the same control is available for audio messages on every iOS version. If you do not see a forwarding option for the audio message, use the Voice Memos method above.

Keep an audio message from expiring
Apple says an audio message is deleted from the sender’s conversation on that sender’s iPhone two minutes after sending or listening unless the sender taps Keep. As the recipient, you can play a received message later, but need to tap Keep within two minutes after listening to save it in the conversation. Saving it to Voice Memos gives you a separate recording to share.
To keep audio messages by default, go to Settings > Apps > Messages > Expire under Audio Messages, then choose Never. This changes the audio-message expiration setting; you can also save an individual message to Voice Memos.
