Secure remote access by removing direct public access to HMIs and other control-system devices, separating operational technology (OT) from business networks, and routing approved connections through a monitored, restricted access point. Require multifactor authentication (MFA), limit each account to its job, log sessions, and prepare operators to respond if access is misused or unavailable. The design must fit the plant’s control architecture, vendor requirements, safety procedures, and operating needs.

What a secure remote-access design needs to do

Remote access lets authorized employees, integrators, or vendors support a treatment system without being physically at the plant. But a connection that can reach a human-machine interface (HMI), supervisory control and data acquisition (SCADA) system, engineering workstation, or other OT asset can also create a path into systems that affect plant operations.

U.S. guidance from CISA and EPA favors reducing internet exposure, separating control networks from business networks, requiring MFA for remote OT access, and using monitored intermediaries such as a jump host or bastion. These are design principles, not a single topology that suits every facility. Plant operators, OT engineers, security staff, and relevant vendors should assess how access works in the specific environment and what safe operation requires if a connection fails.

Choose an access path that limits reach

A useful design review starts with the path a remote user takes and the assets that user can reach. The following comparison reflects the controls described in CISA and EPA water-sector guidance; it is not a product ranking.

Approach What it means Security consideration
Direct public access to an HMI or control device The control asset itself is reachable from the public internet. Avoid this exposure where possible. CISA and EPA warn about internet-exposed HMIs; do not treat an internet-facing control device as a secure remote-access design.
VPN without additional controls A remote user connects through a virtual private network, but the reachable assets and controls depend on the rest of the design. A VPN can be one layer, but it does not make an exposed or compromised endpoint safe. Keep it current, secure connecting devices, and restrict what authenticated users can reach.
Monitored jump host or bastion at a controlled OT boundary A user connects to a secured intermediary, then reaches only approved OT assets through controlled network paths. CISA’s June 4, 2025 Internet Exposure Reduction Guidance says to “Use a jump host to provide secure, monitored access.” Pair the intermediary with segmentation, MFA, limited permissions, and session logging.

When evaluating a proposed design, ask whether it prevents direct public access; separates business IT, remote-access infrastructure, and control networks; supports individual accounts and MFA; allows approval, time limits, and review of sessions; and remains workable for safe operations if a gateway, identity service, or external connection fails. Also confirm that the equipment is supported, patchable, and compatible with the control-system vendor’s requirements and the utility’s change windows.

Implement remote access in a controlled sequence

1. Map assets, users, and dependencies

Inventory the OT and IT components involved in remote operations. Include HMIs, SCADA components, engineering workstations, gateways, firewalls, identity systems, vendor tools, and the connections between business and control networks. Record configurations and software or firmware versions so the utility can identify what is present and what needs maintenance.

For each remote path, document who uses it, why it is needed, which systems it can reach, and what operational consequences could follow if the path is unavailable or abused. Review the map with plant operators and the vendors responsible for the affected control systems; a technically possible change is not automatically safe for the process.

2. Remove unnecessary exposure and restrict network paths

Do not expose HMIs or other control-system devices directly to the public internet. Place OT behind firewalls and separate it from business networks. Where remote access is required, route it through a secured, monitored intermediary—such as a jump host or bastion—at a carefully designed OT boundary or demilitarized zone (DMZ).

  • Permit only the network traffic needed for an approved task.
  • Restrict which network locations or source IP addresses may connect where the design supports it.
  • Remove unused remote services and ports.
  • Review the complete path, including the remote device, VPN if used, gateway, identity service, and destination asset.

VPN access is not a substitute for segmentation or endpoint security. CISA’s WeOS 5 advisory offers general mitigation language about firewalls, separation from business networks, keeping required VPNs current, and considering the security of connected devices; it is not a recommendation that this vendor’s product is suitable for a water utility.

3. Establish identity, MFA, and approval controls

Require MFA for remote access to OT. EPA’s Guidance on Improving Cybersecurity at Drinking Water and Wastewater Systems states: “At a minimum, MFA should be used for remote access to the OT network.” Where the relevant systems support it and it fits operational requirements, consider phishing-resistant methods such as FIDO authentication or hardware-based public-key infrastructure (PKI).

Use named accounts rather than shared identities where feasible, and assign role-based permissions that give each person only the access needed for their work. Remove accounts that are no longer required and periodically review permissions. Before adopting an MFA method, verify that it works with the utility’s identity provider, remote-access gateway, control-system environment, and operating procedures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document an approval process for employee, integrator, and vendor access. Define when access is permitted and how it is time-limited. Decide how emergency or “break-glass” access is authorized, monitored, and reviewed after use; an emergency process should not become an untracked permanent exception.

4. Log activity and maintain the access path

Log remote logins and failed attempts, especially for HMIs and jump hosts. CISA and EPA’s December 13, 2024 fact sheet, Internet-Exposed HMIs Pose Cybersecurity Risks to Water and Wastewater Systems, advises: “Log remote logins to HMIs; be aware of failed attempts and unusual times.” Review logs for unexpected source locations, repeated failures, unusual access times, or activity inconsistent with a user’s role. Monitor inbound and outbound network traffic for anomalies as well.

  • Gigabit Ethernet Ports – Multiple LAN/WAN ports provide flexible and secure wired networking options for critical applications.
  • Advanced Security & VPN Support – Features OpenVPN, IPsec, WireGuard, and firewall protection to secure your data and network.

Maintain the components that enable remote access, including internet-facing systems and remote-access equipment. Apply patches through a risk-informed change-management process; where practical and operationally safe, test changes in a representative environment first. Change default passwords, follow product-specific hardening guidance from vendors, and replace hardware or software that no longer receives security support.

5. Prepare for loss or misuse of access

Include remote-access misuse in incident response and recovery plans. Exercise how staff will identify a suspicious session, suspend or disable access, notify the appropriate responders, and continue safe plant operations. Maintain recoverable backups of OT and IT systems, and verify that restoration procedures work rather than assuming backups are usable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Train personnel to recognize social engineering and report suspicious access. CISA, EPA, and FBI’s February 21, 2024 water-sector actions also identify asset inventory, incident response, backups, vulnerability reduction, and training as priorities. Have OT operators and process-safety owners review network or control changes before implementation, including changes intended to improve security.

Use a site-specific review before changing the design

There is no universally appropriate remote-access product or topology for every water treatment system in the public guidance cited here. A local review should confirm that the design:

  • Limits remote users to approved assets and tasks rather than granting broad network reach.
  • Separates remote-access infrastructure, business IT, and OT through clearly controlled paths.
  • Supports MFA and role-appropriate individual accounts.
  • Provides a way to approve, time-limit, log, and review employee and vendor sessions.
  • Preserves safe operations when remote access, an identity service, a gateway, or an external connection is unavailable.
  • Can be maintained within vendor support requirements and operational change windows.

The recommendations above reflect U.S. government guidance, including CISA, EPA, FBI, and MS-ISAC materials. They do not replace a site-specific OT architecture review, process-safety analysis, vendor instructions, or regulatory assessment, and following them cannot guarantee that an intrusion will be prevented.
