How to Choose Between Building an AI System and Buying One

A practical guide to choosing between an AI product and a custom system—starting with the user need and weighing integration, skills, governance, and long-term ownership.

Start with the user need, not the technology: first decide whether AI is appropriate, then test whether an existing product can meet the need in your real service. Buy when a mature product fits and can be integrated; build or customize when the need is distinctive and your organization can operate the result over time. Often, the practical answer is a mix: buy a common capability and build the workflow or controls that make it fit.

Start by defining the problem—not by choosing a model

Write down the outcome the system should deliver, who will use it, and what would count as a useful result. Then ask the UK government guidance’s first question: “Is AI the right technology for my challenge?” A simpler process change, conventional software, or human-led service may meet the need with less complexity. Do not treat an AI system as the goal in itself.

If AI is appropriate, describe the service around it: inputs, decisions or outputs, users, review points, and what happens when the system is uncertain or unavailable. This gives you a practical basis for comparing a product with a custom solution. The UK guidance says the choice may be to “build, buy or reuse (or combine these approaches)” and depends on several considerations.

When buying is the better starting point

Buying is most plausible when the need is common, commercial products are mature enough for it, and a product can meet your requirements without unacceptable compromises. A ready-made system can reduce the amount of development your team owns, but it is not automatically a complete solution: configuration, integration, service design, oversight, and ongoing supplier management still matter.

  • The use case is common: several established products appear to address the same job, and their capabilities can be evaluated against your requirements.
  • The fit is adequate: the product works with your data, users, and existing processes, or can be configured without turning the purchase into a major custom-development project.
  • The supplier can meet your obligations: its documentation, transparency, evaluation evidence, security terms, and support for accountability are adequate for the use and data involved.
  • Your organization does not need to own the underlying capability: the value lies in using the service, not in developing a unique model or maintaining one internally.

Buying still requires a clear view of what the supplier provides and what your organization remains responsible for. Establish who evaluates outputs, handles failures, monitors changes, and answers for decisions made in the service.

When building or customizing is more plausible

Building becomes more compelling when the user need, data requirements, workflow, or constraints are distinctive and available products cannot meet them adequately. “Build” can mean developing a system from scratch, adapting an existing platform, or customizing a model or application; those choices carry different levels of effort and responsibility.

A custom system is only a credible option if the organization can resource its full lifecycle. The UK guidance and NIST materials emphasize relevant skills and capacity to develop, evaluate, secure, operate, and maintain AI systems. Consider whether you can sustain that work—not just deliver an initial prototype—alongside the rest of your responsibilities.

  • Identify the capabilities and specialist roles needed for development, evaluation, security, deployment, and ongoing maintenance.
  • Account for the operational burden of monitoring performance and responding to defects, changing needs, or supplier and platform changes.
  • Confirm that you can document the system and retain enough knowledge to manage it through staff or technology transitions.
  • Do not assume that owning more of the technology gives you better outcomes; compare the custom option with products using the same requirements and time horizon.

Compare the options across the whole service

Assess a product, a custom system, and any reuse or hybrid option against the same use case and time period. An off-the-shelf component may still need substantial work to fit into an end-to-end service, while a custom system may depend on external models, platforms, or infrastructure.

Decision area Questions to ask
User and strategic fit Does the option solve a common need, or does the workflow genuinely distinguish your service?
Product maturity Is there a commercial option that already meets the requirements, and how well can its capabilities be evaluated?
Integration What work is required to connect it to existing systems, data, users, and the rest of the service?
Data and governance What data will be used or generated? How sensitive is it? What accountability, evaluation, and oversight are needed?
Skills and operations Can your organization build or configure, evaluate, secure, operate, and maintain the option?
Lifecycle cost and time Compare purchase or development, customization, integration, staffing, security, operation, and maintenance over a consistent scope and time horizon.
Supplier evidence and exit What documentation, transparency, evaluation access, knowledge transfer, continuing oversight, and transition provisions do you need?

There is no universal break-even figure that establishes whether building or buying costs less. A fair comparison includes more than a purchase price or initial development estimate: scope the integration and operational work for each option, and use the same assumptions and time horizon. Actual costs and terms vary by workload, supplier, organization, and jurisdiction.

Check data, suppliers, and accountability before committing

Procurement is part of the technical decision. Before selecting a supplier or authorizing custom development, clarify the system’s intended use, the data it will handle, and how your organization will test and oversee it. The required diligence should reflect the sensitivity of the data and the consequences of an error.

Consider a hybrid approach

Build versus buy is not always an all-or-nothing decision. You can purchase or reuse a common model or platform while creating the distinctive workflow, integrations, data controls, or user experience around it. This can avoid building a capability that already exists while preserving control over the parts that make your service different.

Draw the system as components and decide which ones are common and which are specific to your organization. For each component, ask whether you can reuse an existing option, buy it, or justify building it. Check that the resulting boundaries still allow effective evaluation, security, accountability, and maintenance. UK guidance explicitly includes combining approaches; Gartner also describes AI being delivered through existing applications, packaged software, and enterprise-crafted solutions.

What adoption figures can—and cannot—tell you

Survey results show that organizations use more than one sourcing route, but they do not tell an individual organization which route is best. In a 2024 UK Department for Science, Innovation and Technology survey of businesses, 21% reported developing machine learning in-house and 49% adopting it through external software or ready-to-use systems. In a separate 2023 UK survey, one fifth of respondents said AI procurement and operating costs had significantly affected the company’s ability to meet its business goals in the previous 12 months.

An IDC European Public Sector AI Procurement Survey conducted in March 2024 (N=330) reported in an October 2024 Microsoft-sponsored white paper that generative-AI sourcing was 39% SaaS or prebuilt software, 30% platform-as-a-service (PaaS) to build applications, and 30% PaaS or infrastructure-as-a-service (IaaS) to develop and train custom models. The rounded figures describe that survey’s European public-sector respondents; the report’s Microsoft sponsorship is relevant context. These figures have different populations and should not be combined into one market estimate or treated as a forecast for your organization.

Make the decision in sequence

  1. Specify the user outcome. Define the need, users, success criteria, and consequences of failure; assess whether AI is an appropriate way to address it.
  2. Map requirements. Record workflow, data, integration, governance, security, and operational needs before comparing products or development options.
  3. Check the market and reuse options. Identify whether mature commercial or reusable components meet the requirements, and note where they do not.
  4. Compare ownership and fit. Assess integration effort and supplier evidence for buying; assess skills, lifecycle operations, and maintenance capacity for building or customizing.
  5. Scope the whole-life comparison. Use the same service scope and time horizon for purchase, development, customization, integration, staffing, security, operation, and maintenance.
  6. Decide component by component. Choose build, buy, reuse, or a combination, then define evaluation, accountability, documentation, knowledge transfer, and ongoing oversight before committing.

Revisit the choice if requirements, product maturity, supplier terms, or your organization’s capacity changes. A sound decision is not simply the option with the lowest initial price; it is the one that can meet the user need and be governed and sustained in the actual service.
