They combine access decisions with electronic credentials, management software, communications and often network connections, so a cyber weakness can affect both information systems and physical operations. NIST’s September 21, 2026 initial public draft of SP 800-82 Rev. 4 explicitly includes PACS as an example of OT. The available guidance supports practical risk controls, but it does not establish that PACS incidents are increasing at a particular rate.
Why physical access control is a cybersecurity concern
NIST defines PACS as an electronic system that determines whether people or vehicles may enter a protected area through authentication and authorization at access control points. A connected door system can therefore include more than readers and locks: it may depend on credentials, control panels, management interfaces, servers, network links, cloud services and vendor access.

NIST’s September 2026 initial public draft says OT encompasses programmable systems or devices that interact with the physical environment, or manage devices that do. It identifies availability, performance and safety as important OT security considerations. That makes PACS a cyber-physical system: security changes need to protect the system without disrupting the facility’s access and safety needs.
The draft is not a final standard. NIST published it on September 21, 2026, and the public comment deadline is November 30, 2026. Treat it as draft guidance, not a binding requirement. CISA’s materials likewise include recommendations and sector-specific guidance; obligations depend on the organization’s jurisdiction, sector, contracts and other applicable rules.

What are the cybersecurity risks of a physical access control system?
Unnecessary network reachability
A management server, panel or other control-system device may be reachable from networks or services that do not need access to it. CISA advises minimizing network exposure for control-system devices and cautions against exposing them directly to the internet. The right boundary depends on the facility’s architecture; first identify which components need network access and why.
Remote administration paths
Administrators and integrators may have remote paths into a PACS. CISA warns that misconfigured remote access creates risk to networks, and its control-system guidance emphasizes defining permitted remote access, user responsibilities and rules. An undocumented or overly broad vendor connection can make it difficult to know who can reach the system or whether that access remains necessary.

Weak or outdated account controls
Default passwords, excessive privileges and accounts left active after a role change or departure can create avoidable access risks. CISA recommends changing default passwords where possible, restricting access to cyber assets and maintaining access control. Its CFATS material is specific to chemical facilities; it is an example of control guidance, not a universal legal requirement for every organization.
Limited visibility and poorly defined boundaries
Without an asset inventory, clear network boundaries and useful monitoring, teams may have difficulty identifying PACS components, dependencies or unusual activity. CISA identifies network segregation or segmentation as a network-integrity protection. NIST’s September 2026 draft expands OT guidance on asset management, network monitoring and detection, system-management protection and zero-trust principles.

- Security: The electromagnetic lock provides reliable access control security, preventing unauthorized entry.
- Convenience: The remote access control system allows authorized personnel to conveniently unlock the door remotely, for example, using a remote control.
- Flexibility: The electromagnetic lock can release immediately upon receiving the unlock signalled, allowing for quick access.
- Automation: The electromagnetic lock can be integrated into an automatic access control system, streamlining the entry and exit process.Multiple authorization methods: Access control systems typically support various authorization methods, such as passwords, card access, and fingerprint recognition, offering a range of access management options.
- Practicality: The electromagnetic lock is easy to install, requires minimal space, and is suitable for various access control scenarios.
Physical tampering and communications-line access
Cybersecurity planning does not replace physical protection. CISA’s control catalog addresses securing and inventorying access devices, including keys, locks, combinations and card readers, and protecting or inspecting communications lines for signs of tampering. A device or line that is physically accessible may undermine controls applied elsewhere in the network.

- Inventory: Which servers, panels, readers, management interfaces, cloud connections, vendor links and other dependencies make up the PACS? Who owns each component, and which require network access?
- Remote access: Which administrator and vendor paths exist? Who is authorized to use them, under what rules, and how are their configurations and activity reviewed?
- Accounts: Have default credentials been changed where feasible? Is privileged access limited to people who need it? Are accounts promptly changed or revoked when people transfer roles or leave?
- Network exposure: Are PACS devices exposed beyond the networks and services required for operation? Could traffic be separated from unrelated business systems in a way that fits the facility’s architecture and operational needs?
- Visibility and support: Are assets, software and firmware support status, relevant logs, and incident-escalation responsibilities documented?
- Physical protection: Are panels, readers, credentials and communications lines secured and included in physical-device inventories and inspection practices?
- Continuity: What happens to access decisions and safe facility operations if network connectivity, power or a central management service fails? Are fallback procedures and maintenance plans defined?
- Requirements: Which controls are required by the organization’s sector, contracts or jurisdiction, and who is responsible for confirming that?
These questions support assessment and procurement; they do not assume that every PACS has the same topology, vulnerabilities or failure behavior. Coordinate configuration changes with the PACS owner and a qualified integrator, and plan maintenance and fallback procedures around the facility’s availability and safety needs.

A managed network switch with VLAN support may be one component of a segmentation design where appropriate, but a switch alone does not secure PACS. Configuration, compatibility, system dependencies and the facility’s operating requirements all matter. These evaluation dimensions reflect control themes, not a vendor ranking.
Keep credential guidance in context
NIST SP 800-116, published in 2008, described a risk-based approach to PIV credential mechanisms for federal facilities, but it is marked superseded. Do not treat it as the current federal implementation guide. Organizations evaluating federal credential requirements should verify the current applicable guidance for their use case.
