How to Secure Microsoft 365 Copilot Access to Company Data

Microsoft 365 Copilot follows users’ existing permissions, so secure deployment starts with fixing oversharing and validating information protection, connected sources, and monitoring.

Secure Microsoft 365 Copilot by tightening access to company content before deployment, applying information-protection policies, and monitoring interactions. Copilot uses Microsoft Graph and the signed-in user’s existing permissions; it does not grant new access. But when employees already have access to overshared files, Copilot can make those files easier to find through natural-language responses.

This guidance concerns the Microsoft 365 Copilot experiences covered by Microsoft’s enterprise documentation. Product names, feature availability, licensing, and behavior can vary by experience and tenant, so confirm the current documentation and configuration that apply to your organization.

What Copilot’s access boundary does—and does not—protect

Copilot grounds responses in content available to the signed-in user through Microsoft Graph. Microsoft’s official Microsoft Copilot architecture documentation states: “Copilot doesn’t access data that the user doesn’t have permission to access.” Copilot does not independently change SharePoint, OneDrive, or other Microsoft 365 permissions.

That boundary is only as safe as the permissions behind it. If a user already has access to sensitive content through a broad site membership or sharing link, Copilot may help that user discover the content. The practical security task is therefore to review what people can access, not just to verify that Copilot respects access controls.

Secure access before expanding deployment

Use the following sequence to reduce exposure while preserving intended work. Start with sensitive or broadly shared SharePoint and OneDrive content, then apply protections, review connected sources, establish monitoring, and add prompt safeguards. Check the controls available under your tenant’s licensing and configuration before relying on them.

  1. Inventory and remediate access. Identify SharePoint sites and OneDrive content that are sensitive, broadly shared, or have unclear ownership. Review site privacy, membership, sharing links, and discovery settings. Use the assessment capabilities available in your organization’s SharePoint and Purview environment to identify oversharing and prioritize fixes.
  2. Apply information protection. Use sensitivity labels, encryption, data loss prevention (DLP), and site access controls to govern content according to organizational requirements. Validate how representative labeled and encrypted files behave in your tenant.
  3. Review connected data and agents. Inventory each agent and connected data source, and confirm its access rules, sharing controls, and provider terms and privacy policy. For synced Microsoft 365 Copilot connectors, Microsoft Graph can use an access control list (ACL) associated with Entra users or groups to determine who can view external items.
  4. Set up monitoring and retention. Check which Purview audit, investigation, and retention capabilities your tenant can use, then configure them for your compliance needs. Confirm the resulting behavior in the tenant rather than assuming a particular capability is available.
  5. Add prompt protections. Use applicable prompt DLP controls and protections against prompt injection as additional safeguards. They complement, rather than replace, permission cleanup and data governance.

Find and fix oversharing in SharePoint and OneDrive

Prioritize material by sensitivity and exposure: for example, content intended only for a small team but available to a broad site membership deserves review before low-risk material shared with its intended audience. Check both direct membership and sharing links; a user may have access through either. Include discovery settings in the review, since controls that limit discovery can affect what users or Copilot can find.

Microsoft identifies restricted content discovery and restricted access control as options for limiting access while an organization remediates oversharing. These restrictions can reduce discoverability or interrupt existing user workflows. Scope them deliberately, test with representative users and content, and communicate any expected change before applying them broadly. They are containment measures, not a substitute for correcting inappropriate permissions.

Apply labels, encryption, and DLP with processing needs in mind

Sensitivity labels and encryption can preserve information-protection rules when Copilot grounds a response in protected content. Microsoft says Copilot needs both EXTRACT and VIEW usage rights to interact with encrypted content. Check that the relevant users and Copilot experiences have those rights where processing is intended; otherwise, protected content may not be usable in the expected workflow.

Configure DLP and other information-protection policies to constrain sensitive content in line with your organization’s requirements. Coverage and response can differ across SharePoint, OneDrive, Teams, and connected sources. Test with representative labeled and encrypted files, and verify actual policy behavior in your tenant before broad rollout.

Govern connectors and agents separately

Do not assume that adding an agent or external source changes the underlying permission model in your favor. Microsoft says agents respect existing Microsoft 365 permissions and do not grant users new access to sites, channels, or mailboxes. For synced Microsoft 365 Copilot connectors, an ACL associated with Entra users or groups can determine who may view external items through Microsoft Graph.

For each agent, record what data it connects to, who can use it, and how the source provider handles data. Review sharing controls and the provider’s terms and privacy policy. Verify that access restrictions cover the actual source and intended users, rather than relying on the agent’s presence as a security control.

Monitor interactions and confirm retention behavior

Microsoft documents Purview capabilities for auditing and investigating Copilot interactions, including records of prompts, responses, and referenced content. Retention and deletion follow the retention policies configured for the organization. Which capabilities apply depends on the tenant’s licensing and settings, so confirm both availability and configuration with your compliance administrators.

Before launch, decide which teams will review audit information, how investigations should be handled, and which retention policies apply. A documented capability does not establish that it is enabled or available in every tenant.

Use prompt defenses as an additional layer

Microsoft describes protections across the prompt lifecycle, including defenses against prompt injection. DLP controls on submitted prompts can help prevent sensitive information from being included. These measures address risks in how prompts are submitted and handled; they do not correct overly broad permissions on files or sites.

What Microsoft says about enterprise data and model training

Microsoft’s enterprise data-protection documentation states that “the prompts, responses, and data accessed through Microsoft Graph aren’t used to train foundation models.” This statement applies to the documented enterprise offering and terms. Check the current terms for the specific Copilot experience and tenant rather than generalizing the commitment to every product or consumer experience using Copilot branding.

Pre-deployment validation checklist

  • Review sensitive and broadly shared SharePoint and OneDrive content, including site membership, sharing links, and discovery settings.
  • Remediate inappropriate access; where temporary restrictions are needed, test their scope and user-workflow impact first.
  • Confirm how labels, encryption, DLP, and site controls apply to the services and sources in scope.
  • Check EXTRACT and VIEW rights for encrypted content that Copilot is expected to process.
  • Inventory connected sources and agents, including their access controls and provider terms.
  • Verify Purview audit, investigation, retention, and deletion behavior against your tenant’s licensing and configured policies.
  • Test prompt protections alongside permissions and information-protection controls.
  • Confirm current product naming, licensing, and documentation for the specific Microsoft 365 Copilot experience being deployed.
